  • Manufacturing Miniature Langmuir probes by Fusing Platinum Bond Wires

    • This paper reports on a novel method for manufacturing microscopic Langmuir probes with spherical tips from platinum bond wires by fusing for plasma characterization in microplasma sources. Here, the resulting endpoints, formed by droplets on the ends of a fused wire, are intended to act as spherical Langmuir probes. For studying the fusing behavior, bond wires were wedge bonded over a 2 mm wide slit, to emulate the final application, and fused with different voltages and currents. For electrical isolation, a set of wires were coated with a 4 μm thick layer of Parylene before they were fused. After fusing, the gap size, as well as the shape and area of the ends of the remaining stubs were measured. The yield of the process was also investigated, and the fusing event was studied using a high-speed camera for analyzing its dynamics. Four characteristic tip shapes were observed: spherical, folded, serpentine shaped and semi-spherical. The stub length leveled out at  ~400 μm as the fusing power increased. The fusing of the coated wires required a higher power to yield a spherical shape. Finally, a Parylene coated bond wire was integrated into a stripline split-ring resonator (SSRR) microplasma source, and was fused to form two Langmuir probes with spherical endpoints. These probes were used for measuring the I–V characteristics of a plasma generated by the SSRR. In a voltage range between  −60 V and 60 V, the fused stubs exhibited the expected behavior of spherical Langmuir probes, and will be considered for further integration.

  • Making the most of the frame : developing the analytical potential of frame analysis

    • Frame analysis has been developed and applied across contexts in several disciplines such as policy analysis, where the perspective has proven fruitful to carve out essential differences in the construction of meaning and to understand the responsiveness of the strategic use of ideas. However, this article argues in line with other scholars that the analytical potential of frame analysis is not fully utilized in most empirical studies. The article addresses two points of critique raised against frame analytical perspectives: the limited view of the framing process and the limited understanding of frame effects. We suggest two analytical dimensions that help to develop the analytical potential of frame analysis in policy analysis and beyond: firstly, the institutionalization process of frames which can capture the struggle of meaning within policy processes and also distinguish between the varying influences of different frames over space and time. Secondly, the extension of frame effects that through a reconceptualization of frame effects can capture how a frame has an effect on actors other than the audience and beyond its immediate purpose.

  • Swedish emergency hospital surgical surge capacity to mass casualty incidents

    • Background In Sweden the surgical surge capacity for mass casualty incidents (MCI) is managed by county councils within their dedicated budget. It is unclear whether healthcare budget constraints have affected the regional MCI preparedness. This study was designed to investigate the current surgical MCI preparedness at Swedish emergency hospitals. Methods Surveys were distributed in 2015 to department heads of intensive care units (ICU) and surgery at 54 Swedish emergency hospitals. The survey contained quantitative measures as the number of (1) surgical trauma teams in hospital and available after activating the disaster plan, (2) surgical theatres suitable for multi-trauma care, and (3) surgical ICU beds. The survey was also distributed to the Armed Forces Centre for Defence Medicine. Results 53 hospitals responded to the survey (98%). Included were 10 university hospitals (19%), 42 county hospitals (79%), and 1 private hospital (2%). Within 8 h the surgical capacity could be increased from 105 to 399 surgical teams, while 433 surgical theatres and 480 ICU beds were made available. The surgical surge capacity differed between university hospitals and county hospitals, and regional differences were identified regarding the availability of surgical theatres and ICU beds. Conclusions The MCI preparedness of Swedish emergency care hospitals needs further attention. To improve Swedish surgical MCI preparedness a national strategy for trauma care in disaster management is necessary.

  • Vulnerability and Power : Social Justice Organizing in Rockaway, New York City, after Hurricane Sandy

    • This is a study about disasters, vulnerability and power. With regards to social justice organizing a particular research problem guides the work, specifically that emancipatory projects are often initiated and steered by privileged actors who do not belong to the marginalized communities they wish to strengthen, yet the work is based on the belief that empowerment requires self-organizing from within. Through an ethnographic field study of social justice organizing in the wake of Hurricane Sandy in Rockaway, New York City, the thesis explores whether and how vulnerable groups were empowered within the Occupy Sandy network. It is a process study that traces outside activists attempts at empowering storm-affected residents over time, from the immediate relief phase to long-term organizing in the recovery phase. The activists aimed to put to practice three organizing ideals: inclusion, flexibility and horizontality, based on a belief that doing so would enhance empowerment. The analysis demonstrates that collaboration functioned better in the relief phase than in the long-term recovery phase. The same organizing ideals that seem to have created an empowering milieu for storm-affected residents in the relief phase became troublesome when relief turned to long-term recovery. The relief phase saw storm-affected people step up and take on leadership roles, whereas empowerment in the recovery phase was conditional on alignment with outside activists’ agendas. Internal tensions, conflicts and resistance from residents toward the outside organizers marked the recovery phase. It seems that length of collaborative projects is not the only factor for developing trust but so is complexity. The more complex the activities over which partners are to collaborate the less easy it is. Based on this we could further theorize that the more complex the work is the more challenging it is for privileged groups to give away control. The internal struggles of the organization partially explain the failures to influence an urban planning process that the organization attempted to impact, which connects the micro-processes with broader change processes toward transformation of vulnerability.

  • Conceptualizing Civil War Complexity

    • Civil wars that appear to observers to be the most complex—even using a colloquial understanding of the concept—are also those that seem to register the most intense fighting, the most prolonged spells of war, and the most resistance to durable conflict resolution. But what does it really mean for a civil war to be complex? We currently lack a concept of “civil war complexity” that can help us better understand the most important variations in civil wars across time and space. To address this gap we develop a conceptualization of “civil war complexity” consisting of three dimensions—“actor complexity,” “behavior complexity,” and “issue complexity”—and demonstrate how they manifest empirically. We also highlight this conceptualization’s utility—and the danger of overlooking it—through the case of Darfur. This conceptualization paves the way for a new research agenda that explores how civil wars differ in terms of their complexity, the causes and consequences of civil war complexity, and how to refine conflict resolution techniques and strategies.

    • Although conflict issues – the stated goals of actors engaged in conflict – hold a privileged position in many theoretical explanations of the occurrence, dynamics, and resolution of civil war, global issue data are scarce beyond datasets that focus on specific thematic areas. This article aims to bring issues into the forefront of civil war scholarship by presenting the UCDP Conflict Issue Dataset (CID). This global yearly dataset contains 14 832 conflict issues – divided, at the most disaggregated level, into 120 sub-categories – raised by armed non-state groups involved in intrastate armed conflict in 1989-2017. By bringing issues back in, the UCDP CID provides opportunities to reevaluate several central questions about the onset, duration, intensity, and resolution of civil war.

    • This article offers a conceptual framework that broadens and enhances our understanding of the role of ‘history’ in contemporary governance and the attempts by policy-makers to ‘manage’ critical issues. Building upon the literature on historical analogies in policy-making, we distinguish three dimensions that clarify how the past may emerge in and affect the current deliberations, choices and rhetoric of policy-makers. We apply this in a comparative examination of two cases of crisis management where historical analogies played an important part: the Swedish response to (alleged) submarine intrusions in 1982, and the European Union sanctions against Austria in 1999. We induce from the case comparison new concepts and hypotheses for understanding the role of historical analogies in public policy-making and crisis management.

  • The art of handing over : (mis)managing party leadership successions

    • Successful attempts by leaders of democratic political parties to hand over their position at a time and to a heir of their own choosing are quite rare. In this paper we examine how and why this might be the case. After placing the issue of managed transition in the broader literature on party leadership succession, we develop a conceptual framework for understanding succession processes and the strategic choices therein faced by both incumbent leaders and prospective successors. This is then applied to two Dutch case studies and, more briefly, a series of reference cases. This analysis suggests key factors shaping the success and failure of political succession management in parties: the anointed successor’s `rooting’ in the party and/or his perceived vote-getting potential; the maintenance of cooperation and trust between incumbent and heir apparent in an environment containing many forces driving them apart; and propitious timing of the public announcement of the succession arrangement.

    • The processes of replacement of party leaders are well-published events in media outlets across the world's democracies, but are scarcely analysed by political scientists. In this article we examine the extent to which incumbent party leaders are able to control their own fate in the face of various types of challenges that herald a possible end to their rule. It discusses three related research questions derived from this main objective: (1) what makes incumbents quit? (2) How do incumbents respond to various types of triggers heralding a possible end to their rule? (3) To what extent does incumbent behaviour prior to and following succession affect the fortunes of their successors and their party? We draw on a four-country-eight-party data set of leadership successions between 1945 and 2005, and on findings of in-depth studies of Australian cases to show that not only do Australian leaders get challenged and replaced more frequently than do other leaders, but they are also forced to combat more internal rivalry than their counterparts elsewhere.
