  • Jämställd viltförvaltning : En studie av Svenska Jägareförbundets utbildningssatsning och förutsättningarna för en ökad kvinnorepresentation

    • Jämställdhetspolitiken har sedan mitten av 1970-talet haft en central ställning i den svenska offentliga debatten. Ett område där frågan om kvinnlig representation först på senare tid har uppmärksammats är inom jakt och viltförvaltning. Denna rapport bygger på följeforskning som genomförts 2019-2021 i anslutning till Svenska Jägareförbundets (SJF) projekt “Jämställd viltförvaltning”. Projektets planering, genomförande och utfall utvärderas, och synen på kön, sociala normer och mångfald bland deltagarna i projektets utbildning ”Älgförvaltning, ekologi och människa” undersöks. Det huvudsakliga empiriska materialet utgörs av skriftliga svar på tre frågor som deltagarna besvarat, en kurs- respektive processutvärdering, samt deltagande observationer. Centrala frågeställningar är om, och i så fall på vilket sätt, de kvinnliga och manliga deltagarnas synsätt skiljer sig åt och vilka implikationer detta ger för jämställdhetsarbetet och en ökad kvinnorepresentation. Vi diskuterar hur deltagarnas synsätt kan förstås och länkar detta till kön och genus; en möjlig förändring av könsroller och sociala normer; samt en ökad mångfald inom älgförvaltningen. Vad gäller deltagarna så råder en stor enighet att det finns kvinnliga respektive manliga egenskaper, men delade meningar om dessa främst är biologiska eller socialt konstruerade. En majoritet anser att det sker anpassning till en manlig norm och vi identifierar tre huvudsakliga normer: prestationsnormen, arbetsfördelningsnormen och hårdhetsnormen. Det är dock nästan uteslutande kvinnliga deltagare som ger mer specifika beskrivningar av normer och normanpassningar. När det gäller mångfald så anser en majoritet av deltagarna att arbetet i älgförvaltningsgrupperna påverkas i positiv riktning av en större mångfald. Rapporten lyfter vikten av fortsatt forskning om förändring av könsroller och normer, samt av mångfald inom viltförvaltningen. Fortsatta utbildningsinsatser inom SJF behövs för att nå uppsatt mål om ökad kvinnorepresentation. Utbildningen bör därför revideras och ges på nytt, men då rekommenderas att jämställdhet ges samma tyngd som övriga delar i utbildningen, och utgör ett examinerande inslag. Andra mer övergripande rekommendationer inför SJF:s fortsatta jämställdhetsarbete innefattar ett aktivt ledarskap inom organisationen vad gäller jämställdhetsfrågor, översyn av potentiellt exkluderande strukturer, att genom ett normkritiskt förhållningssätt arbeta för att synliggöra förgivettagna sanningar, ifrågasätta normer och könsroller etc. och på så sätt bättre förstå och även potentiellt kunna påverka rådande kultur och traditioner, etablering av kvinnliga mentorer och nätverk, samt en översyn av rekryteringsrutiner inför framtida nomineringsomgångar till landets älgförvaltningsgrupper.

    • This chapter explores women’s contributions to peacebuilding in Myanmar through an investigation of the Women’s League of Burma (WLB) as a forum for women-to-women diplomacy, understood as an alternative peace-building strategy based on women’s interaction toward the common goal of achieving equal rights. It focuses on the multiple fronts and strategies that women-to-women diplomacy encompasses, in challenging widespread conflict narratives and fostering inter-ethnic dialogue. The case of Myanmar exemplifies the struggle of women for inclusion and meaningful participation in conflict resolution and peacemaking. The chapter presents a historical analysis of women as political actors and peacemakers in Myanmar, advances the theoretical contribution of women-to-women diplomacy as an alternative peacebuilding strategy and analyzes the women-to-women diplomacy of the WLB and their strategies for influencing the political agenda in Myanmar. It discusses the contributions of the WLB to the transformation of the predominant conflict narratives and the creation of a platform for inter-ethnic cooperation.

    • In countries where military conscription has been in force such service has been defined as a masculine duty as opposed to feminine caring and life giving duties. Conscientious objectors not only question a societal contract of duties and civil rights; they also challenge a politically hegemonic masculinity by opting out of one of its main homosocial arenas. This article investigates the changes made to non-combatant conscription service legislation and how it was discussed and designed as a condition for male citizenship in Sweden 1965–1978.In 1963, the Social democrats and the Liberals demanded changes in the restrictive non-combatant conscription legislation adopted during World War II. Critics regarded the connection of the non-combatant services to the armed forces as too manifest. New legislation was introduced in 1966. A state board was established to evaluate requests for civil service, transferring evaluation from the military to the civilian sector. The non-combatant service areas were expanded in order to take individual requests into consideration, without compromising the need for conscripts within the total national defense. Members of Jehovah’s Witnesses, who refused unconditionally, were controversially exempt from all service, as they were deemed unfit, comparable to alcoholics and anti-socials.A notable increase of ethical and political non-combatant applications in the last years of the 1960s and early 1970s proved challenging to the 1966 legislation. In 1973 a new governmental commission was appointed to propose changes. One problem was the application evaluation board’s partiality towards religious objectors and the nature of the proceedings, which were criticized for being too intrusive, thus clashing with the objectors’ civil rights. In 1978 the approved service sectors were further expanded into the civilian sector, for example by allowing environmental work, school assistance and service with the Red Cross. The legislative changes indicate that the link between conditioned male citizenship and military service was weakened, when challenged by the non-combatants’ alternative masculinities.

    • Visions of the good future city are important in futures studies and urban planning. However, these visions have been criticised for reflecting Western, masculine, heteronormative values rather than diversity, and only allowing some voices to speak and be heard. This highlights the need to develop methods for bringing in 'other' voices and enabling alternative visions to be articulated that contest the 'straightjacket' of accepted meanings and ways of being in the city. Here, we present one such attempt using transgressing alternatives of imagining the city drawn from feminist science fiction and utopian writings. These were presented to focus groups of women from different backgrounds in two Swedish cities. The aim was to create a welcoming and safe space for meaning-making that encourage the women to re-imagine their subject positions, challenge the accepted ways of being in the city and picture an 'other' future city. This was partially successful in that, in their discussions, the women both accepted and contested the city's gendered norms and power relations. This reflects the difficulties involved in questioning the existing power relations and norms from a subordinate position, emphasizing the importance of further developing this type of approach in efforts to foster more inclusive cities.

    • From the autumn of 2006 and until 2009, climate change was described in Sweden as having apocalyptic dimensions. There was a parliamentary and public consensus that anthropogenic climate change was real and that society needed to take responsibility for lowering greenhouse gas emissions, though a small group of climate sceptics did not agree with the majority of the scientists or the need for drastic changes in the organization of Western societies. This small group, with only one exception, consisted of elderly men with influential positions in academia or large private companies. In this article we discuss how they described themselves as marginalised, banned and oppressed dissidents, forced to speak against a faith-based belief in climate science. They characterised themselves as having strong beliefs in a market society, great mistrust of government regulation and a sturdy belief in engineering and natural science rationality. We contend that climate sceptics in Sweden can be understood as being intertwined with a masculinity of industrial modernity that is on decline. These climate sceptics tried to save an industrial society of which they were a part by defending its values against ecomodern hegemony. This gender analysis of climate scepticism moves beyond the previous research of understanding this discourse as solely an ideologically-based outcry against science and politics, and highlights the recognition of identities, historical structures and emotions.

    • Collaborative governance regimes may be vulnerable because of dependency on stakeholders’ voluntary engagement and efforts. This study focuses on the Swedish moose management system, a multi-level collaborative governance regime inspired by the ecosystem approach. Self-determination theory is used to explore perceived prerequisites of basic needs for intrinsic motivation across sub-groups of stakeholder representatives who are engaged across different social-ecological contexts. Questionnaire data collected among representatives at two governance levels, moose management groups (n = 624) and moose management units (n = 979), were subjected to two-step cluster analysis. The analyses revealed two sub-groups of representatives, characterized by differences in species composition and land ownership structure: managers of multi-ungulate areas and managers of large-carnivore areas. In several respects, these groups significantly differed in how they perceived the prerequisites. This included prerequisites of perceived competence with regard to their need for knowledge of topics and usefulness of monitoring methods, perceived autonomy operationalized as possibilities to perform their tasks with sufficient time, resources, and support from their organizations, and perceived relatedness to different groups of actors. Further efforts should be made to understand the conditions required for representatives to energize and direct their behavior. The institutional system must better fit the needs of stakeholder representatives across various local contexts, otherwise the space for local voluntary engagement might be hampered.

    • The article discusses the challenges of working with hybrid teams within the overarching programme ChallengingGender, with its interdisciplinary theme groups and its arena for joint reflection and theoretical development. Theintellectual exchange over concepts with heterogeneous meanings across hybrid themes may lead to manydebates and controversies over allegedly joint concepts and be experienced as time-consuming exercises that givemeagre results. The article analyses the interaction within hybrid themes and between themes on the arena. Theanticipated dynamics in the process of arena work required both flexibility and adaptability, and the work wasdeveloped in several stages. Two important steps were the outlining of core statements and core questions at theheart of each theme, and letting themes actively challenge the research questions of other themes. The articlestresses the importance of exposure to methodological and theoretical pluralism to create scientific developmentand intellectual excitement.
