    • Sweden is nowadays a country of housing shortage and the latest changes of the Planning and Building Act are intended to simplify an increased house-building. The Swedish Parliament thus decided in July 2014 to allow a new type of house; the so called “attefall house”, named after the answerable minister Stefan Attefall. In most cases only an application to the municipality followed by a starting permit from the building committee is needed without involving the neighbours, but in some special cases an ordinary building permit is still needed. The political cause to ease restrictions was to make it easier for house-owners to build and to let rooms in times of housing shortage, especially in the metropolitan areas. The national association of Swedish house-owners thus calculated with 200 000 new possibilities of dwellings for rent. The “attefall house” is however intended for second home use as well as permanent living. According to a questionnaire by the Swedish Television, the number of applications related to independent complementary dwellings, is negligible (totally 19 applications) in the three greatest cities in Sweden; Stockholm, Gothenburg and Malmö during the first year of the reform. The main part of the 5150 approved applications are connected to guest-houses etc. The interest has been topmost in municipalities well-known for large numbers of second homes. The article discusses the outcome in these kinds of coastal areas.

  • FOSTERING INCLUSIVE INNOVATIVE PROCESSES WITHIN A BOLIVIAN CLUSTER INITIATIVE

    • The main theme in this licentiate thesis is the focus on strengthening institutional capacities to promote cooperation within a cluster initiative between public and private sectors in Latin American contexts, especially in Bolivia. The argument is the need to generate spaces for interaction through participatory practices in order to incorporate different points of view, academic and non-academic, which can lead to a more critical production and appropriation of knowledge. In the particular case of Bolivia, the pilot development of cluster initiatives was used as an interaction mechanism between the university, industry and government, which means developing skills in innovation among stakeholders, instead of starting immediately with the search for solutions.This licentiate thesis focuses on practices based on collective and dynamic interactions generated in an emerging cluster based on the Triple Helix framework in the leather productive sector in Bolivia. This as a result of seven years of participatory action research participating in cluster initiatives promoted by a public university, the case of the Universidad Mayor de San Simon - UMSS (trans. San Simon University).In the case of the Leather Cluster Cochabamba experience presented in this licentiate thesis, I found that the introduction of concepts such as cluster development, Triple Helix and knowledge production in Mode 2 as fieldwork by a public university (UMSS), participation is a positive ingredient and contributor to the improvement of democratizing innovation.The generation of collaborative relationships on a participatory and democratic basis is a time-consuming process that needs to begin with reflection and accountability of researchers to their direct involvement in participatory processes and practices.

  • The why, how, and what of public policy implications of tourism and hospitality research

    • We synthesized policy implications of tourism and hospitality research by reviewing 12,269 articles published in 10 leading journals from 2011 to 2021. The most common rationale for policies (i.e., the why) is market failure, while the most typical role of policies (i.e., the how) is to create incentives. In addition, policies are typically hybrid and include suggestions for formal and informal institutional setups (i.e., the what). Because our review revealed that only 114 articles (i.e., 0.93%) included the why, how, and what of actual policies, we offer a theory-based research agenda on policy-making focused on making tourism and hospitality more inclusive and focusing on evolutionary dynamics, providing an understanding of the impact of crises and contemporary solutions, focusing on resilience and institutional complexity, and addressing the actors and time dimension. Our results, combined with those of our suggested research directions, will benefit organizations and society and simultaneously enhance the perceived societal value-added, contributions, and stature of tourism and hospitality research. © 2023 The Authors

    • Bakgrund: En generell bild som ges av flera förvaltningar inom Karlskrona kommun är att arbetssituationen för många chefer, särskilt på mellannivå, är ohållbar. Denna bild har förstärkts av organisationens medarbetarundersökning 2013, men också av den genomgång av ledningsstrukturen vid Barn- och ungdomsförvaltningen, som utfördes 2014 av Ernst & Young Q1. Mot denna bakgrund har en kartläggning av kommunens samlade verksamheter initierats. Enligt projektplanen förväntas denna resultera i en tydlig beskrivning av innehållet i chefers vardag avseende ”arbetsuppgifter, beslutsunderlag och glädjeämnen samt ett förslag på åtgärder för att uppnå ett önskat läge avseende hållbara beslut, god arbetsmiljö, upplev arbetsglädje och hållbart ledarskap”.

  • Characteristics and performance of new firms and spinoffs in Sweden

    • We analyse the rate of formation, the characteristics, and the performance of different types of new firms in Sweden over a decade. Comparisons with Denmark, Brazil, and the United States suggest that the environment for new firm formation in Sweden is not markedly different than elsewhere. In line with previous studies, spin-offs of incumbents perform better than other types of new firms, particularly if their parent firm continues to operate. A novel finding is that the larger the size of their parent, the greater is the rate of employment growth of spin-offs. This contrasts sharply with findings for firms with a single owner.

  • Does spatial employment density spur inter-firm job switching?

    • Inter-firm job switching of workers is a much cited but seldom measured source of the productivity advantages of spatial employment density. It has been advanced as a conduit for localized knowledge flows as well as labor market matching efficiency. Using a matched employer-employee dataset for Sweden, we estimate the influence spatial employment density has on the probability of inter-firm job switching of private sector workers. Our estimates suggest that a doubling of employment density per square kilometer increases the probability that a random worker switches employer by 0.2 % points. The same effect is substantially higher for more skilled workers. While the effect of a doubling of density is limited, the actual differences in density across the regions in our data amount to a factor over 40, rendering differences in density an important explanation for regional variations in rates of inter-firm job switching.

    • The editors-in-chief of the Annals of Regional Science offer an overview and analysis of recent developments at the journal from January 2020 through December 2021, a time period hampered by the COVID-19 pandemic. Annal’s Impact Factor increased substantially to 2.646 in 2020. Moreover, submissions increased from pre-COVID times. A new development is the shifting of source regions for articles accepted for publication. For the first time, China tied with the USA to lead the distribution of acceptances by country. Special Issues continue to be important components of the journal.

    • Exporting firms in a region may reduce export entry costs for other local firms either through market or non-market interactions. This paper tests this proposition by analyzing whether the probability of exporting among Swedish firms is positively associated with the local presence of exporters in their region and industry. Our results support this conjecture, while also providing some support for such export spillovers being more important in contract-intensive industries and small firms. The results for different industries and size-classes of firms are also sensitive to whether we focus on firms' export status or restrict the sample to export starters.

  • Import flows: extraregional linkages stimulating renewal of regional sectors?

    • We examine the role of regional import flows for renewal of regional industries. The hypothesis is that imports stimulate renewal of local industries by being vehicles for technology diffusion and means by which local firms can exploit advantages of global specialisation. We find robust and positive relationships between high-quality imports and renewal of regional exports, where the latter are measured by the introduction of novel export products of local firms. Connectedness to international markets via import networks appears to be a stimulus for the renewal of regional exports.

  • The sources of the urban wage premium by worker skills: Spatial sorting or agglomeration economies?

    • We estimate the respective importance of spatial sorting and agglomeration economies in explaining the urban wage premium for workers with different sets of skills. Sorting is the main source of the wage premium. Agglomeration economies are in general small, but are larger for workers with skills associated with non-routine job tasks. They also appear to involve human capital accumulation, as evidenced by the change in the wage of workers moving away from denser regions. For workers with routine jobs, agglomeration economies are virtually non-existent. Our results provide further evidence of spatial density bringing about productivity advantages primarily in contexts when problem-solving and interaction with others are important.
