    • This paper uses the concept of 'organised hypocrisy' as a means of making sense of the inconsistencies and contradictions in contemporary theory and practice of international state-building. While organised hypocrisy in international politics allows states and organisations to maintain systemic stability and legitimacy by managing irreconcilable pressures that might otherwise render them unable to operate effectively, this paper argues that organised hypocrisy also has negative impacts on the operational effectiveness of state-building. It allows organisations to engage in operations without sufficient resources, thereby seriously undermining operational effectiveness and the credibility of international state-building as a legitimate political tool. Organised hypocrisy also creates false expectations among the local and global populations and thereby decreases the credibility of the strategic narrative that is supposed to explain and make sense of the transformation processes to the general public. The paper also explores a number of options for dealing with organised hypocrisy in a way that could improve the effectiveness of international state-building.

  • Sexual exploitation and abuse by peacekeeping operations in contemporary Africa

    • In international peacekeeping operations (PKOs) some individuals are involved in sexual exploitation and abuse of the host country’s population, buying of sexual services and trafficking of prostitutes. Far from being a new phenomenon it goes back a long time, and reports on the issue have increased over the years. All too frequently we read about peacekeepers visiting prostitutes, committing rape, or in other ways sexually exploiting host populations. Some peacekeepers are taking advantage of the power their work gives them, and becoming abusers rather than protectors in situations where the host population is powerless and in dire need of protection. Peacekeepers’ abuse of their mandate is inflicting severe damage on host societies and often results in a number of unintended consequences such as human rights violations, rapid spread of HIV, decreased trust in the UN as well as other international aid agencies, and harmful changes to gender patterns. Women and children, both girls and boys, are especially exposed. Having already suffered from war and instability they risk becoming even more physically and mentally wounded. Peacekeeping operations risk doing more harm than good in African war zones, and if they cannot learn from previous mistakes maybe they ought to stay at home. We do not argue for the latter; rather, we point towards the urgent need to change explicit and implicit patterns and habits in international peacekeeping operations in relation to sexual exploitation and abuse (SEA) in Africa. In this Policy Note we focus predominantly on military staff, but acknowledge that the civilian staff of PKOs, and international aid workers, are also implicated. On the other hand it should initially be pointed out that most PKO staff are not sexual exploiters and abusers.

    • How organizations engage with gender equality is crucial to them being perceived as fair and attractive employers. As recruitment and training of personnel is a core function of the military organization, it is relevant to investigate this from a gender critical perspective. The aim was to critically examine how a military organization operates in respect of equality of pay between women and men by means of a collective agreement, as an example of how the organization tries to address gender inequality. A qualitative analysis using Bacchi's 'What is the problem represented to be' (2009) analysis of policy documents was conducted. The analysis focuses on how the actual issue is problematized and what is left unproblematised, and the key findings are that efforts to achieve gender equality within the Swedish Armed Forces are counterproductive and result in perpetuating deficiencies in the organization's work with wider gender-equality issues. Despite external pressures, there is a structural reluctance and inability within the Swedish Armed Forces to seriously engage with addressing the organization's gender-equality issues. As resistance to gender-equality work is usually implicit, this study's strongest contribution to the field is that such resistance can be identified as being explicit and therefore more easily challenged.

    • How is it possible to gain a sense that you have a voice and that your life matters when you have lost everything and live your life as a ‘displaced person’ in extreme precarity? We explore this question by examining the mundane everyday organizing practices of Syrian refugees living in tented settlements in Lebanon. Contrasting traditional empirical settings within organization studies where an already placed and mattering subject can be assumed, our context provides an opportunity to reveal how relations of recognition and mattering become constituted, and how subjects in precarious settings become enacted as such. Specifically, drawing on theories on the relational enactment of self and other, we show how material-discursive boundary-making and invitational practices – organizing a home, cooking and eating, and organizing a digital ‘home’ – function to enact relational host/guest subject positions. We also disclose how these guest/host relationalities create the conditions of possibility for the enactment of a subject that matters, and for the despair enacted in everyday precarious life to transform into ‘undefeated despair’.

    • Objective/context: In this article, I propose the concept of continuum of militancy to analyze the transformation of the political struggles of former FARC-EP women guerrilleras in the post-peace agreement, with a particular emphasis on the country’s northeastern region. Based on their narratives, I inquire about the transformation from armed struggle to feminist combat, as well as the tensions and challenges that arise in this path. Methodology: I focus on three particular methods: the feminist fieldwork diary, biographical interviews, and participant observations in two fieldworks conducted in 2019 and 2022 in northeastern Colombia. Conclusions: The article confirms the need to understand post-peace agreement militancy as a continuum between armed struggle and different feminist, women, and gender combats. It also demonstrates the importance of analyzing the militancy of the ex-guerrilleras of the FARC-EP, starting from the insurgent identity. Finally, it concludes that insurgent feminism, despite the political tensions it entails, is a practical example of this continuum of militancy. Originality: The article has three main contributions: it theorizes the conceptual elements of the continuumof militancy; it brings knowledge about the construction of insurgent feminism in northeastern Colombia; and it contributes to the understanding of the political tensions surrounding the transformation of armed struggles into nonviolent feminist actions.

  • Influences on threat assessment in a military context

    • The anchoring effect is a well-studied subject. This article connects the effect with the rules-in-use within a military intelligence institution. Particularly the rules-in-use that dictate that an analyst takes his or hers starting point from recently conducted assessments of the specific area or threat. The threat assessment as well as the written assessment were affected. The results show that officers have an aversion to lower a previous given threat assessment. This gives that to understand risk assessment we not only need to understand the methods used, we also need to understand the institutions in which they are used. This is especially relevant for military intelligence as the assessments are conducted in an environment of high uncertainty.

    • Although conflict issues – the stated goals of actors engaged in conflict – hold a privileged position in many theoretical explanations of the occurrence, dynamics, and resolution of civil war, global issue data are scarce beyond datasets that focus on specific thematic areas. This article aims to bring issues into the forefront of civil war scholarship by presenting the UCDP Conflict Issue Dataset (CID). This global yearly dataset contains 14 832 conflict issues – divided, at the most disaggregated level, into 120 sub-categories – raised by armed non-state groups involved in intrastate armed conflict in 1989-2017. By bringing issues back in, the UCDP CID provides opportunities to reevaluate several central questions about the onset, duration, intensity, and resolution of civil war.
