- Persons with moderate to more severe intellectual disabilities have a legal right to exercise self-determination, and a right to receive individually tailored support to enable them to live independently. However, these rights are not always realised in practice. Taking the difficulties that the functional impairments imply as a starting point, the aim of this thesis is to critically review and accrue increased knowledge about what conditions for self-determination persons with moderate to more severe intellectual disabilities are given within the context of support services offered, according to the Swedish Disability Act. The study is a multiple case study, based on analyses of so-called implementation plans and notes from observations and interviews (with staff), all gathered within the same six units:three group homes and three daily activity units. By conducting thematic analyses and using concepts from Nordenfeldt’s action theory, as well as theory about positioning, three overarching themes were developed: staff’s supportive methods and approaches, staff’s non-supportive methods and approaches, and staff’s methods and approaches that are both supportive and not when it comes to opportunities for self-determination. For example, staff views on the persons’self-determination as being adequate are interpreted as supportive. As a contrast, the fact that enhanced support is rarely used and, if used, rarely to a degree that promotes the person’s own initiative, is interpreted as non-supportive, and the implementation plans are interpreted as both supportive and non-supportive. Fundamentally, the study shows that the practical possibilities to exercise self determinationare limited for persons with moderate to severe intellectual disabilities by certain aspects of staff methods and approaches, and by the organisation of the units where the support is conducted. Further research is suggested on how to enable practise, staff methods and approaches that, to a higher degree, consider the persons themselves when planning and conducting their support, on the organisational preconditions, the implementation plans included, for complying with the principles and political goals of a person’s self determination and on the impact of staff knowledge, not least when it comes to enhanced support and communication devices. Finally, the character of conducting support and what this means for the methods and approaches, should be investigated further.

- I denna artikel beskriver vi verksamheten inom hantering av forskningsdata på Avdelningen för Vetenskaplig kommunikation vid Universitetsbiblioteket i Lund sedan den startade 2014. Huvuddelen av våra projekt har hittills varit av karaktären utredningar och behovsanalyser på grund av att det saknas policyer eller riktlinjer för forskare såväl nationellt som på lärosätet. Däremot finns förväntningar och en ganska stor vilja att arkivera och tillgängliggöra data bland forskarna, enligt de studier vi utfört på Lunds universitet. Därför arbetar vi med verksamhetsutveckling genom att skapa en grund på vilken vi kan bygga upp stöd för hantering av forskningsdata framöver tillsammans med övriga stödfunktioner inom universitetet. Om detta grundarbete berättar vi i denna artikel.

Genome-wide Association Analysis in Humans Links Nucleotide Metabolism to Leukocyte Telomere Length

- Leukocyte telomere length (LTL) is a heritable biomarker of genomic aging. In this study, we perform a genome-wide meta-analysis of LTL by pooling densely genotyped and imputed association results across large-scale European-descent studies including up to 78,592 individuals. We identify 49 genomic regions at a false dicovery rate (FDR) < 0.05 threshold and prioritize genes at 31, with five highlighting nucleotide metabolism as an important regulator of LTL. We report six genome-wide significant loci in or near SENP7, MOB1B, CARMIL1 , PRRC2A, TERF2, and RFWD3, and our results support recently identified PARP1, POT1, ATM, and MPHOSPH6 loci. Phenome-wide analyses in >350,000 UK Biobank participants suggest that genetically shorter telomere length increases the risk of hypothyroidism and decreases the risk of thyroid cancer, lymphoma, and a range of proliferative conditions. Our results replicate previously reported associations with increased risk of coronary artery disease and lower risk for multiple cancer types. Our findings substantially expand current knowledge on genes that regulate LTL and their impact on human health and disease.

God havsmiljö 2020 : Marin strategi för Nordsjön och Östersjön Del 2: God miljöstatus och miljökvalitetsnormer

- Havsmiljöförordningens övergripande mål är att upprätthålla eller uppnå en god miljöstatus i de svenska förvaltningsområdena Nordsjön och Östersjön till år 2020. En av uppgifterna i den första förvaltningsperioden är att bestämma vad som kännetecknar god miljöstatus i respektive förvaltningsområde samt att ta fram miljökvalitetsnormer. God miljöstatus baseras på ett ramverk av så kallade deskriptorer som anges i havsmiljödirektivet, det vill säga det EU-direktiv som i Sverige genomförs genom havsmiljöförordningen. Deskriptorerna beskriver god miljöstatus på en övergripande nivå för 11 temaområden. Till varje deskriptor hör en rad kriterier som anger vad som ska ingå i en bedömning av miljöstatus. I Sverige har god miljöstatus formulerats för samtliga 29 kriterier som ska beaktas enligt direktivet. Dessa kvalitativa beskrivningar anger vad som kännetecknar god miljöstatus i Nordsjön och Östersjön. För att praktiskt bedöma om god miljöstatus har uppnåtts föreslås 37 nationella indikatorer. En uppsättning av indikatorer omfattar miljöns tillstånd och avspeglar ekosystemets komponenter i form av nyckelarter, samhällen, och livsmiljöer. En utgångspunkt vid val av indikatorer för miljöns tillstånd har varit koppling till de belastningar som i den inledande bedömningen av miljötillståndet i Nordsjön och Östersjön bedömts ha stor negativ påverkan på ekosystemet. En annan uppsättning indikatorer berör påverkan och belastning på miljön i form av tillförsel av näringsämnen och farliga ämnen, samt biologisk och fysisk störning av miljön. Tillsammans utgör indikatorerna ett verktyg för att följa utvecklingen av miljötillståndet och effekter av åtgärder i havsmiljön. Vid val av indikatorer har arbetet delvis utgått från existerande miljöövervakning och redan utvecklade indikatorer. Med denna utgångspunkt uppfylls en rad av havsmiljödirektivets krav, bland annat en god uppföljning av effekter av tillförsel av näringsämnen. Funktionella indikatorer, det vill säga indikatorer som utvärderats och för vilka god miljöstatus har definierats, saknas dock för tio av havsmiljödirektivets 29 kriterier. För uppföljning av biologisk mångfald saknas bland annat miljöövervakning och metoder för att bedöma livsmiljöers tillstånd. För att kunna bedöma fysiska skador på havsbotten saknas en övergripande sammanställning av information om aktiviteter som påverkar havsbottnar samt metodik för att bedöma effekterna. Det saknas också utvecklade indikatorer för det kriterium som berör uppföljning av storleks- och åldersstruktur hos fiskar. Brist på kunskap gör också att inga förslag på svenska indikatorer kan ges för effekter på levande organismer från marint avfall, undervattensbuller, och främmande arter samt att endast ett begränsat antal indikatorer tagits fram som speglar effekter av farliga ämnen. De indikatorer som fastställs i juli 2012 utgör således inte en slutlig lista för att följa upp havsmiljödirektivet. Bristerna kommer att beaktas i det fortsatta genomförandet av havsmiljöförordningen där nästa steg är att anpassa miljöövervakningsprogrammen till uppföljning av miljötillståndet med valda indikatorer senast år 2014 samt att ta fram åtgärdsprogram till år 2015. God miljöstatus ska uppnås genom tillämpning av miljökvalitetsnormer det vill säga rättsligt bindande regler som avspeglar den lägsta godtagbara miljökvaliteten i Nordsjön och Östersjön. För att nå god miljöstatus har elva svenska miljökvalitetsnormer formulerats. Dessa miljökvalitetsnormer omfattar belastning i form av näringsämnen, farliga ämnen, främmande arter, uttag av arter, fysisk påverkan på havsbottnar och avfall i havsmiljön. Målsättningen har varit att utforma miljökvalitetsnormer som motsvarar alla de belastningar som i den inledande bedömningen har identifierats ha en stor påverkan på miljön.

Employee-driven innovation in the public sector : At the intersection of innovation support and workplace conditions

- The overall aim of this thesis is to contribute knowledge about employee-driven innovation (EDI), with a particular focus on conditions in the workplace when innovation support is introduced in municipal contexts. The thesis is based on 23 qualitative interviews with managers, employees, and innovation coaches from three municipal sites in Sweden where innovation support has been implemented. The four included studies examine how innovation support is set up, what role first-line managers play, what drives employees to engage in EDI, and the outcomes of innovation work in the studied cases.The thesis’ results show how innovation support was set up as parallel structures operating independently from regular municipal operations, which made it difficult for employees and managers to connect and integrate innovation work with everyday work. Furthermore, the results show how the studied municipalities did not define clear objectives for working with innovation, which in turn resulted in a multitude of inextricably linked negative effects for the innovation support operations, the managers, the employees, and the outcome of the innovation work. In addition, the study results demonstrate the importance of providing rich environments for learning and innovation in the workplace, to consider and support employee engagement in public sector innovation and to support the entire innovation process, including the implementation phase. The first conclusion drawn is that employee-driven innovation work happens at the intersection of innovation support and current workplace conditions. This implies that support measures need to be integrated into employees’ everyday work to create favourable conditions for EDI. The second conclusion is that it is imperative for municipal organisations intending to support EDI to define objectives for working with innovation and to anchor and communicate these objectives throughout the organisation.

- Public sector innovation and innovation capacity have gained increased attention inresearch and policy in recent decades, but empirical knowledge is still limited. Thisarticle focuses on initiatives to systematically support innovation in the public sector,with the aim of exploring challenges related to the organisation of innovation support inSwedish municipalities. The study is based on three case studies of municipal innovationsupport operations and 23 qualitative interviews with participants within these operations.The findings show how different innovation support strategies were chosen, ranging fromsuggestion box setups to idea coaching and training using service design methodology.Regardless of strategy, the initiatives faced challenges related to a lack of direction onwhat to innovate and implementation phases not being part of the innovation support.Other challenges related to managers being involved too late in the innovation processesand difficulties securing a commitment to work with innovation within the organisation.These findings point to both the general challenges of supporting change in organisationsand the specific challenges of introducing innovation and setting up innovation support inpublic sector organisations.
