  • Governmental Surveillance - The balance between security and privacy

    • The increased digitalisation of society and recent developments in AI is laying the ground for surveillance capabilities of a magnitude we have not seen before. Surveillance can be conducted by several different actors in society, this project focuses on the Swedish police currently using a large ensemble of surveillance technologies. Earlier this year, significant legislative changes governing the police authorities use of digital surveillance were enacted. These changes mean that the police now have been given an extended mandate to use digital surveillance as part of their professional practice, which places demands on balanced decisions and informed responsibility. On the one hand, the police have an interest to use digital surveillance to increase efficiency and security in society; on the other hand, the police must balance their interests with citizen’s so-called integrity-interests and right to privacy. This study will therefore examine to what extent the Swedish Police Authority pay attention to questions such as integrity and privacy when introducing digital surveillance. The study is guided by the following questions: (i) What opportunities can be related to the implementation and use of digital surveillance in police work? (ii) What kind of challenges do the increasing use of digital surveillance create between organisational governance, police officers’ work practice, and the integrity of citizens - and how do the police tackle these challenges? Theoretically, we draw on the established research fields on surveillance and privacy and empirically this study is designed as a qualitative study of the Swedish Police as our main case.

  • The voices of vulnerable tenants in renovation

    • This paper focuses on the intersection between agendas for housing renovation and social politics for ageing-in-place and social integration of people with psycologial disabilities. The aim is to understand how elderly tenants and people on a longer sick leave are affected by a renovation. In a sample of 79 interviews, 34 tenants decided to permanently relocate as a results of a renovation. When the renovation is a driver for permanent relocation, tenants do so to avoid disturbances and temporal evacuation. If the home is subjet to a comprehensive or deep renovation, rent increases is another reinforcing factor to relocate. While tenants that move prior to a renovation worry about how the renovation will affect their daily life and their economy, tenants that move after the renovation do so because they are dissatisfied with the results of the renovation. The findings calls for awareness for how housing renovation will affect vulnerable tenants and highlights the need for the design or appropriate communication strategies.

  • What does energy mean for people? Perspectives on renovation and energy retrofit among Swedish tenants

    • The study reports from an on-going study of tenants’ view on energy retrofit. The first results, which are based on 27 qualitative interviews show a generally positive attitude to energy saving and environmental protection. However, many tenants are not familiar with the link between energy use and energy retrofit, and the idea of energy saving might oppose to the actual willingness to contribute. One important lesson from these preliminary results is that the project owners have overlooked the importance of informing the tenants about the energy retrofit and what measures that are implemented. This leaves the tenants to their own interpretation of the matter and in some examples a negative image is created. In order to transition from the idea of personal benefit from energy retrofit to a larger responsibility and willingness to participate to society at large, we suggest that tenants are invited to discuss energy retrofit and that they are properly informed about implemented energy saving measures.

  • The practice of implementing sustainable ICT practices : The case of the Green IT Audit

    • For several decades, Information and Communication Technologies (ICTs) have been used by individuals and within organizations in order to increase efficiency. Traditionally, the increased efficiency enabled by ICTs has primarily affected factors such as profitability and time. In recent years, however, ICT has been promoted as an important tool for increasing ecological efficiency, i.e. for sustainability. Although there are several environmental implications related to the ICT sector to take into account, such as the production of electronic waste (e-waste), the extraction of rare earth elements (REEs) and the hazardous production of ICT equipment, the discourse has increasingly shifted towards discussing the positive sides of ICT for sustainability (Author et al., 2014). According to recent reports, the potential of using ICT in order to increase the ecological sustainability of our society is huge. According to GeSI, the Global e-Sustainability Initiative, we will be able to decrease the annual GHG emissions by 9,1 GtCO2e worldwide, as well as creating 29,5 million jobs by using smart solutions enabled by ICT (GeSI, 2008). Some examples of these solutions are digitalization and dematerialization, system integration and process optimization (ibid.) However, as the full potential of smart ICT solutions hinges on that it is implemented and used correctly, we have yet to see the benefits of ICT for ecological sustainability surpass its negative effects (Rattle, 2010).By following one initiative for implementing smart ICT solutions in organizations in Sweden, namely the Green IT Audit, we have investigated how the implementation of these sustainable ICT practices takes place in practice (Author, 2013). The Green IT Audit is a consultancy model, developed by TCO Development, which is used to improve the usage of and implement sustainable ICT solutions in organizations. By drawing on practice theory (Schatzki, 1996), this paper explores new ways of explaining how the implementation of sustainable ICT practices could occur. A practice is described by Reckwitz as a “routinised type of behaviour which consists of several elements, interconnected to one another: ... bodily activities, ... mental activities, ‘things’ and their use, a background knowledge in the form of understanding, know-how, states of emotion and motivational knowledge” (2002; p. 249). The routinized way of performing a Green IT Audit in organizations is also constituted by these elements and can thus be declared a practice. Ijab & Molla (2011) suggests that a practice approach provides a “useful lens to garner deeper and holistic understanding of the information systems that organisations develop, deploy, use and integrate for eco-sustainability” (p. 2). What the consultant do and his or her understanding of sustainable ICT will thus affect the way Green IT is explained to the client. In turn, the understanding of the client and their material infrastructure will also affect how the model is implemented in the organization.

  • Establishment and implementation of new sustainable technology in networks : an analyse of the development of passive house in Sweden

    • A passive house may reduce the energy demand for heating in dwellings by 80 percent. So far, Germany has been the main market for the concept, where a limit of 15 kWh per square metre per year has been set for household heating. These buildings are extremely air tight, have thick insulation and rely mainly on passive sources of heating, for example solar heating through window panes and heat surplus from humans and domestic appliances. Since the early 2000's, passive houses have also been established on the Swedish market and this paper shows how this was achieved. Established networks within the building sector became the platform for the implementation of houses incorporating passive houses. An important part of the implementation process was the stakeholders' tactile experiences of the concept. Also, the local urban regime of Göteborg played an important role and provided resources from the municipality, academia and the Göteborg trade and industry. As a consequence, housing companies owned by the municipality were important facilitators for the establishment of passive design in housing.

    • Ambitiously set governmental sustainability targets together with a run-down building stock in need of renovation force public construction client organisations to find sustainable and new ways to renovate. Besides technology development, these challenges require that sustainability targets are embedded in decision making practices. Focusing on organising processes and management practices related to sustainable renovation of public buildings in Sweden this paper outlines a future research proposal that acknowledges the intertwined relationship between multi-levelled processes in sustainable renovation, i.e. unveiling the organisational nexus of renovation management practice. Findings from an ongoing case study were analysed by applying an analytical lens inspired by the theoretical framework of institutional work. Focusing on organization processes and management practices the case concerns a ‘strategy development process’ for renovation of public pre-schools in Gothenburg, Sweden. In total six meeting observations and eleven interviews were conducted. A conceptual model describing the organizational nexus of changing management practice for sustainable renovation is presented, from which a set of critical research questions for further investigation is derived.

    • Consumption has become one of the most crucial factors, or tools, for managing development towards sustainability. Consumption offers different choices on the scale of more or less sustainable commodities. The politics and responsibility for the environment has to a large extent been transferred from an aggregate level of national politics to the world of everyday life. This paper investigates how different actors try to influence the choices made in the world of everyday life concerning energy. The study is conducted through interviews with different actors such as energy companies and municipal energy advisors, and by participating observation of practices where households are informed or educated in areas concerning energy. Another growing source of information and knowledge is, of course, the Internet. A number of different websites have been selected and analyzed in the same manner as other material. There are different ways to motivate households to change their energy behaviour. There is a strong conviction that in order to change behaviour, something must be gained, preferably economic gain. A more efficient way of living results in more money left in the wallet, and a positive side effect is that it is also good for the environment. The idea of efficiency might be the strongest one. Increasing efficiency is a way of not changing lifestyle but changing technical equipment and user routines.
