    • This article highlights how environmental issues influence transport planning, and how they make transport planners rethink previous categorizations of user groups. The introduction of an environmental discourse leads to a questioning of men’s travel activities, i.e. car driving. However, the critique against men’s travelling does not address all men. Instead, two types of masculinities are constructed in the local planning discourse: the first one is a ‘problematic’ obsolete old driver. The second one is a young ‘quality conscious’ man who opts for new technological solutions. The relationship between these two constructions of masculinities is hierarchical.The transport planners interpret it as their responsibility to make sure that public transport is regarded as attractive to younger men and their imagined ‘needs’. The elderly men however, are made scapegoats and are blamed for their unsustainable travelling. These rather stereotypical constructions of men also include a negative perception of elderly men. The analysis is based on discussions in eight focus groups, accomplished in 2009 with 36 transport planners and politicians (24 men and 12 women) working with the planning of the future public transport system in Malmö city in the south of Sweden.

    • Future transportation systems will be a heterogeneous mix of items with varying connectivity and interoperability. A mix of new technologies and legacy systems will co-exist to realize a variety of scenarios involving not only connected cars but also road infrastructures, pedestrians, cyclists, etc. Future transportation systems can be seen as a System of Systems (SoS), where each constituent system - one of the units that compose an SoS - can act as a standalone system, but the cooperation among the constituent systems enables new emerging and promising scenarios. In this paper we investigate how to architect cars so that they can be constituents of future transportation systems. This work is realized in the context of two Swedish projects coordinated by Volvo Cars and involving some universities and research centers in Sweden and many suppliers of the OEM, including Autoliv, Arccore, Combitech, Cybercom, Knowit, Prevas, ÅF-Technology, Semcom, and Qamcom.

    • There are two parts to the aim of this study. The first part comprised reviewing how men and women are represented in regulatory tests conducted to assess adult occupant safety in vehicles in Europe. This part also contains an overview of some differences between females and males that may influence dynamic responses in a crash. Based on the results of the review an outline for how to better represent the adult population in regulatory tests has been suggested. The second part was to reflect on these issues from a specific critical legal perspective, that is from a Gender Legal Studies point of view, focusing on the European legal framework that governs the tests of adult occupant safety in vehicles in Europe. Since the beginning of the 1970s legal scholars have shown in several areas of law that there is a gap between superior legislation and practice, but also between gender equality as a superior legal principle and subordinate legal rules that govern safety requirements. The same pattern can be discerned in the area of Transportation Law.The results of the review of the ECE regulations shows that the average sized male represents the adult population and that the average sized female has been excluded from regulations assessing the protection of adult vehicle occupants. The fundamental values, on which the Union is founded, including the overarching goals of the Union, seem to be rendered invisible in the laws and critically impact the safety of women in everyday life. According to the gender system theory, the interests and priorities of men are continuing to shape the law. Consequently, the law neglecting the safety of women on roads has implications on the development of society. The lack of legal provisions that demand female crash test dummies representing the female part of the population, means that there is no incentive for car manufacturers, authorities or other stakeholders to develop test methods and female crash test dummies in ways that promote political objectives expressed in legal form, i.e., the legal values expressed in general provisions and principles stated in the Treaty on European Union and the Treaty on the Functioning of the European Union, such as gender equality between women and men as well as non-discrimination This study highlights the undeniable gap between the legal framework and legal requirements with regard to occupant safety for the whole adult population. It would be attainable to bridge this particular gender gap by providing equal representation for the female part of the population with regard to vehicle safety, as that males benefit from.

  • Constructing Transit Corridors : The Politics of Public Transport Policy and Planning in Malmöhus and Skåne 1970-2020

    • Planning local and regional public transport in so-called ’transit corridors’ – i.e., to concentrate infrastructure and resources to few, but more attractive corridors in a city or a region – is commonplace in contemporary public transport planning. This has not always been the case, however. In this thesis I analyze how transit corridors have come to dominate the policies and planning practices of public transport governance through a case study of Malmöhus County and Region Skåne between 1970 and 2020, and show how the organization of decision-making, planning practices and the spatial configuration of public transport have been central sites of an ongoing struggle between different actors and levels over influence over ideas and resources. Understanding the fundamental values and processes that shape public transport system and the conflicts that arise when values and actors collide can contribute to increased possibilities to shape a just and inclusive public transport system that enables sustainable mobility for people.The research is based on qualitative analyses of archival records and interviews with individuals who were involved in the planning and politics of public transport in Malmöhus County and Region Skåne. Through an analysis of how change and permanence in the public transport system have been motivated and turned into institutional practice, the thesis shows how the transit corridor paradigm evolved in through an interplay between the regional political dynamics and the wider societal context. A recurring tension exists in public transport policy and planning between values of equity and efficiency on the one hand, and how these values are translated into the organization of public transport governance through policies of coordination and competition on the other. These values and policies have been decisive for the motivations to the organizational and spatial re/configurations of public transport since the introduction of regional public transport authorities in Sweden since the end of the 1970’s.Initially, spatial and economic equity were leading principles that motivated a rapid expansion and distribution of the regional public transport system. At the turn of the 1990’s, a set of interlinked policy processes assisted the formulationof transit corridors as a strategic development policy for public transport in Malmöhus County. These ideas were institutionalized through a reorganization of public transport governance with a stronger regional mandate and a moreperipheral role for the municipalities and was materialized through infrastructure investments in train and express bus systems at the expensive of areas with weaker demand. When Region Skåne was formed in 1999, the transit corridorparadigm was fully developed and contributed to shaping spatial relations in the new region and has continued to be a core in public transport policy in Skåne. However, despite (or perhaps because of) the dominance of transit corridors,conflicts persist between the parts of the region that have gained the most from transit corridor planning, and those that remain concerned over declining public transport supply from the planning orientation.
