  • Supply assessment of forest biomass : A bottom-up approach for Sweden

    • As there is increasing interest in the use of biomass for energy in Sweden, the potential availability and harvesting costs of forest roundwood, harvesting residues and stumps were estimated up to the year 2069 in 10-year intervals, using a high spatial resolution GIS. In each individual forest area, an average harvesting cost per forest assortment was estimated, based on the geographic and other properties of the area. Using cost structure and resource availability, marginal cost curves were constructed to allow analyses of the effects of changing market conditions and different policy frameworks. Based on geographically explicit data, the results indicated that the average harvesting costs would be 21–24 € m−3 for roundwood, depending on the type of harvesting and extraction operation. The corresponding cost estimate for harvesting residues was 23–25 € m−3 and 35 € m−3 for stumps. The harvesting cost estimates lie on the steeper part of the marginal cost curve, suggesting that increases in the supply of woody biomass can only occur at significantly higher harvesting costs. From a policy perspective, this suggests that subsidies aimed at reducing the harvesting costs will only have limited success in increasing the harvested volumes, given current technology. Therefore, for future development in the supply of forest assortments for energy generation, it is important to consider not only the supply potential, but also the integration of improvements in harvesting and transportation systems.

  • Integration of next-generation biofuel production in the Swedish forest industry – A geographically explicit approach

    • The geographic locations of biofuel production facilities should be strategically chosen in order to minimise the total cost of using biofuels. Proximity to biomass resources, possibilities for integration, and distance to biofuel users are aspects that need to be considered. In this paper, the geographically explicit optimisation model BeWhere Sweden was used to investigate the future production of next-generation biofuels from forest biomass in Sweden. A focus was placed on the integration of biofuel production with the existing forest industry, as well as on how different parameters affect biofuel production costs, the choice of technologies and biofuels, and the localisation of new biofuel plants. Six examples of different biofuel routes were considered. A methodology was developed considering detailed, site-specific conditions for potential host industries. The results show that the cost of biomass and the biofuel plant capital cost generally dominate the biofuel cost, but the cost for biomass transportation and biofuel distribution can also have a significant impact. DME produced via black liquor gasification (naturally integrated with chemical pulp mills) and SNG produced via solid biomass gasification (mainly integrated with sawmills), dominate the solutions. The distribution of these technology cases varies depending on a number of parameters, including criteria for sizing biofuel plants, the electricity price, the biofuel distribution cost and the cost of biomass, and is sensitive to changes in these parameters. Generally, plants with low specific investment costs (i.e., high biofuel production) and/or plants with low specific biomass transportation costs occur most frequently in the solutions. Because these properties often vary significantly among biofuel production facilities at different host industry sites of the same type, the results show the advantage of including site-specific data in this type of model.

    • Northern Scandinavia is an area, which is rich in natural resources and energy-intensive base industries covering several branches, e.g., Mining, Iron and Steel, Metal production, Pulp and Paper. They are often part of a community network where a change in one node affects the behavior and efficiency of its neighbors.  Improvements in environmental load, energy efficiency etc. cannot simply be achieved by improving the individual units. A system approach is needed. Such methods (Process Integration) have been developed within the Nordic Countries for more than twenty years, e.g. within the Swedish national program that was launched 1989. They are been practically applied e.g. at SSAB in Luleå An excellence center for Process Integration in Steelmaking (PRISMA), with industrial partners from Sweden and Finland, has recently been founded at MEFOS in Luleå. The process integration methods have been developed to handle multi-objective problems. This is because the industry has to answer to a combined demand on energy consumption, emission limits for several substances, climate effects as well as costs.  For regional evaluation an economic model has been developed which explicitly returns changing input and output prices due to changes in e.g., production technology, derived input demand or the introduction of market instruments. Especially on smaller regional markets, changes in input demand of fibrous raw material might significantly affect its price. This price effect must be considered whenever extensive changes in the production process are considered so that the project is not, ex post, rendered unprofitable. Another factor of great influence is local and national attitudes. These can influence both market value and political decisions.  These effects can be evaluated in stakeholder studies. Co-evaluation with the technical parameters mentioned above is interesting, but an obstacle is the difference in result format.  A method (CONJOINT) has been developed, by which these results can be converted into numerical parameters. For the Swedish Steel industry it has been tested within the ECO-Cycle program. An attempt to merge these methods into a combined study is presently carried an ongoing PROCESS INTEGRATION study for a Pulp and paper mill in northern Sweden. The possibility to merge into a combined tool or methodology is discussed.

Focus is on biorefineries. A spatial approach will be applied in combination with national energy system modelling in connection with technological development potentials and industrial applications is linked to the feed-stock supply as well as market and policy issues.

    • Significant use of forest biomass in the iron and steel industry (ISI) to mitigate fossil CO2 emissions will affect the biomass availability for other users of the same resource. This paper explores the market effects of increased forest biomass competition when promoting the use of forest-based bio-products in the ISI, as well as the interactions between the ISI and the forest industries. We employ a soft-linking approach that combines a geographically explicit techno-economic energy system model and an economic partial equilibrium model of the forest industries and forestry sectors. This allows for iterative endogenous modelling of new equilibrium price developments for different biomass assortments, determining locational choice of bio-products and assessing optimal bio-products technology choices. The results indicate an upward pressure on biomass prices when bio-products are introduced in the ISI (up to 62%), which affects both forest industries and the ISI itself. Prudence is thus warranted not to render bio-production investments uneconomical ex-post by neglecting to include potential price effects in investment decisions. The estimated price effects can be mitigated by increased domestic biomass supply, adjustments of international trade or by revising relevant policies. Even though the results suggest that the price effects will affect the geographical preferences for individual bio-production plants, proximity to the ISI production facility and integration benefits are more important than the proximity to cheaper biomass feedstocks. Product gas production integrated at ISI sites emerges as particularly attractive, while charcoal production exhibits sensitivity to fluctuating markets, both regarding resulting cost for the ISI, and preferred production locations.

    • The present paper introduces an integrated spatially explicit framework for assessing price impact on forestry markets in Sweden. The framework is based on the “soft-link” of a price determination model, the SpPDM model with the BeWhere Sweden model. The aim is to analyse the impacts of increased forest-based biofuel production for transportation within the Swedish context by 2030. To that effect, we develop scenarios analyses based on the simulations of successive biofuel production targets, under different assumptions concerning the competition intensity for forest biomass and the use of industrial by-products. The results suggest marginal impacts on the prices of forest biomass. The average across spatial-explicit prices varies from 0% to 2.8% across feedstocks and scenario types. However, the distribution of the spatial-explicit price impacts displays large variation, with price impacts reaching as high as 8.5%. We find that the pattern of spatial distribution of price impacts follows relatively well the spatial distribution of demand pressure. However, locations with the highest price impacts show a tendency of mismatch with the locations of the highest demand pressure (e.g. sawlogs). This is a counterintuitive conclusion compared to results from non-spatial economic models. The spatial-explicit structure of the framework developed, and its refined scale allows such results to be reported. Hence, from a policy-making perspective, careful analysis should be devoted to the locational linkages for forestry markets of increased biofuel production in Sweden.
