    • The project Participation, Leadership and Urban Sustainability (PLUS) is a comparative study of sixteen cities in eight European countries. Two cities are selected in each country. In each city major initiatives within two policy areas are chosen for scrutiny. These policy areas have been defined as “social inclusion” and “economic competitiveness”. Two central components of sustainable development are thus covered. The objective of the project is to explore into the effects on performance within these policy areas of combinations of urban leadership and community involvement. This alleged causal relation is at the core of the research endeavour. The same argument as with regard to effectiveness in terms of policy also is applied to democratic performance. The criterion here will be democratic legitimacy. One very important part of the theoretical framework of the project is the idea that there is a positive interaction of urban leadership and community involvement on both policy performance and democratic performance. This interaction effect in the project has been termed CULCI, which stands for “complementarity of leadership and community involvement”. The objective of this short research note is to investigate into the question, whether such an interaction effect actually appears in a comparative analysis of the findings from the sixteen case study cities. In short the research question for this paper thus is: Does CULCI exist?

    • The objective of this chapter is to describe and analyse the institutional settings of the cities studied in the PLUS project, with a focus on the restrictions and opportunities for action for the political leadership as well as restrictions, opportunities and incentives for community involvement. An important set of restrictions of course will be the interdependencies between the local authority on the one hand and higher levels of government as well as local community actors on the other hand. Therefore the issue of local autonomy and local self-government will be examined in the first part of the paper. The second part of the paper will discuss the institutional arrangements with regard to the political executive. Finally potential consequences of other structural differences will be discussed. The empirical data for the description is primarily provided by the country and city profiles provided by the academic partners of the project. In principle the focus will be on cities rather than national systems. Cities, however, are parts of national local government systems, at the same time influencing and being influenced by national systems. Parts of the analysis therefore will be carried out with the national systems as units of analysis. In some cases we also lack data on the city level, and if there is no reason to suspect that our case study cities are deviating, such data will be used on the city level. These exceptions, notwithstanding, the objective of the chapter is to say something about the particular institutional settings of the eighteen cities, and not to provide generalisations about national local government systems.

    • The project Participation, Leadership and Urban Sustainability (PLUS) is a comparative study of eighteen cities in eight European Countries and New Zealand. Two cities are selected in each country. In each city major initiaties within two policy areas are chosen for scrutiny. These policy areas have been defined as "social inclusion" and "economic competitiveness". Two central components of sustainable development are thus covered. The objective of the project is to explore into the effects on performance within these policy areas of combinations of urban leadership and community involvement. This alleged causal realtion is at the core of the research endeavour. This relation, as well as its components, however, is influenced by a number of other contextual circumstances. One of these is local political culture. For the comparative study local political culture is measured by means of surveys with panels of local notabilities: political and civic leaders, opinion formers, etc. With the aim of validating and complementing these measurements in the two Swedish case cities (Stockholm and Göteborg) a numer of re-analyses of surveys conducted with local councillors in the 1990s and early 21st century have been performed. These analyses are reported in this paper.

    • Intra-municipal decentralisation in Scandinavian cities is unique with regard to the volume of services devolved to urban districts. The book investigates the democratic and efficiency effects of decentralisation reforms in six major Scandinavian cities. Special attention is given to consequences of different institutional arrangements as well as to providing an understanding of reform processes. Data for the descriptions and analyses are provided by a number of sources: Surveys with district politicians and samples of citizens, published evaluation reports and interview data from three case studies especially done for this study. Institutional arrangements differ between Copenhagen with relatively autonomous districts and Swedish and Norwegian cities whose districts are more closely integrated with the centre. These differences do matter, both with regard to reform effects and the trajectories of reform processes. Institutionalisation, adaptation and power seeking behaviour of political parties are important factors for understanding the reform processes.

    • Den finska invandrargruppen i Sverige har i jämförelse med andra invandrargrupper särskilda kännetecken. Det är en stor grupp som funnits i Sverige länge. Även om det finska språket är mycket olikt det svenska, finns det starka historiska och kulturella band. Sverige-finnarna är erkända som en nationell minoritet. Mot denna bakgrund blir frågan om i vilken utsträckning sverigefinnarna lyckas få politiskt inflytande en även i ett bredare perspektiv intressant fråga. Om denna grupp som till synes har det väl förspänt misslyckas eller stöter på svårigheter – hur ska det då inte gå för senkomna flyktinggrupper från tredje världen? Inom ramen för ett delprojekt i forsknings- programmet ”Finskt i Sverige – svenskt i Finland” har jag tillsammans med kolleger från Åbo Akademi och Göteborgs Universitet genomfört en medborgarenkät i ett urval om tio kommuner i Finland och Sverige.
