More than wires and screens: Assumptions about agency of devices in smart energy projects

- Developing a low-carbon energy system requires far-reaching societal transformations, not least in energy-related practices and behaviour. Smart energy grids have recently gained attention among national governments as a potential solution for low-carbon energy transitions at the household level as they are assumed to empower energy consumers and make them an active part of a more balanced and sustainable energy system. The aim of this paper is to investigate the ways in which managers of such project interventions understand the sources of agency leading to a more sustainable energy use and whether these changes are rather driven by the design of devices or incentives, or by the broader socio-political context of user agency. These investigations are enriched by a comprehensive review of social science literature on smart energy grids. Interviews with technology and project developers of four smart energy grid projects in Sweden (READY, InteGrid, InterFlex, and FLEXICIENCY), and reviews of developer's reports and presentations were done to investigate how technology and project developers try to use devices as intermediaries to increase household participation in smart energy grid projects and change their energy-consuming practices. The result showed that developers primarily focus on the functionality of their devices and user interfaces. However, it also highlights that they often overlook the integration of these technologies within the broader socio-cultural and political contexts that critically influence technology adoption.

- In 2008, 55 of the world's largest ports voluntarily adopted the World Ports Climate Declaration (WPCD) and the International Association of Ports and Harbours committed to long-term work on implementation through the World Ports Climate Initiative (WPCI). This article assesses the work of WPCI since 2008 and makes five recommendations that, if implemented, could support efforts to reduce the climate and environmental impacts of port operations and international shipping. In particular, as the impetus for the WPCD came from a port city – Rotterdam – and their engagement with a transnational municipal network – the C40 Large Cities Climate Leadership Group – the paper considers the role of cities and transnational municipal networks in governance, and the potential for cities to play a more active and influential role in the maritime sector. The article presents an overview of literature on the role and function of transnational municipal networks, the background and development of the WPCD, analysis of the work of WPCI, and a discussion concerning the potential of cities and transnational municipal networks to support and add value to WPCI or similar initiatives in the maritime sector. This informs the conclusions and recommendations to marine policy-makers and port stakeholders.

- The process of translation has both an excluding and including character. The analysis of actor networks, the process of mobilizing alliances, and constructing networks is a common and worthwhile focus. However, the simultaneous betrayals, dissidences, and controversies are often only implied in network construction stories. We aim to nuance the construction aspect of actor-network theory (ANT) by shining the analytical searchlight elsewhere, where the theoretical tools of ANT have not yet systematically ventured. We argue that we need to understand every process of translation in relation to its simultaneous process of treason, and to add antonyms for Callon's problematization, intressement, enrollment, and mobilization. This enables us to describe powerlessness not as a state but as a process. Our case focuses on the network building around measures for disabled people in the construction of the Athens Metro, during the period 1991-1993. The discussion highlights the efforts of disability organizations to intervene in the initial construction works of the metro project and the simultaneous actions of the Greek government to exclude disability organizations from the design process and to disrupt the accessibility-metro actor network.

- I denna förstudie ska vi analysera tidigare forskning kring hushållens energianvändning och relatera detta till styrmedel och energibeteende, samt bygg- och bostadssektorns aktörers arbete med energieffektivisering och hushållning. Syftet med denna rapport är att få en överblick av forskningen kring byggnader och hushållens energibeteende samt att formulera teoretiska och metodologiska tillvägagångssätt för att undersöka hushållens energibeteende. I denna rapport ska vi diskutera teoretiska och metodologiska angreppssätt inför fortsättningen av projektet och påbörja utvecklingen av en analysram för att förstå energianvändningen i hushåll.

- A passive house may reduce the energy demand for heating in dwellings by 80 percent. So far, Germany has been the main market for the concept, where a limit of 15 kWh per square metre per year has been set for household heating. These buildings are extremely air tight, have thick insulation and rely mainly on passive sources of heating, for example solar heating through window panes and heat surplus from humans and domestic appliances. Since the early 2000's, passive houses have also been established on the Swedish market and this paper shows how this was achieved. Established networks within the building sector became the platform for the implementation of houses incorporating passive houses. An important part of the implementation process was the stakeholders' tactile experiences of the concept. Also, the local urban regime of Göteborg played an important role and provided resources from the municipality, academia and the Göteborg trade and industry. As a consequence, housing companies owned by the municipality were important facilitators for the establishment of passive design in housing.

- In 2014, the first child in the world was born after live uterus transplantation and IVF (UTx-IVF). Before and after this event, ethical aspects of UTx-IVF have been discussed in the medical and bioethical debate as well as, with varying intensity, in Swedish media and political fora. This article examines what comes to be identified as important ethical problems and solu-tions in the media debate of UTx-IVF in Sweden, showing specifically how problems, target groups, goals, benefits, risks and stakes are delineated and positioned. It also demonstrates how specific assumptions, norms and values are expressed and used to underpin specific positions within this debate, and how certain subjects, desires and risks become shrouded or simply omitted from it. This approach—which we label the Ethics of the Societal Entrenchment-approach, inspired by Koch and Stemerding (1994)—allows us to discuss how the identification of something as the problem helps to shape what gets to be described as a solution, and how specific solutions provide frameworks within which problems can be stated and emphasised. We also offer a critical discussion of whether some of these articulations and formations should be seen as ethically troubling, and if so, why.

- Den här rapporten har utformats med utgångspunkt i LiUs arbete med att, utifrån ett organisatoriskt perspektiv, utveckla stöd för forskningssamverkansprocesser samt dokumentera forskningens samhälleliga genomslag. Syftet med rapporten är att ge en översiktlig omvärldsanalys för forskningssamverkan då detta aktualiserats såväl nationellt som internationellt. Förhoppningen är att denna rapport ska fungera som ett diskussionsunderlag för miljöernas forskare i syfte att bidra till utvecklingen av den egna verksamheten. Vår ambition är att sätta samverkan i ett historiskt perspektiv men också bygga vidare på den samverkanstradition som präglar LiU. Även om fokus för denna rapport är Linköpings universitet tror vi att de problem och utmaningar som LiU står inför gäller för fler lärosäten.
