    • There is a series of different types of risk on the housing market and related industries.  The six papers in this doctoral dissertation are about a number of the many dimensions of risk management on the housing market. The main message of this thesis is that it should be possible for different actors in the housing market to improve risk management. Indeed, the last years’ financial turmoil has revealed that it should not only be possible, but also necessary, to improve risk management at all levels of the economy: at household, corporate, regional, national and international level. Although the complexity of the environment in which we live and act makes it very difficult to predict and quantify risk, the development of risk management techniques should make it possible to better indentify, and reduce risk.The first paper provides a systematic overview of a wide selection of methods or strategies used in different countries to expand but also to maintain home ownership among low income households. The second paper further discusses mortgage and home equity insurance instruments discussed in the first paper. This paper also discusses how a rental insurance policy, as an alternative to traditional rent regulation, may be constructed. Paper 3 develops a formula that might be used in order to value the rental insurance option discussed in paper 2. The fourth paper focuses on the housing building sector by discussing potential benefits of strategic alliances that the different actors in the housing construction market may establish in order to pool resources and manage development risks. The challenge of constructing reliable home price indexes has attracted scholars for many years. Paper 5 develops monthly quality-adjusted price indexes for condominiums (housing cooperative apartments) based on a unique dataset covering sales in the whole of Stockholm municipality from January 2005 to June 2009. Finally paper 6 pays attention to the large increase in housing cooperative conversions sine the 1990s, by deriving a closed-form valuation formula that might be used to value the embedded option an owner of a multi-family rental property has to sell it to a housing cooperative.

    • The system of mobility currently faces severe challenges. Particularly in cities, strategic interventions are made to support a transition towards sustainable mobility. Incumbent actors from the car industry are often invited to play a key role in such initiatives. The Stuttgart region is supported with public money to become a model region of sustainable mobility because it is base to key actors of the German car industry. This paper examines the locus of agency in such a “transition arena”. How do key actors frame the challenge of sustainable mobility? What role is attributed to public policy at various governance levels and to the “local” industry, respectively? In the case of the Stuttgart region, we find a high ability of key industry actors to reframe transition initiatives for sustainable mobility and align public policy with their interests—particularly in local, i.e., place-bound contexts. This underlines the need for transition studies to pay more attention to the agency of incumbent actors and their capacity to absorb sustainable alternatives without changing dominant industry structures.

    • Much has been written about innovation cooperation, but little research has been done to explain the national differences thereof. Using macro and micro evidence from the fourth Community Innovation Survey, we econometrically investigate the extent to which national framework conditions account for the propensity of firms to cooperate on innovation at home and abroad. The results indicate strong differences across countries in the latter. Firms operating in countries with less developed research infrastructure are shown to be more likely to cooperate with foreign partners, supporting the thesis that in this context the foreign linkages tend to be diasporic. The size and openness of the economy matters too. But the characteristics of firms that explain cooperation are not found to differ much across country. The results furthermore draw attention to the limitations of the existing micro data sets on innovation cooperation.

  • Agency, regional development and local context: Micro-level evidence from an old industrial region

    • In this paper we answer the call for a micro-level perspective on regional economic change, in peripheral regions in particular. Using an in-depth and comparative case study approach, we investigate how agency shapes regional development paths, and how agency is in turn shaped by local context. The performance of a single labor market often hides the very different strategies taken by decision-makers in different municipalities.Our case is not uncommon in Sweden or elsewhere: A peripheral region that is dependent on employment in the manufacturing sector dominated by large firms that are have their headquarters elsewhere. This dependency leaves such old industrial regions vulnerable to shocks. The labor market region of Olofström-Karlshamn experienced a period of exceptional economic decline between 2007 and 2010, prompted by restructuring in the automotive industry. In December 2008, around 1000 jobs disappeared overnight, throwing a municipality of 15000 people into crisis, and further rippling through the region. In the small municipality of Olofström, this shock prompted several collaborative initiatives to regain jobs lost, to lower the dependency on Volvo Cars, and to diversify the economy. By 2017, the 1000 jobs lost had been regained and what used to function as a loyal supplier base to Volvo and the rest of the automotive industry, is now actively coordinated as a regional cluster where firms collaborate and where effort is put into diversifying their customer base and market. In the neighboring municipality of Karlshamn, where Volvo was also the largest private sector employer, the crisis did not trigger major initiatives. Whereas Olofström appears to have changed industrial path organizationally (more cluster like), industrially (more diversified), and institutionally (collaborative), Karlshamn had been changing more gradually, less unified over a much longer period.In this paper, we use original, micro-level material from 23 interviews and supporting documents to provide a much needed micro-level perspective on regional economic change, foregrounding the role of agency in shaping regional development paths. It also sheds light on the role of non-firm actors in path creation, that otherwise receives little attention. The contribution of this paper is two-fold. First, we identify the motivations, resources and networks that prompt individuals, or groups of individuals, to take different kinds of initiatives. These forms of agency cumulatively change the organization and culture of the industrial path of the region. Second, we use our comparative cases to show that a single trigger can unleash change agency in one local context, but not nearly to the same effect in another, despite sharing the same regional structural conditions. Change agency is therefore highly dependent on the presence of specific enabling and constraining factors in the local context.
