    • Environmental policies for water quality and ecosystemmanagement do not commonly require explicit stochasticaccounts of uncertainty and risk associated with thequantification and prediction of waterborne pollutant loadsand abatement effects. In this study, we formulate andinvestigate a possible environmental policy that does requirean explicit stochastic uncertainty account. We compareboth the environmental and economic resource allocationperformance of such an uncertainty-accounting environmentalpolicy with that of deterministic, risk-prone and riskaverseenvironmental policies under a range of differenthypothetical, yet still possible, scenarios. The comparisonindicates that a stochastic uncertainty-accountingpolicy may perform better than deterministic policies overa range of different scenarios. Even in the absence ofreliable site-specific data, reported literature values appearto be useful for such a stochastic account of uncertainty.

    • In an analysis of food system sustainability challenges and solutions among Swedish food system actors using Q-methodology, five perspectives were identified. One of the main three perspectives placed the highest priority on reduced meat consumption, food waste, and climate impact in agriculture, but downplayed strategies highlighted in the national food strategy and social aspects, and can be interpreted as a diagnostic climate mitigation-oriented perspective that does not reflect current negotiated policy processes or ‘softer’ values of food. In an alternative regenerative perspective, industrialized large-scale farming and lack of internalization of external costs were regarded as the main problems, and diversity, soil health, and organic farming as the main solutions. Proponents of a third perspective regarded phasing out fossil fuels, increased profitability of companies, increased meat production, and self-sufficiency as high priorities. These contrasting views can be a major barrier to transforming the Swedish food system. However, a number of entry points for change (i.e. aspects highly important for some and neutral for others) were identified, including focusing on healthy diets and increased production of fruit and vegetables. Focusing on these can build trust among stakeholders before moving to discussions about the larger and more sensitive systemic changes needed. © 2022 The Authors

    • Russell L. Ackoff developed the Interactive Planning (IP) methodology as a conceptual tool to guide systematic and systemic development of organizations. One of its unique features is that such development should be ideal-oriented. IP has been well-received within the Systems Thinking community in particular; where more than 300 applications of IP are mentioned. However, it has not been easy to answer the question: “does the use of IP enable that which it is proposing to enable?” as there have been no systematic, empirically grounded, and critically oriented, evaluations of IP. This study attempts to offer such an evaluation. In this case, IP was employed to support a comprehensive development of a Department within a company. This IP application was evaluated using a set of predefined evaluation criteria derived from the IP as such and also from its critique. The results suggest that IP is indeed a powerful methodology to guide organizational development. While IP has several positive merits, a set of limitations were identified and serve here as a basis for deriving recommendations for the practitioners of IP and also suggestions of areas that merit further IP research.

  • Effects of public policy interventions for environmentally sustainable food consumption: a systematic map of available evidence

    • Background The global food system is inflicting substantial environmental harm, necessitating a shift towards more environmentally sustainable food consumption practices. Policy interventions, for example, information campaigns, taxes and subsidies and changes in the choice context are essential to stimulate sustainable change, but their effectiveness in achieving environmental goals remains inadequately understood. Existing literature lacks a comprehensive synthesis of evidence on the role of public policies in promoting sustainable food consumption. Our systematic map addressed this gap by collecting and categorising research evidence on public policy interventions aimed at establishing environmentally sustainable food consumption patterns, in order to answer the primary research question: What evidence exists on the effects of public policy interventions for achieving environmentally sustainable food consumption?Methods Searches for relevant records (in English) were performed in WoS, Scopus, ASSIA, ProQuest Dissertation and Theses, EconLit, Google Scholar and in bibliographies of relevant reviews. A grey literature search was also performed on 28 specialist websites (searches were made in the original language of the webpages and publications in English, Swedish, Danish and Norwegian were eligible) and Google Scholar (search in English). Screening was performed at title/abstract and full-text levels, with machine learning-aided priority screening at title/abstract level. Eligibility criteria encompassed settings, interventions (public policies on sustainable food consumption), target groups and outcomes. No critical appraisal of study validity was conducted. Data coding covered bibliographic details, study characteristics, intervention types and outcomes. Evidence was categorised into intervention types and subcategories. Visual representation utilised bar plots, diagrams, heatmaps and an evidence atlas. This produced a comprehensive overview of effects of public policy interventions on sustainable food consumption patterns.Review findings The evidence base included 227 articles (267 interventions), with 92% of studies in high-income countries and only 4% in low-income countries. Quantitative studies dominated (83%), followed by mixed methods (16%) and qualitative studies (1%). Most interventions were information-based and 50% of reviewed studies looked at labels. Information campaigns/education interventions constituted 10% of the sample, and menu design changes and restriction/editing of choice context 8% each. Market-based interventions represented 13% of total interventions, of which two-thirds were taxes. Administrative interventions were rare (< 1%). Proxies for environmental impact (85%) were more frequent outcome measures than direct impacts (15%). Animal-source food consumption was commonly used (19%) for effects of interventions on, for example, greenhouse gas emissions. Most studies used stated preferences (61%) to evaluate interventions.Conclusions The literature assessing policies for sustainable food consumption is dominated by studies on non-intrusive policy instruments; labels, information campaigns, menu design changes and editing choice contexts. There is a strong need for research on sustainable food policies to leave the lab and enter the real world, which will require support and cooperation of public and private sector stakeholders. Impact evaluations of large-scale interventions require scaling-up of available research funding and stronger multidisciplinary research, including collaborations with industry and other societal actors. Future research in this field should also go beyond the European and North American context, to obtain evidence on how to counteract increasing environmental pressures from food consumption worldwide.

  • Women's entrepreneurship, neoliberalism and economic justice in the postfeminist era : a discourse analysis of policy change in Sweden

    • Since the early 1990s, there has been investment in women's entrepreneurship policy (WEP) in Sweden, which continued until 2015. During the same period, Sweden assumed neoliberal policies that profoundly changed the position of women within the world of work and business. The goals for WEP changed as a result, from entrepreneurship as a way to create a more equal society, to the goal of unleashing women's entrepreneurial potential so they can contribute to economic growth. To better understand this shift we approach WEP as a neoliberal governmentality which offers women 'entrepreneurial' or 'postfeminist' subject positions. The analysis is inspired by political theorist Nancy Fraser who theorized the change as the displacement of socioeconomic redistribution in favour of cultural recognition, or identity politics. We use Fraser's concepts in a discourse analysis of Swedish WEP over two decades, identifying two distinct discourses and three discursive displacements. Whilst WEP initially gave precedence to a radical feminist discourse that called for women's collective action, this was replaced by a postfeminist neoliberal discourse that encouraged individual women to assume an entrepreneurial persona, start their own business, compete in the marketplace and contribute to economic growth. The result was the continued subordination of women business owners, but it also obscured or rendered structural problems/solutions, and collective feminist action, irrelevant.

    • Policy actors seeking to stimulate entrepreneurship sometimes give special attention to women. It is not given, however, that policy initiatives for women entrepreneurs necessarily contribute to gender equality, to social change for women - such as enhancing entrepreneurship as a means to women's wellbeing and financial or other independence - or to gendered change of society. We claim that the outcomes depend on the premises behind the policies. The purpose of this paper is to conduct an analysis of the feminist approaches that are taken in policies for women's entrepreneurship in the Scandinavian countries. We analyse how these policies argue for women's entrepreneurship, how they position women, and what assumptions they hold with respect to women and their businesses. We analyse and compare state-level polices that have been implemented by the national governments in three Scandinavian countries; Denmark, Norway, and Sweden, during the period 2005-2015. A comprehensive analytical tool, building on six different feminist theoretical approaches, is developed. We find that, even if a liberal feminist perspective is present, along with elements of other feminist approaches, polices give precedence to economic growth in a non-feminist fashion. Over time, economic growth becomes the key focus, while feminist approaches are silenced. We observe that, in the name of supporting women, the actual aim of policies for women entrepreneurs often seems to be economic growth, and women are seen merely as an untapped, and yet not fully adequate, resource.     • The purpose of this paper is to enhance our understanding of intra-organizational trust in public organizations by studying interpersonal trust in both vertical and horizontal relationships from a bidirectional perspective. Previous research has focused on trust at a single level of analysis, ignoring influences from other organizational levels, which has led to gaps in our understanding of trust. In addition, few studies take a bidirectional perspective where a trustor is simultaneously a trustee and vice versa. Through a case study, we contributed to filling this gap by studying the antecedents of trust - ability, benevolence and integrity.

    • I dagens Sverige lyfts ofta småföretag och entreprenörer fram. Företagandet diskuteras dock ofta separat från både arbetsmarknad och övriga näringslivet. Därmed negligeras att individer växlar mellan att vara sin egen och ha anställning, det vill säga att företagandet ofta är ett sätt för individen att navigera på arbetsmarknaden snarare än drivet av en stark önskan att vara sin egen. Inte heller uppmärksammas att små företag ofta startas och drivs som en direkt konsekvens av stora organisationers strategier - det vill säga företagandet är en organisatorisk lösning på en stor organisations problem, inte uttryck för en individs starka vilja att vara sin egen. I studien ges exempel på företagande av dessa slag. Det första exemplet bygger på Ursula Hårds studier av kvinnor som följt en starta-eget-kurs i en norrlandskommun och det andra på Malin Tillmars studier av företagande i anslutning till den offentliga sektorns omvandling. Det första fallet är ett exempel på företagande som arbetsmarknadsbeteende, det sistnämnda på företagande som organisatorisk lösning. Företagandet som skapat, och skapare av, genussystemet är tydligt i fallen och diskuteras i studien.
