    • The United Nations identifies the food crisis as one of the primary overarching challenges facing the international community. Different stakeholders in the food system have widely different perspectives and interests, and challenging structural issues, such as the power differentials among them, remain largely unexamined. These challenges make rational discourse among food system actors from different disciplines, sectors and levels difficult. These challenges can often prevent them from working together effectively to find innovative ways to respond to food security challenges. This means that finding solutions to intractable and stuck issues, such as the food crisis often stall, not at implementation, but at the point of problem identification. Food system sustainability means very different things to different food system actors. These differences in no way undermine or discount the work carried out by these players. However, making these differences explicit is an essential activity that would serve to deepen theoretical and normative project outcomes. Would the impact and reach of different food projects differ if these differences were made explicit? The purpose of this initial part of a wider food system research project is not to search for difference or divergence, with the aim of critique, but rather to argue that by making these differences explicit, the overall food system project engagement will be made more robust, more inclusive and more encompassing. This paper starts with some discussion on the different food system perspectives, across scales, regions and sectors but focuses primarily on the design of processes used to understand these divergent and at times contradictory views of what a sustainable food system may be. This paper draws on ongoing work within the Mistra Urban Futures project, using the food system projects in cities as diverse as Cape Town, Manchester, Gothenburg and Kisumu as sites for this enquiry.

  • Degraded and restituted towns in Poland: Origins, development, problems : Miasta zdegradowane i restytuowane w Polsce. Geneza, rozwój, problemy

    • One of the less known problems in settlement geography is the issue of so-called degraded and restituted towns. This lack of reconnaissance, however, is perhaps less the result of the towns’ scarcity than their specificity of being ‘awarded’ or ‘deprived of’ an urban label by means of strictly socio-political actions. Degraded and restituted towns, hence, are spatial units made ‘urban’ or ‘rural’ instantaneously, irrespective of their de facto state along what is widely considered a gradual path of (de)urbanization. Instead, they become compartmentalized into two constructed spatial categories that have survived the onslaught of material transformations and philosophical repositioning through different whims of time. While ‘rural’ and ‘urban’ are conceptual binaries that certainly need to be treated with caution, their cultural salience may cause tangible consequences within national administrative systems that abide by a formalized rural-urban distinction. This issue becomes particularly important for settlements that clearly transcend any imagined rural-urban divide, i.e. those, whose material and immaterial characteristics seem counterfactual to their assigned category. It is also crucial in formal practices designed to avert such counterfactualities, but whose ran-domness of approach more creates confusion than helps straighten out a historical concoction. Both processes, nonetheless, lend ‘urbanity’ and ‘rurality’ a resonance of objectivity, justifying their use as guides for a host of developmental endeavors, despite subverting a much more intricate reality. Degraded and restituted towns are direct derivatives of this. Drawing on the above-mentioned irreconcilabilities, the aim of this book is to present and scrutinize degraded and restituted towns through the example of Poland, where these towns occupy a special niche. For one, Poland, due to its chequered and variegated history, is home to a conspicuously large number of degraded (831) and restituted (236) towns; for another, Poland’s relentlessness of formalizing ‘urbanity’ as a category of statistical, political and cultural guidance has a direct bearing on the lives of the towns’ residents. Realizing the intricacy of degraded and restituted towns in the face of commonplace ru-ral-urban ideations, the editors and the 17 contributing Authors of this book have made an effort to capture the towns’ complexity with special foci on their shrouded origins, developmental specificity and incurred problems. Owing to the involvement of researchers from different scientific disciplines and subdisciplines, the undertaken project has helped elucidate the problem from multiple perspectives: spatial, social, demographic, economic, environmental, historical, architectural, cultural, legal and philosophical. Allocated into 17 chapters, not only have the presented interpretations allowed for a first interdisciplinary synthesis on the topic, but they also helped outline some prospective directions for future research. Moreover, collecting materials of such diversity into an amalgamated whole has helped identify specific discourses that enwrap the concept of “urbanity” when seen through its oscillations within formal contexts, and to which degraded and restituted towns serve as expendable game pieces. By combining knowledge arrived at through ontologically and epistemologically different approaches, the incremental contribution of this book as a whole could be summarized in two attainments: a) extending theoretical frameworks used to study degraded and restituted towns in terms of definition, conceptualization and assessing predispositions for future de-velopment on account of their spatial, legal, socio-economic and historical charac-teristics; b) initiating an anticipated discussion on a number of important and current topics re-lated to the practices of degradation and restitution that have not received adequate attention, e.g., the urbanity-vs.-rurality paradox, the changeability of human settlement forms vs. the consequences of rigid spatial categorizations; the role of various actors in shaping the socio-economic reality under the guise of an ossified binary; or identifying spatio-conceptual conflicts as future challenges for local, regional and national policy.

    • Agricultural biotechnology, in particular genetically modified organisms (GMOs), is subject to regulation in many areas of the world, not least in the European Union (EU). A number of authors have argued that those regulatory processes are unfair, costly, and slow and that regulation therefore should move in the direction of increased ‘technology neutrality’. The issue is becoming more pressing, especially since new biotechnologies such as CRISPR increasingly blur the regulatory distinction between GMOs and non-GMOs. This paper offers a definition of technology neutrality, uses the EU GMO regulation as a starting point for exploring technology neutrality, and presents distinctions between variants of the call for technology neutral GMO regulation in the EU.

    • Following the statement in the United Nations' Rio Declaration of 1992 that countries should apply a “precautionary approach” in policymaking on environmental and technological issues, the notion of a precautionary principle (PP) has gained ground in worldwide policymaking and regulation, thus catching the interest of ethics scholars. Although seldom explained in much detail, and resulting in quite different policy results in different countries and areas (O'Riordan et al. 2001; Sandin 1999; Trouwborst 2002; Zander 2010), PP is generally understood as a norm urging or permitting policymakers to take preventive action in the face of unknown, uncertain, or probable dangers, motivated by the experience of how seemingly valuable and promising practices may lead to seriously adverse consequences in spite of lack of solid evidence to this effect (Sandin 1999). In ethics debate, this idea has been applied not only to matters regarding the large-scale introduction and use of technology (e.g., regarding energy production, transport and communication, nano- or biotechnology, and so on) (see Biotechnology; Nanotechnology, Ethics of) with possible ensuing impact on the natural environment connecting to the notion of sustainability (see Sustainability), but also, for example, to abortion (see Abortion), medical genetics, embryo experimentation (see Embryo Research), the treatment of animals (see Animal Experimentation), terrorism (see Terrorism), and general research ethics (see Research Ethics) (Munthe 2011). Many of these applications advocate strong conclusions in spite of the fact that PP or its normative justification have not been made very clear. At the same time, PP has been the subject of criticism, much of which boils down to three points: lack of clarity, lack of practicality, and/or ethical implausibility. Curiously, these critical points have often been made in conjunction, in spite of the fact that a clear sense of what PP means seems necessary for backing up the other two objections.

  • Social analys – en havsrelaterad samhällsanalys. Underlagsrapport för Sveriges inledande bedömning i havsmiljöförordningen

    • Havsmiljöförordningen, SFS 2010:1341, (HMF) ingår i en strategi för en ekosystembaserad förvaltning och ett hållbart nyttjande av havsmiljön som avses i Havsmiljödirektivet (2008/56/EG). Förordningen syftar till att upprätthålla eller nå en god miljöstatus i havsmiljön. Enligt HMF ska Havs- och vattenmyndigheten se till att det görs en inledande bedömningen av havsmiljön i de svenska delarna av de två förvaltningsområdena Nordsjön och Östersjön (13 § - 16 §). Den inledande bedömningen, som ska vara avslutad den 15 juli 2012 och rapporteras till Europeiska kommissionen senast den 15 oktober samma år, ska ligga till grund för fastställande av god miljöstatus, miljömål och miljöövervakningsprogram samt utarbetande av åtgärdsprogram för att nå uppsatta mål. I den inledande bedömningen ingår att utföra en ekonomisk och social analys, den förra kan delas in i två delar där den första syftar till att analysera nyttjandet av havsområdet och den andra delen att beskriva kostnaderna av att miljön i havsområdena försämras (HMF, 13 §, p.4 samt Havsmiljödirektivet, Artikel 8.1c). Det primära syftet med den sociala analysen i den inledande bedömningen är att skapa en bild av förutsättningarna för det kommande arbetet med att uppnå direktivets syften, dvs. god miljöstatus (GES, artikel 9). Analysen ska också tjäna som underlag vid utformningen av miljömål (artikel 10) som sedermera kommer att ligga till grund för åtgärdsprogram och styrmedel (artikel 13). Bedömningen inbegriper en analys av hur olika grupper i samhället kan beröras av havets nyttjande, havsrelaterade miljöproblem och deras åtgärdande. I denna studie lanseras en metod att genomföra en sådan analys. Metoden inbegriper en tankemodell som består av komponenterna Indirekta drivkrafter, Direkta drivkrafter, Påverkan/tillstånd/effekt i miljön, Effekt i samhället och Respons med. Modellen används tillsammans med en frågemall för att kartlägga aktörer och drivkrafter. Fallstudier avseende tre miljöproblem - selektivt överfiske av torsk samt oönskad spridning av kvicksilver och fosfor - visar att ett stort antal aktörer är inblandade såväl indirekt som direkt. Dessutom verkar aktörerna på olika nivåer: lokalt/regionalt, nationellt och internationellt. Varje miljöproblem behöver sin egen analys och har egna förutsättningar. Studien visar att den information som behövs för att besluta om åtgärder är relativt omfattande. Avvägningen av vilken mängd information som är tillräcklig och som bör övervakas i framtiden kan ha stor påverkan på utvecklingen i samhället och i miljön. Slutligen lämnas förslag på hur framtida havsmiljörelaterade samhällsanalyser kan genomföras.

  • Technology Neutrality in European Regulation of GMOs

    • Objections to the current EU regulatory system on genetically modified organisms (GMOs) in terms of high cost and lack of consistency, speed and scientific underpinning have prompted proposals for a more technology-neutral system. We sketch the conceptual background of the notion of ‘technology neutrality’ and propose a refined definition of the term. The proposed definition implies that technology neutrality of a regulatory system is a gradual and multidimensional feature. We use the definition to analyze two regulatory reform proposals: One proposal from the Netherlands for improving the exemption mechanism for GMOs under Directive 2001/18/EC, and one from the Norwegian Biotechnology Advisory Board, outlining a new stratified risk assessment procedure. While both proposals offer some degree of improved technology neutrality in some dimensions compared to current EU regulation, in some extents and dimensions, they do not. We conclude that proposals for more technology-neutral regulation of GMOs need, first, to make explicit to what extent and in what dimensions the proposal improves neutrality and, second, to present arguments supporting that these specific improvements constitute desirable policy change against the background of objections to current policy.

    • Species have intrinsic value but also partake in a long range of ecosystem services of major economic value to humans. These values have proved hard to quantify precisely, making it all too easy to dismiss them altogether. We outline the concept of the species stock market (SSM), a system to provide a unified basis for valuation of all living species. The SSM amalgamates digitized information from natural history collections, occurrence data, and molecular sequence databases to quantify our knowledge of each species from scientific, societal, and economic points of view. The conceptual trading system will necessarily be very unlike that of the regular stock market, but the looming biodiversity crisis implores us to finally put an open and transparent price tag on symbiosis, deforestation, and pollution

  • Djurhållning och antibiotika: en gyllene triangel!

    • För ett par veckor sedan var jag i Amsterdam och talade om etiska dilemman och utmaningar i arbetet med antibiotikaresistens i djurhållning och veterinärmedicin på en konferens. ”Från fabrik till gödselstack” var devisen för mitt bidrag, för att framhålla att djurhållningens användning av antibiotika – precis som sjukvårdens – är en del av en större helhet, där även produktionssystemen för läkemedel och mat (och friska djur och människor), och naturmiljön ingår. Varje del både bidrar till utmaningen med resistens – att vår användning och hantering av dessa viktiga mediciner gör dem obrukbara – och utgör löften för att sätta in åtgärder som kan mildra problemet. Alla sådana åtgärder kommer samtidigt ha nackdelar och kostnader – därav behovet att analysera etiken. På konferensen fick jag också chans att förkovra mig i olika slags forskning om hur jordbruk och annan djurhållning kan hantera antibiotikaresistensen bättre. Jag lärde mig då att området utgör en riktig gyllene triangel – på gott och ont.
