    • This study focuses on two central Scandinavian cities – Copenhagen and Stockholm – that are generally thought to be culturally close but have deviated with respect to cycling policies and infrastructure. Based on a survey including inhabitants of Copenhagen (n¼1110) and Stockholm (n¼1191), this study investigated whether cyclists in Copenhagen and Stockholm experience thetransport systems in the two cities differently, and to what extent cycling perceptions can explain differences in cycling level (minutes of cycling) among cyclists. Cycling levels are much higher in Copenhagen than Stockholm, and cyclists in Copenhagen perceive a higher prioritization in traffic, feel safer, and perceive a higher ability to reach their destinations by bike. Using ordered logitmodels, we examined the effect of different factors on cycling level among cyclists in both cities. Those who live in Copenhagen have higher levels of cycling even when other independent variables are included in our model. Other significant factors were employment, which increased cycling, and car access, which decreased cycling. Being female was related to higher cycling levels in Copenhagen, but not in Stockholm. The only significant cycling perception was the perceived ease and feasibility of getting to important destinations by bicycle (cycling autonomy). Results of a similar analysis including non-cyclists led to comparable results. The results suggest that differences in cycling levels between the two cities are related to the overall mobility culture of the two cities (in particular different policies, norms and infrastructure), while individual/micro-level factors, appear rather inadequate for understanding urban differences.

  • Lunds Kommun Klimatpolitiska råd: Rapport 2023

    • Förra året utsåg EU-kommissionen Lund till en av 100europeiska städer som ska bli klimatneutrala till 2030.Det är en utmärkelse som förpliktigar, särskilt i en tiddå klimatpolitiken på nationell nivå tappar styrfart(Klimatpolitiska rådet 2023). Lunds kommun har redangjort mycket som är bra, men både kan och behövergöra mer för att uppnå egna klimatmål och för att varaett föredöme för andra städer och kommuner som intekommit lika långt. Kommunen pekar på tre områdensom centrala i omställningsarbetet. Det handlar om 1)transporter, 2) cirkulär ekonomi, och 3) energi.Lunds kommuns klimatpolitiska råd (Rådet) bildadeshösten 2018 med uppdrag att utvärdera om kommunenssamlade politik är förenlig med de klimatmål somantagits av kommunfullmäktige. Utvärderingen presen-teras årligen i en rapport som granskar olika aspekterav kommunens klimatarbete. Rådet består av forskarefrån Lunds universitet och SLU Alnarp. Utav rådets sexmedlemmar är fem nya sedan den förra rapporten. Rådetuppskattar förtroendet att utvärdera kommunens klimat-arbete men är samtidigt ödmjuka inför komplexiteten iuppdraget. Ambitionen för Rådet är att vara en “kritiskvän” som är konstruktiv och lösningsorienterad.

  • Evaluation of public transport: regional policies and planning practices in Sweden

    • This paper analyses regional public transport planning in Sweden. The aim is to provide an insight into how policy objectives are translated into action and to investigate how public transport measures are evaluated. The analysis is based on interviews with civil servants in five Swedish regions. Cost-benefit analysis is sparsely used (if ever) and the results further indicate that planning and evaluation of public transport is to a large extent centred around monitoringon-going trends, e.g. patronage and market share. Such information seems policy-relevant, i.e. is commonly asked for by the political level. The informants do ask for more knowledge regarding various effects (mainly social). However, it is less certain whether or not this knowledge would be used for economic evaluation. Regional and local public transport systems are complex, and intrinsically linked to land use and long-term regional ambitions. Instead of asking how public transport planning should be carried out, following CBAanalyses, we should perhaps ask how the economic analysis could be tuned so that it becomes relevant for public transport planning. We foresee that the broader role of the public transport system will increase goal conflicts between, and within, authorities.

    • Denna rapport är en litteraturstudie om trafiksäkerhetseffekter av åtgärder med avseende på cyklisters och gåendes säkerhet. Åtgärder som behandlas i denna rapport är fysiska åtgärder, samt drift- och underhållsåtgärder. Syftet med rapporten är att sammanställa empirisk kun-skap om trafiksäkerhetseffekterna av olika åtgärder för gång- och cykeltrafik. Åtgärderna delades in i tre grupper, nämligen åtgärder i anslutning till bilnät på sträcka (inkl. korsningar), åtgärder i anslutning till bilnät för korsande av bilnät och åtgärder friliggande från bilnät. Data som använts i litteraturen som studerades blev analyserat, då det ofta är olika datakällor som ligger bakom själva studierna i litteraturen. Dessutom förekommer olika rap-porteringsgrader vid olyckor, vilket gör det ännu viktigare att bedöma litteraturen efter bakomliggande datorkällor. Vidare ger rapporten en översyn över metodiken för att kunna kombinera olika åtgärdseffekter. Slutligen utmynnar rapporten i ett verktyg för att lättare kunna bedöma olika åtgärdernas effekter på cyklisters och gåendes trafiksäkerhet.

    • With a continued global urbanisation trend and increasing demand for transportation with consequences interms of, for example, congestion, emissions, and noise, urban mobility is a major challenge for the future.Mobility-as-a-Service (MaaS) has been argued as part of the solution by contributing to reducing the use ofprivate cars and increasing the use of public transport and ride sharing services: “MaaS has the potentialto fundamentally change the behaviour of people in and beyond cities, hence it is regarded as the biggestparadigm change in transport since affordable cars came into the market” (maas-alliance.eu). However,even though a number of initiatives have been taken, including pilots which have shown positive outcomes(see e.g., Karlsson et al., 2016), the implementation of MaaS has been slow.Different sources refer to different challenges. The purpose of the project ‘Institutional Frameworks forIntegrated Mobility Services in Future Cities’ (IRIMS) is to determine how, and to what extent, existinginstitutional factors affect the further development of MaaS. The project aims to provide suggestions for howinstitutions can be modified to enable the implementation of MaaS to contribute to sustainable mobility. Thispaper presents part of the work: a tentative framework, intended to support the analysis of the institutionalfactors that facilitate or create barriers to the further development and dissemination of MaaS (see alsoMukhtar-Landgren et al., 2016).

    • Mobility-as-a-Service (MaaS) has been argued as part of the solution to prevalent transport problems. However, progress from pilots to large-scale implementation has hitherto been slow. The aim of the research reported in this paper was to empirically and in-depth investigate how, and to what extent, different factors affect the development and implementation of MaaS. A framework was developed, with a basis in institutional theory and the postulation that formal as well informal factors on different analytical levels (macro, meso and micro) must be considered. The research was organised as a multiple case study in Finland and Sweden and a qualitative approach was chosen for data collection and analysis. A number of factors with a claimed impact on the development and implementation of MaaS was revealed. At the macro level, these factors included legislation concerning transport, innovation and public administration, and the presence (or not) of a shared vision for MaaS. At the meso level, (the lack of) appropriate business models, cultures of collaboration, and assumed roles and responsibilities within the MaaS ecosystem were identified as significant factors. At the micro level, people’s attitudes and habits were recognised as important factors to be considered. However, how the ‘S’ in MaaS fits (or not) the transport needs of the individual/household appears to play a more important role in adoption or rejection of MaaS than what has often been acknowledged in previous papers on MaaS. The findings presented in this paper provide several implications for public and private sector actors. Law-making authorities can facilitate MaaS developments by adjusting relevant regulations and policies such as transport-related subsidies, taxation policies and the definition of public transport. Regional and local authorities could additionally contribute to creating conducive conditions for MaaS by, for example, planning urban designs and transport infrastructures to support service-based travelling. Moreover, private actors have key roles to play in future MaaS developments, as both public and private transport services are needed if MaaS is to become a viable alternative to privately owned cars. Thus, the advance of MaaS business models that benefit all involved actors is vital for the prosperity of the emerging MaaS ecosystem.
