  • More than just a carding system: Labour implications of the EU’s illegal, unreported and unregulated (IUU) fishing policy in Thailand

    • Globally, the EU plays a leading role in combating Illegal, unreported and unregulated (IUU) fishing activities. Specifically, the EU exercises normative power to influence regulatory strategies and governing frameworks in third countries. In 2015, the EU issued Thailand a yellow card, indicating that economic sanctions would be implemented unless IUU fishing practices were eliminated. Concurrently, revelations about ‘modern slavery’ in Thailand's fishing industry had received international attention, through media and NGOs, exposing slavery-like practices among migrant fishworkers. Conventionally, the EU IUU policy addresses only issues of catch and environmental sustainability. This paper explores how an initial bilateral dialogue was bifurcated into two dialogues: a Fishery Dialogue and a Labour Dialogue. Drawing on semi-structured interviews with involved actors, expert opinions, field-visits and secondary documents, we ask: How were labour issues integrated into the bilateral dialogue, and what consequences emerged from the IUU policy for Thai fisheries management? Tracing the bilateral dialogue between EU and Thai governments, we argue that Thailand's fisheries reform was a result of both fisheries’ sustainability concerns and the kind of labour rights valued by the EU. Our Normative Power Europe approach shows how norms of labour rights shaped the reform through policies and implementation. We maintain that this unique case-study reveals how the EU incorporates a broad-based normative approach that goes beyond catch sustainability.

    • In this article, we draw on Michael Lipsky's work on street-level bureaucrats and discretion to analyse a real case setting comprising an interview study of 30 Swedish doctors regarding their experiences of changes in clinical work following patients being given access to medical records information online. We introduce the notion of invisibility work to capture how doctors exercise discretion to preserve the invisibility of their work, in contrast to the well-established notion of invisible work, which denotes work made invisible by parties other than those performing it. We discuss three main forms of invisibility work in relation to records: omitting information, cryptic writing and parallel note writing. We argue that invisibility work is a way for doctors to resolve professional tensions arising from the political decision to provide patients with online access to record information. Although invisibility work is understood by doctors as a solution to government-initiated visibility, we highlight how it can create difficulties for doctors concerning accountability towards patients, peers and authorities.

This TemaNord report presents empirically grounded studies of digitalization in traditional parts of Nordic working life, enabling readers to assess critically the claim that dramatic technologydriven changes are currently unfolding at Nordic workplaces. Recognized by their well-developed digital infrastructures, stable welfare arrangements and strong social partners, the Nordic countries provide an interesting context for studying how digitalization shapes work and what kind of policy co-ordination is needed to tackle the impact of digital change and other megatrends on jobs, employment and employment relations.

    • En brokig gemenskap presenterar huvudresultaten från 2016 års västsvenska SOM-undersökning. I fokus för undersökningen står Västra Götalands invånare och deras upplevelser av hur det är att leva och verka i Västsverige. Titeln knyter an till de resultat och analyser som redovisas i boken, men också till de likheter och olikheter som präglar gemenskapen i Västra Götalands olika delar. Några av de frågor som analyseras är medborgarnas bedömningar av regional och kommunal service, erfarenheter av arbetsliv och upplevelser av mångkultur. Kulturvanor, medborgaraktivism och cirkulär ekonomi är andra områden som ligger i bokens blickfång. Flera kapitel innehåller jämförelser med tidigare års västsvenska SOM-undersökningar och med de nationella SOM-undersökningarna. I En brokig gemenskap, den 71:a forskarantologin från SOM-institutet, bidrar forskare från olika discipliner vid Göteborgs universitet och Högskolan i Borås med analyser av det västsvenska samhället. Boken innehåller också en metod- dokumentation av 2016 års västsvenska SOM-undersökning.

    • Carsharing is an important element in the transition to a more sustainable transport system. In contrast to the widely studied business-to-consumer (B2C) market segment, studies on Business-to-business (B2B) carsharing and its impacts are limited. This paper analyses the factors that drive and hinder organisations from using B2B carsharing for their employees’ work trips. The paper takes a case study approach, analysing B2B carsharing use for local work-trips at seven employers in Gothenburg, Sweden, based on interviews with employers, property owners, and carsharing operators. Our results indicate that carsharing services can contribute to reducing the employers’ costs for work-trips, ensuring the sustainability and safety of the employee's work-trips, as well as increasing the employer's workplace attractivity. However, carsharing services are currently used only to a very limited extent. Obstacles that limit a greater use of carsharing services are employers’ lack of data on the employees’ work travel patterns, little economic incentives for employers, as well as parking management and travel policies that favour the use of the private car.

    • This study deals with return migration among immigrants in Sweden who are between 51 and 80 years old. An important question regards the impact of retirement on return migration. Some circumstances connected to the withdrawal from the labour market suggest an increased propensity to return, such as the transition from a wage income to a pension, which weakens the link between place of residence and income. In addition, patterns of return migration at the end of working life may indicate whether or not temporary migration is a planned strategy. It is found that when reaching the age of 65, the legal retirement age in Sweden, the probability of return migration increases, in particular for men. The effect of retirement is immediate; the probability of return migration declines again beyond the age of 65, indicating a conscious plan to return to the home country when the labour market career is over. Furthermore, immigrants who receive early retirement compensation have a considerably higher probability of return migration compared to those who are not retired. These clear “retirement effects” show that return migration can be an important ingredient in the welfare optimization strategies of migrants. When it comes to income selectivity, the analysis shows that there is a positive selection, something that is expected when migrants are target savers with a temporary migration strategy.

    • This introductory editorial chapter paints the background to current issues of international migration, unfree labour, racialization, and changing frameworks of citizenship. The theoretical basis for this chapter is drawn from a modified view of the writings of Karl Polanyi. Using the notion of ‘precarity’ as a central concept, the editors analyse the prospects for a contemporary ‘double movement’ which challenges the commodification of labour under conditions of neoliberal globalization. The introduction summarizes and discusses the content of the book’s fifteen chapters in the light of this perspective, and posits a discussion of human rights as a stratagem for today’s labour movements. It makes a case for bringing the labour movement back in, through debates on migration, migrants’ working conditions, the organization of labour, and the utopia of social justice in a post-neoliberal era.

    • The current special issue examines the development of an emerging globalgovernance on migration and the spaces, roles, strategies and alliancemakingof a composite transnational civil society engaged in issues of rightsand the protection of migrants and their families. This question is connectedwith how different actors – the United Nations, international organizations,governments and a wide variety of civil society organizations and regionaland global trade unions – perceive the root causes of migration, globalinequality and options for sustainable development. The contributionsincluded in the special issue interrogate from different perspectives thepositionality and capacity of civil society to influence the Global Forum forMigration and Development. They examine the opportunities and challengesfaced by civil society in its endeavor to promote a rights-based approachwithin international and intergovernmental fora engaged in setting up aglobal compact for the management of migration and in other global policyspaces.
