    • Information technology offers the possibility to produce and archive more recorded information than ever before. Thus it is has become feasible to preserve and have access to information in almost unlimited amounts. In sharp contrast, the situation today suggests that societal data has become significantly less accessible than was previously the case. This is both ironic and tragic. In this paper, we recognize that the cultural heritage is at risk, given current circumstances as revealed through observation and dialogue with an archivist. While there are many projects, cultural heritage institutions, government agencies and private enterprises involved in an ambitious research agenda, the majority of these are focussed on technical solutions. In contrast, we provide an indepth point of view of an archivist who is expected to preserve information in order to safeguard the long-term preservation of the cultural heritage. This report reveals the challenges as well as the systemic implications related to the full implementation of the Archival Information Systems guidelines, that fully involve archivists and users in systems design features and functionalities, in order to enable the advancement of longterm digital preservation.

  • Institutional Re-design for a Digital Era - Learning from Cases of Automation

    • Digital government often addresses how, where, and by whom digital transformation is brought into the complex institutional framed practices of governments and governance of society. However, digital transformation also points at critical demands to address the basic underlying institutional design of governments. The ongoing digital transformation of public welfare institutions opens for a gradual redesign of public institutions. It is important to address core values, such as inclusion, diversity, and literacy, to ensure a reflected transformation and re-design of public institutions. The purpose of this paper is to show how new forms of digital public services may have to be matched with institutional re-design to sustain public values and legitimate governments. We build on Ostrom’s eight design principles for institutional governance of common-pool resources and propose four principles for analyzing potential needs for re-design of institutions. Through a re-analysis of two case studies on automation in Swedish public organizations, we illustrate and discuss the institutional design. Hereby, we identify critical points for further analysis of emerging demands for institutional re-design. The analysis indicates that we must see beyond the organizational changes of digital government reforms and programs. We need to stretch into the institutional and foundational models of the public sector and how to provide equal and resilient welfare in a digital and changing world. We conclude by suggesting an agenda for research on institutional re-design in the digital era.

    •  With e-commerce expanding worldwide, not least during the current COVID-19 pandemic, our planet’s consequences and society are becoming more visible. Therefore, it is critical to cultivating a business environment where companies in the digital market integrate sustainable business models. To further understand this area, we conducted a systematic literature study to describe the current knowledge about the challenges and solutions facing sustainable e-commerce and its business models. Based on 32 peer-reviewed articles published within the last three years, we categorised them into five focal areas of sustainability in e-commerce: (1) production, (2) logistics, (3) waste & recycling, (4) business & resellers and (5) the consumer’s perspective. The results show that production should focus on digitalisation to become more intelligent and efficient, e.g., when it comes to energy consumption and decreasing waste. Current literature amplifies the last delivery route as attractive to create sustainability for logistics. The third category results add to the discussion on collecting information on how to use packing sustainably. The results show that businesses and resellers focus on sustainability, implying investments in new technology, changes in behaviour, and innovative business models. One result from the consumer category demonstrates the importance of online information related to sustainability since it affects the customers’ behaviour. Suggestions for future research are to investigate the effects of e-commerce when increasing online product information and focusing on information as an essential aspect of increasing sustainability.

  • Mitigating Escalation of Cascading Effects of a Payment Disruption Across Other Critical Infrastructures : Lessons Learned in 15 Simulation-Games

    • A disruption in one critical infrastructure can quickly lead to cascading effects in several other ones. Much research has been done to analyze dependencies between different critical infrastructures, but little is known about how to mitigate escalation and cascading effects across several critical infrastructures, i.e. how to develop collective critical infrastructure resilience. This research presents the results of 15 simulation-games where groups of 6 to 8 field experts from different sectors were challenged to collaboratively manage a disruption in the payment system that quickly affected food distribution, fuel distribution, transport, health care et cetera. Teams discussed possible strategies, which next were implemented in a computer simulation. Teams could influence the sequence of events on 4 decision points during a 10 day scenario, and play the same scenario several times to test alternative solutions. Each simulation-game session lasted a full day. Data analysis involved the recorded team discussions as well as computer simulation logs of the implemented decisions and their impacts. The results show how escalation and the severity of cascading effects largely depends on the quality of the early crisis response and not so much on the initial disruption. Also, it is shown how cross sectorial collaboration is required. Responses where groups focus too much on cascading effects in one area lead too poor overall performance for society at large. Groups tend to overbalance their mitigating strategies initially, until they arrive at a more balanced strategy that covers challenges in several different critical infrastructures from an integral perspective.

    • This article presents research conducted in three municipalities in Sweden and Belgium. The municipalities were involved in e-Government development. The article focuses on information culture, which constitutes the attitudes and norms embraced by the municipal employees towards public information management and use. E-Government is meant to improve efficiency through the use of information technology and information. This, however, requires effective information management regimes if information is to be leveraged in a manner that will enable the municipalities to attain their ultimate goal of high quality service delivery. Despite investments in information systems this research has proved that the information culture embraced by these will have to change if the ultimate goal of delivering high quality services to the citizens and the effective use and re-use of information is to be achieved. Information culture researchers argue that there is a correlation between business success and information culture. Therefore, the attitudes, norms and how the employees value organizational information, impacts its efficient use and management. This article therefore highlights some of the challenges that are caused by the attitudes of the municipal employees like lack of information management skills, collaboration and insufficient information management systems and satisfactory information management architecture. Even though huge investments are currently being made in the development of e-services, there are soft issues that need to be seriously addressed.
