- This paper proposes a methodological redirection of the philosophical debate on artificial moral agency (AMA) in view of increasingly pressing practical needs due to technological development. This “normative approach” suggests abandoning theoretical discussions about what conditions may hold for moral agency and to what extent these may be met by artificial entities such as AI systems and robots. Instead, the debate should focus on how and to what extent such entities should be included in human practices normally assuming moral agency and responsibility of participants. The proposal is backed up by an analysis of the AMA debate, which is found to be overly caught in the opposition between so-called standard and functionalist conceptions of moral agency, conceptually confused and practically inert. Additionally, we outline some main themes of research in need of attention in light of the suggested normative approach to AMA.

Behandlingsfamiljer för ungdomar med allvarliga beteendeproblem – Treatment Foster Care Oregon. En systematisk översikt och utvärdering inklusive ekonomiska och etiska aspekter

- Varje år placeras ungefär 2 000 ungdomar på institution på grund av allvarliga beteendeproblem. Ungdomarna placeras då antingen på särskilda ungdomshem eller på kommunala eller privata Hem för vård eller boende (HVB). En alternativ placering för dessa ungdomar är i en så kallad behandlingsfamilj. Det är en tidsbegränsad insats där utbildade familjehemsföräldrar tillsammans med ett team bedriver behandling. En version av behandlingsfamilj är Treatment Foster Care Oregon (TFCO). TFCO finns i begränsad omfattning i Sverige sedan början av 2000-talet. Slutsatser När ungdomar med allvarliga beteendeproblem placeras i TFCO, leder detta troligtvis till mindre fortsatt kriminalitet och färre placeringar på låst avdelning än när ungdomarna placeras på institution. Det är också möjligt att TFCO leder till färre kriminella kamrater, mindre användning av narkotika och bättre psykisk hälsa, än vid placering på institution. TFCO kostar i genomsnitt mindre än placering på särskilda ungdomshem och något mer än på HVB, om man räknar med att vårdtiderna är desamma. Väger man in antaganden om långsiktiga effekter är TFCO kostnadsbesparande för samhället jämfört med placering på särskilda ungdomshem eller HVB. Idag får cirka 30–40 ungdomar i Sverige årligen tillgång till TFCO. Om fler ska få tillgång måste fler behandlingsteam inrättas, vilket kortsiktigt medför kostnader för utbildning och certifiering. behandlingsfamiljer för ungdomar med allvarliga beteendeproblem – treatment foster care oregon Alternativet till behandlingsfamiljer är institutionsvård som ofta kompletteras med olika behandlingsmetoder. Kunskapen om metodernas nytta och risker är bristfällig eftersom det saknas studier. Ur ett etiskt perspektiv är det angeläget att få tillförlitlig kunskap om för- och nackdelar med de övriga kompletterande behandlingar som används.

Treatment Foster Care Oregon for seriously delinquent adolescents: A systematic review and assessment including economic and ethical aspects

- Approximately 2,000 adolescents are annually placed in residential care in Sweden due to their behavior problems. Those adolescents also have substantially increased risks of mental and physiological problems at time of care entry, while in care and in adulthood. An alternative to residential care is Treatment Foster Care Oregon, TFCO (previously called Multidimensional Treatment Foster Care). TFCO has been available in Sweden since the beginning of the 2000s. This report reviews and synthesizes the evidence regarding TFCO for seriously delinquent adolescents.

- The aim of this first part of The Philosophy of Hate Crime Anthology is to introduce the topic of its accompanying, second part, the annotated bibliography of the philosophy of hate crime authored and compiled by David Brax.2 Together, these documents provide a provides a guide to the philosophical and theoretical issues underlying hate crime legislation and policy. These issues are rarely at the top of the news agenda, but are important to the assessment of various more concrete and readily debated questions. They are, as we shall attempt to demonstrate, crucial in order to achieve well-founded hate crime policies. In effect, this bibliography purports to explain such connections and to present briefly the debates about the philosophical issues as they are conducted within different fields of expertise, with pointers to relevant reading materials and what these contribute to the discussion. The realisation of this aim is an outcome of the project When Law and Hate Collide, coordinated by the law school of the University of Central Lancashire, UK, and involving researchers from the Göthe University of Frankfurt, Germany and the University of Gothenburg, Sweden. This project was funded by the European Commission's Daphne III program (contract no. 2009-DAP3- AG-1221), which aims at providing the European Union with a strengthened basis for designing hate crime policies at the European level, as well as support member state initiatives of this nature.

- Countries worldwide have very different national regulations on human embryonic stem (ES) cell research, informed by a range of ethical values. Some countries find reason to extend the applicability of their regulations on such research to its citizens when they visit other countries. Extraterritorial jurisdiction has recently been identified as a potential challenge towards global regulation of ES cell research. This chapter explores the implications and impact of extraterritorial jurisdiction and global regulation of ES cell research on researchers, clinicians and national health systems, and how this may affect patients. The authors argue that it would make ethical sense for ES cell restrictive countries to extend its regulations on ES cell research beyond its borders, because, if these countries really consider embryo destruction to be objectionable on the basis on the status of the embryo, then they ought to count it morally on par with murder (and thus have a moral imperative to protect embryos from the actions of its own citizens). However, doing so could lead to a legal situation that would result in substantial harm to central values in areas besides research, such as health care, the job market, basic freedom of movement, and strategic international finance and politics. Thus, it seems that restrictive extraterritorial jurisdiction in respect to ES cell research would be deeply problematic, given that the ethical permissibility of ES cell research is characterised by deep and wide disagreement.
