  • Closing the loop : The use of post occupancy evaluations in real-estate management

    • The real-estate sector has traditionally been thinking in terms of “bricks and mortar” focusing more on the buildings than on the tenants. A change of approach has, however, been detected since the mid 1990s. The tenant is now more in focus. This new situation puts higher requirements on both the individual real-estate manager’s and organization’s ability to determine the needs of the tenants. Evaluations and knowledge management can be a help in this process Post Occupancy Evaluation (POE) is one tool where the tenant’s perspective is in focus. The purpose of this thesis is to study the Swedish real-estate sector’s attitudes and experience of POE. Furthermore the purpose is to investigate how POE can be implemented in the organization and what barriers there are to implementation. This thesis presents three empirical studies of the real-estate sector and their use of POE. The first study is a survey sent to Swedish real-estate managers to determine their attitudes and experience of POE. This study was followed up by a more in-depth interview study to determine the attitudes regarding POE among the real-estate managers. The third study was also an interview study and it was carried out with individuals in leading positions in organizations in the real-estate sector. The aim of this study was to get a clearer view of possibilities for change and barriers to change within the real-estate sector The results show that there is an interest from the real-estate managers towards evaluations but that they rarely carry out evaluations. The main barrier detected is the lack of support from top management and this has resulted in a lack of incentives for realestate managers to work with POE. The reason for this lack of interest from the top management can be the culture of the real-estate sector, a culture which has sprung from the building sector. The conclusion is that problems will not be solved solely by implementing POE. The organisation must take care of the information, share it, learn from it and use it in the best way in current and future projects. This can only be done by implanting a knowledge management system. To enable this kind of change within the organisation the top management must underline the importance of this and at the same time give the organisation both the right tools to enable implementation and incentives to carry this out and follow it through. One way to show the importance of knowledge management, and at the same time create incentives and methods to follow up the development of the organisation is to integrate POE in the Balanced Scorecard. The conclusion is that if the top management doesn’t want the organisation to fall behind its competitors it must put knowledge management on the agenda. Sooner or later the competitors will implement evaluations and knowledge management in their organisations, and then it is only a question of time before they have built a better and stronger organisation, with better-qualified employees, that generates more efficient services and more satisfied customers.

    • Population ageing is making it increasingly difficult for countries to sustain theircurrent levels social welfare transfers from the economically active populationto the dependent elderly. To meet this challenge, the Swedish government hasimplemented various reforms since the 1990s aimed at reducing incentives totake early retirement. However, a critical question has emerged in response tothese reforms: namely, whether members of certain socially and demographicallydisadvantaged groups will, in practice, be able to work longer. This paper providesa detailed overview of retirement trends in Sweden, disaggregated by educationalattainment, health status, and country of birth. Our results show that the growthpattern in the average effective retirement age since the mid-1990s was shared byindividuals regardless of their educational level, health status, or country of birth.This shared growth pattern suggests that it is possible to extend the working livesof all groups of individuals, regardless of their socio-economic and demographiccharacteristics.

  • Interventions in Foster Family Care: A Systematic Review

    • Objective: Foster family care is associated with adverse short- and long-term consequences for the child. A systematic review was conducted on interventions for foster children and foster careers. Method: A comprehensive search process was used to find eligible interventions evaluated in randomized controlled trials or quasi-experimental studies. The quality of studies was assessed with GRADE, and effects were synthesized using meta-analytic methods. Results: In all, 28 publications of 18 interventions, including 5,357 children, were identified. Only three specific interventions had sufficient confidence of evidence. No study had examined tools for foster parent selection nor had evaluated preservice programs related to outcomes. Discussion: These analyses provide new insights and hope into the field of systematic interventions in foster care. The overall results indicate that it is possible to improve eight outcomes but cannot point out which programs are superior. Ethically, social care organizations should systematically collect knowledge about effects and side effects.

  • Innovation in stable competitive tendering regimes : An insoluble knot?

    • The transport sector is currently undergoing rapid development, which is to a large extent driven by innovation and technological changes initiated by various market actors. At the same time, public transport operations are largely framed by extensive procurement processes and a mature market where a few large companies compete for market share. In Europe, there is tension between rapid innovative development in the sector, on one hand, and stability given by regulation practices shaping procurement processes, on the other. This paper presents results from a study in which opportunities for innovation in procurement processes were examined. The findings are based on public transport authorities' and transport companies’ experiences from tendering bus transport in the three largest cities in Sweden. By using a theoretical perspective of innovation and institutional logics, the paper explains the restrictive role innovation has in procurement processes and discusses the conflicting views transport authorities and transport companies put forward. The paper is of general value since it raises questions related to the complexity of existing tendering regimes and the possibilities of facilitating innovation.

    • Drawing on Freire, this article elaborates on how pictures and artefacts benefit processes of 'prise de conscience' and 'conscientization' among those with powerful voices. Wor(l)d-making was unfolded in the Swedish think-and-do tank, 'the Smithy', emphasizing the intrinsically political nature of promoting 'societal entrepreneurship' (SE). New words for SE were formulated and a more inclusive world was discerned where all had a role, not just as 'helpers', but as equal members of SE practices. Pictures and artefacts enabled hitherto silenced stories to be told and created a common understanding of how SE contrasted with traditional entrepreneurship. When new words were added to entrepreneurship, it was possible to reflect on the actions taken within the Smithy in a deeper sense, not only focusing on actions for the entrepreneurs 'out there', but also initiating self-reflection on the roles all had in the Smithy, or in other settings, to promote SE.

    • The Enabling the Flourishing and Evolution of Social Entrepreneurship for Innovative and Inclusive Societies (EFESEIIS) project addressed several Innovation Union priorities on smart, sustainable and inclusive growth, which shows that it is serious about drawing up a wide range of policies relating to social entrepreneurship. European policy has focused on the related concept of social innovation. Since social entrepreneurship is a relatively new phenomenon, building both a partnership and a methodology required a great deal of attention. The cooperative methodology employed by the partnership inspired controversy, consensus, and ambivalence. European welfare systems play an important role in improving the living conditions of its citizens, most notably in the areas of childcare, health prevention services, employment services, and benefits for the elderly. The chapter discusses some ambivalences, divergences, convergences, and unifying concepts. From a methodological point of view, the EFESEIIS project is full of interesting tensions and ambivalences.

    • The point of departure of the present thesis is what happens to working time in sections of the labor market where the content of production is becoming more knowledge-intensive, that is, where production is largely based on creativity, knowledge development and communication – processes that are difficult to control and locate in time. Paired with the rise in information and communication technology (ICT), room for interpretation is created by necessity as concerns the boundaries of work and what constitutes a satisfactory work effort. The thesis argues for the need to pay attention to social norms if we are to comprehend what guides action in such ”free” job situations – free in the sense that there is room for individual control of work hours. From a historical perspective, an understanding is sought of what constitutes the social norms surrounding working time and in what way they contribute to the temporal patterns the worker gives to his/her workday. In order to grasp the nature of temporal norms, two papers presented in the thesis study historical sources reflecting the way in which working time has been valued and debated in Sweden during the 20th century. In order to elucidate the relationship between work and work hours in knowledge-intensive jobs, two groups of wage earners with great influence over when, how and where their work is to be carried out have been studied. On the basis of these two cases, the thesis discusses on what grounds work expectations are created and how these expectations are handled. The results indicate that, in a historical perspective, working hours have been surrounded with normative conceptions. However, it was not until the formal employment contract was loosened that these norms had any real impact on the temporal pattern the individual gives to his/her working day. This is explained by the fact that, under this kind of loose contract, the worker is exposed to social expectations in a more direct way. The title, “On the symbolic side of working time”, implies that in giving working time a specific temporal pattern, the individual is expressing his/her identity, loyalty, commitment and status. Further, the thesis increases our understanding of the ways in which social norms both facilitate and limit our relation to working life; how these norms are refracted against a changing world, and how they are manipulated, debated and ever changing in content. At the same time, the thesis shows how different forces are working to restructure our conception of what is to be viewed as a satisfactory work effort and in the long run also how and when we work.

  • Two Tales of One City : Fantasy Proneness, Authenticity, and Loyalty of On-Screen Tourism Destinations

    • On-screen tourism destinations provide tourists with a mixture of reality and mass-media experience. This study builds a conceptual framework of authenticity evaluating the relationship between fantasy proneness, authenticity, and destination loyalty. It is among the first to compare perceived authenticity of dual images of a destination, both the film location and the story’s setting. Using Game of Thrones and the city of Dubrovnik as a case, it applies a mixed method of interviews followed by a main survey with both closed- and open-ended questions. The primary findings show that the relationship between authenticity of the film location (Dubrovnik) and loyalty is positive, but such relationship is insignificant for the authenticity of the story’s setting (King’s Landing). This investigation enriches our understanding of the complex assessments of authenticity and expands the theory of imagination by evaluating the effects of fantasy proneness on perceived authenticity in the context of on-screen tourism.

    • The purpose of this paper is to explore how people’s differentiated privileged and marginalised positions in society create instances of inclusion and exclusion in tourism. Eight authors utilised their diverse disciplinary and theoretical bases to engage in individual autoethnography and collaborative reflections of their personal experiences of being tourists and hosts. Through our Western and non-Western, White and non-White experiences, we reveal experiences from a multitude of perspectives, and problematise the dominant White racial frame. The methodology illustrates unquestioned privileges and feelings of discomfort when personally faced with exclusionary practices and creates an understanding of how individuals have different experiences of enchantment and the tourist gaze. The experience of marginalisation is serial and dialectical, which illustrates the complexity of tourism. The paper contributes to an enhanced and multifaceted understanding of tourism experiences and proposes measures to reveal issues of exclusion. Also, the use of autoethnography and collaborative reflection as methodological tools provide opportunities for researchers and practitioners to engage in reflexive conversation on discriminatory practices, and how they hinder certain individuals and groups from enjoying tourism products and services.
