  • New Public Management and Municipal Performance: Do NPM Reforms Boost Performace?

    • New Public Management (NPM) reforms have been adopted worldwide since the mid-1970s to improve government effectiveness and efficiency. The basic premise of NPM reforms is that market orientation and management focus in the public sector will enhance effectiveness and efficiency of service delivery (Christensen and Lægreid 2010). Although NPM reforms have existed for a quarter century, we still have limited understanding of whether NPM reforms fulfill their expectations. Most importantly, very few empirical studies have been conducted that actually assess the impact of NPM reforms on performance (Alonso, Clifton, and Díaz-Fuentes 2015, Dahlström, Nistotskaya, and Tyrberg 2016, Hammerschmid and Van de Walle 2011). This study helps fill this gap by examining the effect of different NPM-type reforms on municipal performance. In particular, we assess the impact of NPM reforms on three dimensions of municipal performance – gender equity, efficiency and effectiveness – by using a data set of 810 city-level Japanese municipalities. Findings show that municipalities’ overall effort to create NPM reforms is not associated with gender equity and effectiveness in revenue expansion. However, findings suggest that municipalities with a higher commitment to various NPM- type reforms are likely to operate with lower administrative overhead costs. Results also suggest that municipalities’ efforts supporting individual reform, including outsourcing and municipal assets and debt management reform, are associated with higher efficiency in overhead costs and increased revenues from selling municipal assets. This study tests the impacts of NPM-type reforms on municipal performance in an understudied Asian developed setting.

  • Reform of British Competition Policy : Is European Integration the Only Major Factor?

    • In 1998, Britain carried out the reform of competition policy legislation, which was the largest in the past twenty-five years. This paper examines the policy-making process leading to that reform and discusses the factors driving the movement. Since the original nationally-specific system was transformed into the more Europe-based system by the reform, it may be natural to look at the progress of European integration and other external changes as the main factors for that policy change. However, one should not ignore the effect of the change in the internal factors, that is, the endogenous development of competition policy officials. The main argument of the proposed paper is that the progress of European integration is important for explaining the domestic policy change in member states, but that we need to take account of the change in the domestic policy-making process as well.

  • Rethinking Japan's Bad Loan Management : Implications from a Comparison with the Swedish Case

    • Japan and the Nordic countries similarly experienced a serious collapse of the Bubble economy in the early 1990s, but the financial recovery of the former is extremely delayed compared with the latter. In Japan, the Ministry of Finance is often accused of this, with the claim that it has acted too arbitrarily. The assumption is that it has held, or had held at least until recently, excessively strong power in the policy-making process, based on the close connection with banks and politicians. However, the close connection between relevant actors may also reduce the scope of their performance. If the policy-making process is conceptualized as the network linking relevant public/ private actors, the Japanese financial authorities are rather seen as “trapped” into sticky relations with other actors in the network. As suggested in the literature of social network and social learning, too close and too closed connections may deteriorate the learning competence of the actors in the network, partly because their action tends to be restricted and partly because they tend to get less information from outside. This theory seems to be strongly supported by the evidence of Japan and Sweden.

    • This paper examines the development of Japanese competition policy in the 1990s. While there are certain signs of Japan’s transition to more stringent competition policy largely as the result of the Structural Impediment Initiative with the United States in 1989, they should not be understood only by their appearances. It is remarkable, on the contrary, that the bargaining power of businesses toward public officials and politicians appears to have grown in general, and that Fair Trade Commission remains vulnerable to the pressure from all those parties.

    • This paper suggests a new argument to explain gender differences in public management: the “prudent entrepreneur theory.” We hypothesize that male and female public managers have three differences in their attitudes towards innovation. Firstly, female managers are more motivated to achieve results – instead of following rules – and to do something useful for society. Secondly, female public managers are open to new ideas and creativity, and more willing to challenge the status quo. Yet, thirdly, female leaders are less eager to take risks when would-be innovations may put their organizations in peril. That is, women in public sector leadership positions are both more entrepreneurial and more prudent. A multilevel analysis – based on the responses by 5,909 senior public managers from 20 countries of the COCOPS Executive Survey on Public Sector Reform and data of national public administrations from the Quality of Government Expert Survey – shows support for these hypotheses.

    • "Investor Relations" has become one of the most fashionable phrases among Japanese companies in recent years, particularly as a result of the rising impact of foreign investors in Japan. An English-language website may be one of the most effective measures for providing corporate information to a non-Japanese audience, but the attitude of Japanese companies on this point is mixed. Based on a questionnaire survey and a trend analysis, this study identifies a number of factors underlying Japanese attitudes. It also constructs a regression model, whereby the provision of English-language information has a positive effect on foreign investment is observed.
