    • This chapter gives an overview of the developments that led to the formation of the Swedish branch of the Red Cross (or, as it was called at that time, “The voluntary society for the succour of wounded and sick on the battlefield”) between the spring of 1864 and the summer of 1865.  I will explain how the founding of the Swedish Red Cross became part of feminist strategy before I proceed to investigate the limits that religious doctrine at the time put to feminist action. The rest of the paper will show how the feminists activists grappled with these difficulties in a way that made their contribution less well known than it would otherwise have been.

    • This study reviews how the issue of ash dieback has been placed on the political agenda in the UK, a country where the disease has affected one of the largest national extents, thus representing a particularly severe case. Comparisons are made between how the scientific community framed the ash dieback threat and the resulting response strategy and how both the media and the British government framed the problem. Representing one example of media framing, the study analyses one British newspaper’s coverage of the disease and the response strategies (the Daily Telegraph). The analysis highlights a gap between the biologically rooted perspective and the perspective of policymakers, where policy must manoeuvre between disparate viewpoints and needs. Crucially, none of Pautasso et al.’s (Biol Conserv 158:37–49, 2013) five plant-science-based solutions were explicitly adopted by the British Government in their response strategy to ash dieback disease. The same is true of the biological control recommendations offered by Kirisits et al. (J Agric Ext Rural Dev 4(9):230–235, 2012). Instead, the government adopted a broader, more comprehensive approach than that recommended by plant scientists. The present analysis thus provides an example of a holistic perspective on the multiple competing factors that policymakers must navigate in their attempts to delineate action. It highlights instances in which proposed biological responses were rendered less applicable by a failure to understand the agenda-setting process and the policy-making arena. The present findings suggest that an improved understanding of the factors influencing agenda setting and policy action is essential to arriving at a more effective and integrated understanding of responses to biological threats.

    • I artikeln diskuteras frågan om samebyars befogenhet att ingå avtal beträffande renskötselrätten. Frågan är aktuell mot bakgrund av ett ökat intresse från olika exploatörers sida om att ingå avtal med samebyar som innebär en begränsning av renskötselrätten. Det har etablerats en praxis där samebyar, efter att ett beslut om tillstånd har fattats, ingår avtal med markexploatörer i syfte att begränsa skador för renskötseln. En sådan praxis kan ha betydelse med tanke på att olika uppfattningar om samebyars avtalsrätt har utvecklats.

  • A community of shared values? : Dimensions and dynamics of cultural integration in the European Union

    • The series of recent crises (EURO, refugees, backsliding, Brexit) challenge the self-portrayal of the European Union (EU) as a community of shared values. Against this backdrop, we analyse European Values Study data from 1990 till 2020 to assess the level and change in publics’ acceptance of the EU’s officially propagated values: personal freedom, individual autonomy, social solidarity, ethnic tolerance, civic honesty, gender equality and liberal democracy. We find that EU publics support these values strongly and increasingly over time. The EU-member publics are also remarkably distinct culturally from Eastern European non-EU-nations, especially concerning individual freedoms and gender equality. Simultaneously, however, member nations internalize EU-values at different speeds–alongside traditional religious fault lines that continue to differentiate Europe–in the following order from fastest to slowest: (1) Protestant, (2) Catholic, (3) Ex-communist and (4) Orthodox countries. In conclusion, the EU writ large evolves into a distinct value-sharing community at different speeds.

  • Characteristics of spousal homicide perpetrators : a study of all cases of spousal homicide in Sweden 1990-1999

    • BACKGROUND: In Sweden 20 000 cases of assault against women are reported to the police every year. METHOD: All data on the perpetrators of spousal homicide in Sweden between 1990 and 1999 were investigated (n = 164). A control group of all other perpetrators of homicide in Sweden during the same period, i.e. cases of homicide not committed in the context of spouse violence (n = 690) was used. All verdicts, as well as all material in the police investigations, including interviews with all of the police investigators, were analysed. Copies of police examinations of the suspects, and forensic reports from the autopsies, were also examined. Data on all registered criminality were collected from the National Police Register, and in cases where the perpetrators had been subject to forensic psychiatric examinations, those reports were obtained from the Swedish National Board of Forensic Medicine. In addition, the Psychopathy Checklist: Screening Version scores were rated from the forensic psychiatric examinations. RESULTS: There was a four times higher suicide rate among the spousal homicide perpetrators (24%, n = 40) compared with the perpetrators in the control-group (6%, n = 39, chi-squared = 55,42 df = 1, p < 0.001). Consequently, suicidal ideation must be considered as an important risk factor for spousal homicide. In 79% of the cases the spousal homicide perpetrators were subject to forensic psychiatric examinations. All except 5% were diagnosed with at least one psychiatric diagnosis, and 34% were sentenced to forensic psychiatric treatment. If it is assumed that the psychiatric morbidity was high in the 24% of the perpetrators who committed suicide, then 80% of all perpetrators of spouse homicide during the study period can be characterized as mentally disordered. 'Psychopathic' perpetrators, who generally are over-represented in most violent criminality, were comparatively uncommon. Only seven (4%) in the study group met the diagnostic criteria for psychopathy as measured with the PCL:SV. DISCUSSION: The group of spouse killers studied here fits the dysphoric/borderline group of spouse assaulters. This is a group that may benefit from treatment. Perhaps police officers could help identify this kind of spouse assaulter before a fatality occurs.
