  • Exile Warriors : Violence and Community among Hutu Rebels in the eastern Congo

    • This dissertation is an anthropological study of war and violence in the volatile eastern territories of the Democratic Republic of Congo. The ethnographic focus is on one of the largest rebel groups currently operating in the Congo conflicts, the Hutu-dominated Democratic Forces for the Liberation of Rwanda (FDLR). These Hutu rebels arrived in the Congo in 1994, after the genocide in neighboring Rwanda. Whereas the leadership of the FDLR is implicated in genocide and war crimes in Rwanda, the majority of the combatants and their family members are now second-generation refugees living in exile. For 20 years, the Hutu rebels have lived in the mountainous forests of the Congo, fighting with and against various state armies and local militias, as well as carrying out violence against the Congolese civilian population. Fieldwork with the soldiers in this Hutu rebel camp reveals a long and complex history of violence that begins in neighboring Rwanda and continues in the eastern Congo in various forms. Based on participant-observation and interviews with high-ranking rebel leaders, combatants, child soldiers, and their family members inside a rebel military unit, this study shows how individuals perceive their own life conditions in war and in everyday life. The study is moving beyond stereotypical labels of this group as ‘perpetrators.’ Instead, it describes the rebels’ worldview as exiles and the micro-politics and practices of everyday life in a military camp. By analyzing narratives and experiences of history, war, and violence, this study shows how individual and collective identity is constructed inside the rebel camp. In the social practices of a rebel community, reconfigurations of memory and history, including the memory of genocide, structure the way in which ideologies of war are produced and maintained. The study further shows how a rebel community is socially organized. This organization is more than simple military hierarchy. Social order goes hand in hand with the mundane routines of everyday life. Hence, this study explores religious, political, and military practices, how individuals deal with the surrounding emergencies of war, and how physical violence can explode in specific contexts. Finally, the study shows that although some individuals might profit from procuring and distributing scarce resources in a conflict situation, the majority of the soldiers and their family members are caught up in a political and structural conflict where individuals find few exits. For many of these Hutu rebels, soldiers, and their families, their everyday life is at the most marginal of levels, reduced to a life of war and violence in the forest.

  • Organising Intimacy : Exploring Heterosexual Singledoms at Swedish Singles Activities

    • Single activities have long been places where single people can come to meet friends, build community or look for partners. The activities have relevance for studies of heterosexuality, intimacy, personal life and space. This dissertation discusses a conference, a cruise, an online site and an association for heterosexual singles in contemporary Sweden. It shows how these activities, analysed as organising people and spaces, offer participants different versions of intimacy, relationships, personal life and ultimately singledom itself.  The concept non-relationality is coined to describe how people understand and enact what it means to lack a certain kind of relationship.Multi-sited ethnographic observations are combined with interviews and a survey (n=416). The chosen methods allow insight into both the heterogeneous character of the contemporary single activity scene, as well as existing tendencies to form communities. The group whose single activities are examined is deemed fairly typical of the single population at large. Nevertheless, most conclusions centre on the specific set of activities described in the book and relate them to historical examples and theory.The single activities examined can be interpreted to enact different practices entailed in a relationship without necessarily demanding commitment to a whole relationship or a specific person. In that way, the activities accommodate the inflexible personal lives that some singles report having. This challenges strict boundaries between coupledom and singledom. Such transgressive or “hetero-doxical” potential in single activities is nevertheless circumscribed by organisers’ notion that the activities provide therapeutic community in a phase before singles take the step (back) into coupledom.

    • This thesis investigates ‘the doing’ of the Swedish social insurance program Activity Compensation (AC). AC is an example of disability policies in Western welfare states. These policies have two goals: to ensure financial security and to promote social participation. In 2003 AC replaced Early Retirement Pension for persons aged 19 to 29 years and who, for medical reasons, have reduced work capacity.Three features characterize AC. Young adults are differentiated in a separate system. For them, benefits are time-limited. Benefits include an established right to participate in activities.Doing AC is studied bottom-up. Interviews with two actor groups have provided the empirical base: 1) persons accorded AC and medically certified to have an anxiety and/or a depression diagnosis and 2) the respective administrator(s) at the Swedish Social Insurance Agency. National legislative preparatory texts and legal documents complete the data.The conclusions of this study are three-fold addressing goal displacement and non-contact. Firstly, a discursive change in respect to the denotation of social participation within the politics of principle has appeared throughout OECD countries over the last decennium. This goal displacement obscures the goal of economic security emphasizing the profitability of work. AC explicitly manifests this change in establishing a right to activity participation for beneficiaries. This displacement is without full impact in the politics of practice when actors’ experience of doing AC is examined. Financial security remains the foremost goal in the local politics of practice mirroring the initial function of safeguard for those with reduced work capacity due to certified illness.Relating to this lexical displacement, the study concludes that social participation is revealed as a goal to be realized in a specific form, salaried employment, within a distinct arena, the labor market. Values such as life-quality are neglected as regulatory efforts to get persons on the track to work have been underscored.Finally, the prescribed contact between the insured young adults and their administrator(s) is not consistently present. This contact is a necessary condition for the intended planning of activities to take place. When non-contact prevails, the established regulatory right to participate in activities can not materialize.

    • The aim of the study was to analyse what the law is in social services work with people at risk of a forced move-out from a rented apartment. When processing an application for financial aid when a client is at risk of a forced move-out from a home, a discretionary interpretation of the criteria in the Social Services Act is assumed. The legal norm belt constituting the social services role in theory typically makes up the limits of the discretionary space. However, different workplace norms may also have significant influence on the discretionary space around the provision of assistance. Such standards emerging from expressions in local policies (municipal guidelines) and procedures, and interactions with managers, colleagues and clients, are shaping the role of social services in practice. On top of this, differing standards regarding the role of law may have an impact.Key conclusions of the study are: (1) In the vast majority of landlord applications to the enforcement authorities, financial assistance from the social services had no bearing on the outcome of the case.  (2) The rental law sometimes has a decisive influence over what is and can be the law in social services’ work for clients at risk of a forced move-out due to payment difficulties. ((3) There is a relatively high degree of consistency between norms in legal materials and different workplace standards. (4) Most of the standards identified in legal material and in social work practice have been categorized as related to either need or behaviour. Generally, it is concluded that need-related norms sometimes strongly imply protection not only for an existing home, but also for individual housing needs in general. In contrast, behaviour-related norms imply indifference in relation to not only an existing home but sometimes also to the applicant’s housing needs in general. These conditions create tensions in the social services’ decision-making and confusion about the aim of the individual needs assessment.

  • Multigenerational Processes in Demography

    • Contemporary social science research has often focused on nuclear family relationships, and has largely neglected kinship and family outside the nuclear household. In this doctoral thesis I explore demographic issues from a multigenerational perspective, using Swedish register data and mathematical modeling. In different chapters I examine intergenerational transmission of fertility—the relationship between the number of siblings and other kin, and the fertility of an individual. The thesis demonstrates the possibilities for empirical research on family and kinship based on Swedish register data. Unique linkage opportunities across three and four generations are applied to previously unexplored research questions. The studies in the thesis demonstrate the importance of kin outside the household, such as grandparents, aunts/uncles, and cousins, for fertility and family dynamics.

  • Consuming for friendship : Children´s perceptions of relational consumption

    • Swedish children have, from a historical perspective and compared with many other countries, greater economic resources and a higher material living standard. However, there is a widening gap between affluent and vulnerable households in Sweden. At the same time, children are targets for significant pressure to consume in order to gain inclusion among peers. This thesis aims to investigate how children, between the ages of 9 and 12, perceive consumption, as part of their social life among peers. Children’s own perspectives are central throughout the thesis. Therefore, an additional aim is to make a contribution to the debate concerning how to interpret children in their roles as consumers. A research overview of Nordic consumer research relating to tweens was carried out. Thereafter, empirical data was collected through projective focus group interviews and drawings. In total, 101 children, from four different schools, participated in the study. The location and prestige of the schools confirms that the selected children were mixed in terms of class and ethnicity. The results are presented in four articles that provide different segments in the understanding of how children perceive consumption in their social life among peers. In the summary chapters, a synthesized analysis shows, among other things, that most children perceived consumption as a useful tool to enhance social relationships with peers. However, some children expressed moral values concerning consumption, where they emphasised that it felt “wrong to buy friends”. Moreover, the children’s perceptions of consumption varied depending on age, gender and neighbourhood. The analysis suggests that we need to address children both as competent and dependent individuals, in order to gain a more nuanced understanding of children as consumers. Additionally, a new concept, relational consumption, is developed from the children’s perceptions of consumption, principally referring to consumption used to create, strengthen and maintain social relationships. In summary: the work presented in this thesis contributes to increase the knowledge about 9 to 12 year old children’s perceptions of consumption in today’s Swedish society and demonstrates the importance for social work to address the aspect of relational consumption.

  • Implementing Community Based Re/habilitation in Uganda and Sweden : A Comparative Approach

    • In our global world, ideas in general and social work models in particular are spread and implemented in a variety of socioeconomic, political and cultural contexts, generating different outcomes. Many ideas and services launched in different countries by international organisations or governments in order to bring social justice to marginalised and oppressed groups, such as people with disabilities, have been criticised for not reaching or involving those such services aim to serve. Low impact of social programs on the welfare of people and communities has put the effectiveness of such programs into question and can leave people with disabilities dissatisfied with the social services available in their environment.The main purpose of this dissertation is to examine how an international idea for social work practice, as community based rehabilitation (CBR), is implemented in different structures and institutional contexts. To examine how an idea is implemented in different contexts, following research questions have guided the work: “How was the idea of CBR introduced to and implemented in Uganda and Sweden?”, “What contextual factors influenced the implementation of CBR in these countries?”, “What limitations and possibilities affected CBRs chances of continuity and institutionalisation in the two countries?” and finally“Can international ideas and models for social work be successfully used in different structural and institutional contexts?”.The study is based on a qualitative design with a comparative approach using qualitative content analysis for analysing data collected through official documents and interviews with parents to children with disabilities and professionals working in the children’s surrounding. The results show how difficult it is to monitor development through projects in both non-Western and Western countries. International ideas of social work, such as CBR, can make a difference in both Uganda and Sweden for the improvement of the living condition of those in need of services; at least, as long as there are funding for the projects and cooperation between authorities, NGOs and the parents of children with disabilities.The results show also that there are many differences in the process of the implementation of CBR in Uganda and Sweden. The colonial past of Uganda and its weak welfare state make CBR an important project for the improvement of the life conditions of children with disabilities. Meanwhile, the Swedish strong welfare state and legal protection of children with disabilities make CBR much more marginal in Sweden than in Uganda. However, CBRs successes to promote social justice for children with disabilities and their families makes it necessary to integrate the project to the existing organisation of the welfare state in the two countries. Changing existing welfare services requires engagement in political decision-makings, cooperation, and a critical examination of structural and institutional arrangements, in order to include successful projects in the daily functions and duties of the welfare state of every country. This will prevent an international idea for social work to not only be a temporary trend to follow, but also an established working method for helping people in need of proper services.

  • Social Policy of Our Time? : An Inquiry into Evidence, Assumptions, and Diffusion of Conditional Cash Transfers in Latin America

    • This dissertation presents an inquiry into existing evidence, underlying assumptions, and the rapid diffusion of conditional cash transfers (CCTs) in Latin America. Equally concerned with empirical research on CCTs’ assumed capabilities and the programmes’ political economy and social policy contexts, this inquiry combines systematic analyses and case studies from field work in Uruguay and Guatemala. In essence, it inquires into what the programmes are in terms of social policy, how effective they have been in reducing poverty and enhancing human capital investments, which evidence exist to support long-term impacts and how plausible are their underlying assumptions, and why the programmes have risen to prominence in Latin American social policy development. The empirical case studies specifically analyse CCTs’ capabilities to enable a break in intergenerational transmission of poverty, to simultaneously pursue income maintenance and human capital investments through a hybrid design, and to minimise policy politicisation. The inquiries into existing evidence reveal that CCTs’ proven impact pertains exclusively to short-term effects whereas their alleged long-term capabilities lack empirical foundations. Such capabilities are further challenged since they turn out to rest on some rather dubious theoretical assumptions. Furthermore, this dissertation finds that CCTs’ diffusion throughout Latin America could be explained by a historical convergence between various domestic and foreign factors, enabled by particularly salient programme characteristics.
