  • Use of Commercial SaaS Solutions in Swedish Public Sector Organisations under Unknown Contract Terms
  • 2022
  • Ingår i: Electronic Government. - Cham : Springer Nature Switzerland AG. - 9783031150869 - 9783031150852 ; , s. 73-92
  • Konferensbidrag (refereegranskat)abstract
    • Lawful and appropriate use of cloud-based globally provided Software-as-a-Service (SaaS) solutions by a public sector organisation (PSO) for data processing and maintenance of digital assets presupposes an investigation of all relevant contract terms. Having obtained, analysed, and filed all relevant contract terms when using a SaaS solution is a prerequisite for good administration. Identifying and obtaining all relevant contract terms for a SaaS solution involves significant obstacles which in practice may be impossible to overcome for each PSO. This paper addresses how PSOs investigate contract terms prior to adoption, and why PSOs use a globally provided SaaS solution without having identified and obtained all relevant contract terms. Through a review of responses to questions and public documents from Swedish PSOs we analysed how each PSO had investigated contract terms and licences for the Microsoft 365 (M365) solution prior to adoption and use of the solution in each PSO. We find that no PSO had investigated all relevant contract terms prior to use of M365, which implies that each PSO uses M365 under unknown contract terms. Further, we find that all PSOs use M365 for data processing of its digital assets under unknown contract terms and that each PSO has significant dependence and trust in its supplier.

  • Workshop – Open Source Software for Computer Games and Virtual Worlds : Practice and Future
  • 2010
  • Ingår i: Open Source Software: New Horizons. - Berlin, Heidelberg : Springer Berlin/Heidelberg. - 9783642132438 - 9783642422447 - 9783642132445 ; , s. 419-420
  • Konferensbidrag (refereegranskat)abstract
    • Computer games and virtual worlds are increasingly used throughout our society with people playing on the bus, at home and at work. Computer games thus affect larger and larger number of people and areas in the society of today. There are even scholars who advocate that games or virtual environments create better environments for learning than traditional classrooms. This situation motivates the use of games and game technology for additional purposes, e.g. education, training, health care or marketing.

  • Why is it so challenging to cultivate open government data? : Understanding impediments from an ecosystem perspective
  • 2019
  • Licentiatavhandling (övrigt vetenskapligt/konstnärligt)abstract
    • Introduction: This compilation licentiate thesis focuses on open government data (OGD). The thesis is based on three papers. OGD is a system that is organized when publishers collect and share data with users, who can unrestrictedly reuse the data. In my research, I have explored why it can be challenging to cultivate OGD. Cultivation is human activities that change, encourage, or guide human organizations towards a higher purpose by changing, introducing, managing, or removing conditions. Here, the higher purpose is OGD to realize believed benefits. Thus, OGD cultivation is an attempt to stimulate actors into organizing as OGD.Problem and Purpose: OGD is believed to lead to several benefits. However, the worldwide OGD movement has slowed down, and researchers have noted a lack of use. Publishers and users are experiencing a set of different impediments that are challenging to solve. In previous research, there is a need for more knowledge about what can impede the OGD organization, cause non-valuable organizing, or even collapse the organization. At the same time, there is a lack of knowledge about how impediments shape the organization of OGD. This gap can make it hard to solve and overcome the impediments experienced by publishers and users. The sought-after knowledge can bring some understanding of the current situation of OGD. In this research, I have viewed the organization of OGD as an ecosystem. The purpose of this thesis is to draw lessons about why it can be challenging to cultivate OGD ecosystems by understanding OGD impediments from an ecosystem perspective.Research Design: I set out to explore OGD through qualitative research from 2016 to 2018. My research started with a pilot case study that led to three studies. The studies are each reported in a paper and the papers form the base of this thesis. The first paper aims to stimulate the conceptually oriented discussion about actors’ roles in OGD by developing a framework that was tested on a Swedish public agency. The second paper has the purpose of expanding the scope surrounding impediments and was based in a review and systematization of previous research about OGD impediments. The third paper presents an exploration of impediments experienced by publishers, users, and cultivators in the Swedish national OGD ecosystem to identify faults. From the three papers, lessons were drawn in turn and together, that are presented in this thesis.Findings: Cultivators when cultivating OGD ecosystems are facing towering challenges. The following three main challenges are identified in this thesis: (1) to cultivate a system that can manage stability by itself without constant involvement, (2) to cultivate a system that is capable of evolving towards a “greater good” by itself, and (3) to have an up-to-date precise vocabulary for a self-evolving system that enables inter-subjective understand for coordinating problem-solving.Contribution: The theoretical contribution of this thesis is that OGD ecosystems can be viewed as a public utility. Moreover, I recommend that researchers approach the organizing of OGD as the cultivation of evolution, rather than the construction of a structure; to consider the stability of the system in growth, value, and participation; and to be cautious with how they label and describe OGD actors. For actors that are cultivating OGD, I recommend that they guide the OGD actors to help them organize; view OGD cultivation as the management of evolution (growth) towards a purpose; and view cultivation as a collaborative effort where they can supply ideas, technologies, practices, and expertise.

  • Effective Strategies for Using Open Source Software and Open Standards in Organizational Contexts : Experiences From the Primary and Secondary Software Sectors
  • 2022
  • Ingår i: IEEE Software. - : IEEE. - 0740-7459 .- 1937-4194. ; 39:1, s. 84-92
  • Tidskriftsartikel (refereegranskat)abstract
    • Open source software (OSS) and open standards have become increasingly important for addressing challenges related to lock-in, interoperability and long-term maintenance of systems and associated digital assets. OSS projects operate under different conditions and many projects and organisations consider successful governance and strategic involvement with projects to constitute major challenges. Today, many companies seek to establish work practices which facilitate strategic engagement with OSS projects. Based on findings from collaborative research which draws from rich insights and extensive experiences from practice, the paper presents seven actionable strategies for organisations that seek to leverage long-term involvement with OSS projects.

  • Distributed Development in an Intra-national, Intra-organisational Context : An Experience Report
  • 2006
  • Ingår i: GSD '06. - New York, NY, USA : Association for Computing Machinery (ACM). - 1595934049 - 159593085X ; , s. 80-86
  • Konferensbidrag (refereegranskat)abstract
    • This paper reports from a study investigating distributed development in an intra-national and intra-organisational company context. The study gives an insight into issues related to, and strategies for successful distributed development seen in a project at Ericsson Microwave Systems. We conclude that regular, informal communication is the single most important factor for success in the project, with important roles in improving motivation and coordination. The leader's role in setting clear and transparent project priorities, and the use of iterative development methods with regular deliverables between sites, are identified as key elements of success. The context of the study is a relatively undemanding but common distributed development context, and the issues raised and strategies found to be effective are likely to be relevant to broader distributed development enterprises.

  • Institutional repositories as infrastructures for long-term preservation
  • 2017
  • Ingår i: Information research. - : Högskolan i Borås. - 1368-1613. ; 22:2
  • Tidskriftsartikel (refereegranskat)abstract
    • Introduction. The study describes the conditions for long-term preservation of the content of the institutional repositories of Swedish higher education institutions based on an investigation of how deposited files are managed with regards to file format and how representatives of the repositories describe the functions of the repositories. Method. The findings are based on answers to a questionnaire completed by thirty-four institutional repository representatives (97% response rate). Analysis. Questionnaire answers were analysed through descriptive statistics and qualitative coding. The concept of information infrastructures was used to analytically discuss repository work. Results. Visibility and access to content were considered to be the most important functions of the repositories, but long-term preservation was also considered important for publications and student theses. Whereas a majority of repositories had some form of guidelines for which file formats were accepted, very few considered whether or not file formats constitute open standards. This can have consequences for the long-term sustainability and access of the content deposited in the repositories. Conclusion. The study contributes to the discussion about the sustainability of research publications and data in the repositories by pointing to the potential difficulties involved for long-term preservation and access when there is little focus on and awareness of open file formats.

  • On Challenges for Implementing ISO Standards in Software : Can Both Open and Closed Standards Be Implemented in Open Source Software?
  • 2021
  • Ingår i: Research Anthology on Usage and Development of Open Source Software. - : IGI Global. - 9781799891598 - 9781799891581 - 1799891585 ; , s. 63-95
  • Bokkapitel (refereegranskat)abstract
    • Over the years, the importance of open standards has been acknowledged in EU and national policies. Formal (e.g., ISO) standards are often referred to in software development and procurement. Use of formal (ISO) standards and to what extent ISO standards can be implemented in open source software is considered, with particular reference to patent licensing. It is shown that not all formal standards are open standards and that FRAND commitments may impose major challenges for use of such standards. Further policies and procedures set by standards setting organisations (SSOs) regarding the notification of standards-essential patents (SEPs) present challenges for organisations wishing to implement standards in software. This chapter elaborates implications and suggests ways of addressing the challenges identified. Use of formal standards may create barriers for implementation in open source software and inhibit an open and inclusive business-friendly ecosystem.
