- Under efterkrigstiden började de svenska torpen, som sedan senare delen av 1800-talet alltmer betraktats som en omodern form av småbruk och lämnats för arbeten i de växande städerna och industrierna, bli intressanta utanför jordbruket, exempelvis inom hembygdsrörelsen. Den här artikeln syftar till att undersöka det stora torpintresse som funnits inom hembygdsrörelsen sedan 1960-talet och sätta in detta intresse i en samhällskontext för att förstå varför torpen kunde bli ett av rörelsens flaggskepp. Särskilt fokus riktas mot betydelsen av torpens materiella egenskaper i detta. Genom en diskursanalysinfluerad studie av både lokala hembygdsföreningars torpinventeringar och dokument från rörelsens centrala organ diskuterar artikeln hur engagemanget i torp tagit sig uttryck, vad det baserats på och vilka konsekvenser det kan ha fått. En slutsats är att rörelsens torparbete präglats av en föreställning om de goda torparna och de dåliga torpen. Torpen var hem för redigt folk som genom slit och försakelse byggt upp Välfärdssverige vilket skapade känslor av respekt och stolthet hos rörelsen. Därför blev torpen betydelsefulla att uppmärksamma och bevara, både kognitivt och materiellt. Engagemanget med torp, som alla de hundratals inventeringstexter som producerats, har resulterat i att vissa värden och egenskaper inbäddats eller förstärkts i torpen. Intresset för torp har med tiden blivit naturaliserat: de ska intresseras för och bevaras. Att många torp försvunnit gjorde dem än viktigare att lyfta fram. Rörelsens engagemang har fokuserat på att dokumentera och synliggöra det fysiska i torpens existens och lärdomarna som finns i de egna upplevelserna torpmiljöerna framhävs ofta. Genom inventeringarna och besök på torpplatser kunde en tidsresa starta, där chanser gavs att erfara andra tider och ta med sig erfarenheterna tillbaka till dagens samhälle. Analysen framhåller betydelsen av kopplingen mellan efterkrigstidens tidsanda med arbetarrörelsens skördetid och materiell och välfärdsmässig välgång i landet å ena sidan och engagemanget i torpen, dessa boplatser som var starkt förknippade med materiell fattigdom, enkelhet och förfall, å andra sidan. Intresset för torpen kan ses som en del av ett ökat folkligt intresse för kulturarvet. Om man utgår från vilka som initierat, styrt och utfört torpinventeringarna så blir detta underifrånperspektiv emellertid ett tillbakablickande som framförallt kom från ett uppifrån- och utifrånperspektiv kring liven på torpen.

- The concept of the croft (Sw. torp) is complex. From the 17th century crofts were small tenant holdings on a farm or estate. Along with changes in society since c. 1850, they were converted into freehold farms, second homes or left to ruins. They acquired new functional, social and symbolic values and today the croft is mostly associated with a rural idyll. The aim of the thesis is to study the transformations of the croft since1850 in order to understand how and why it has survived as a place and acquired the meanings it has. Thus the construction of place is in centre of attention. This process is approached from three angles: the materiality of the croft, ideas and representations of it and various practices relating to it. This is studied through historical documents and maps, text analysis and interviews, in part through three case studies in Uppland, Småland and Värmland. The main conclusions are that great changes notwithstanding, there are continuities in all three dimensions of the croft. This combination of inertia and change is central to how and why the croft has survived. The study also shows the importance of timing between available rural dwellings and a demand for such dwellings. Another conclusion is that the idealisation of the croft is old and not only a present day phenomena. Further, the different dimensions of the croft and the relations which can be found between them have been important for the transformation and survival of the croft. The materiality, immateriality and practices of the croft in the past remain parts of what constitutes it today, together with those dimensions in the present. The study shows the possibilities inherent in focusing on the intertwining of various dimensions and periods of time for the understanding of the processes of place construction.

- © 2018 Elsevier Ltd It is generally recognized that technological fixes alone cannot solve car-induced sustainability problems requiring measures to reduce car use. However, there is a knowledge gap concerning what we can learn from the experience of people who voluntarily refrain from car ownership. This paper aims to explore how everyday life is organized and perceived by voluntarily carless households with complex travel needs, focusing on dual-income families with children living in an urban setting (Gothenburg, Sweden). Through a time-geographical theoretical lens and drawing on eight in-depth interviews with parents, we scrutinize the accessibility strategies of these families and the perceived implications of being voluntarily carless for daily living. We find that these families use largely proximity-oriented strategies and combine various practices in managing time-pressed everyday life. The findings underscore the situatedness of carlessness and the importance of the inherent constraints and fixities of different everyday life projects. Notably, adaptation is considered to be well functioning in the spheres of mandatory activities and bounded routines (related to work, school, and consumption). Regarding free-time activities, carlessness is associated with more friction and perceived inconvenience. Questions are raised regarding the long-term persistence of voluntary carlessness, as family life situations may change. The results merit further consideration in sustainable transport and land use planning as well as regarding the wider organization of society.

Car Use of the Carless in Sweden: Everyday Life Conditions for Reducing Car Dependence

- For the sake of reducing car dependence, much can be learned from non-car owners about how everyday life can, and cannot, be organized without private car ownership. This study aims to explore carless mobility, including the role of the car, in relation to specific everyday projects and life situations. We do so through a descriptive analysis of data from the Swedish National Travel Survey 2011–2016, comparing carless mobility with that of car owners. Theoretically, our analysis builds on a constraints perspective with respect to mobility, which is rooted in time geography. We find that the constraints associated with activities and life situations seem to matter for how mobility is performed and for the feasibility of living a carless life. Managing the material flows of the household (for example, buying food and disposing of waste) is a project handled differently by non-car owners, through using nearby services and with a low degree of car use. On the other hand, our data suggest that maintaining social relations is car dependent and can potentially be more problematic for the carless. Moreover, an individual’s social network itself seems to be an important source of occasional car access. Results also indicate that the life situations of individuals may affect the mobility implications of carlessness, and the largest effect on trip frequency is found among carless retirees. From a planning perspective, and with the ambition to reduce private car use, this study identifies significant value in considering the different contexts of everyday life in which car use may or may not occur.

- Una onda de procesos de descentralización ha cruzado el continente latinoamericano desde finales de los 1980. Hoy día los ciudadanos eligen directamente sus líderes políticos locales (y en algunos países también regionales), en comparación con las tradiciones históricas de liderazgo político centralizado. Al mismo tiempo, la descentralización tambíen es una de las demandas y recomendaciones principales de las agencias internacionales de cooperación de desarrollo y de los bancos multilaterales, como vía para reducir la pobreza y combatir la corrupción y la ineficiencia institucional. El artículo enfoca unos aspectos teóricos e históricos de la descentralización, entre otros los principios democratizadores del proceso y sus implicaciones en forma de accesibilidad al Estado y las arenas políticas para actores/grupos sociales y políticos que anteriormente estaban excluidos. Este estudio resume el estado actual del proceso de la descentralización en Bolivia y Venezuela. Teóricamente se usará una aproximación integrada, combinando ideas de opciones racionales con aspectos estructurales y procesales, particularmente las ideas de estructuras de oportunidades políticas. La descentralización está íntimamente conectada a los procesos de democratización y en muchos casos se puede considerar como un tipo de democratización (en el caso de definir la democratización como un aumento en la igualdad política). La legitimidad de una sociedad democrática depende de los eslabones entre grupos de la sociedad civil y el Estado.

- Despite progress in recent decades, many crucial challenges to the eradication of extreme poverty remain intractable. Development interventions often fail to deliver sustained, transformational outcomes to households and communities. The field of design has demonstrated its capacity to deliver designed artifacts that enhance the livelihoods and well-being of people living in resource poor communities, but it remains unclear how its tools can contribute to interventions seeking multidimensional and transformational development outcomes. We present insights from two case studies, conducted in Kenya and Uganda, where a service design approach was applied to the design of two development interventions: a clean cookstove and fuel system, and an innovative insurance product to help farmers cope with climate variability. In both cases, experience mapping, archetype construction, and prototyping served to reveal individual needs, capacities, and values, and enabled the translation of this information into design features for the interventions. Using Amartya Sens capabilities approach as an ex post analytical frame, we show how these devices could guide designers seeking to deliver transformational development outcomes when co-designing services that aim for environmental sustainability and social well-being among low-income communities.
