    • Many countries are moving towards eGovernment for ensuring higher efficiency, transparency and accountability in the public administration. Accountability, the obligation to justify one’s conduct, has been widely discussed in the social, public and political spheres. However, it is not so well understood how and to what extent Government’s accountability is affected with the transformation to eGovernment. This paper focuses on this aspect by means of literature review and analyzing indexes related to eGovernment and the factors associated with accountability available during the period 2005 -2010. The findings show that the relationship between accountability and eGovernment among the countries as whole is not straightforward as it depends on the characteristics of the individual governance. However, evidence in general shows that strong accountability, which is measured here through a level of integrity, influences the government to adopt eGovernment as it helps to open up the government and its policy process to its citizens and other stakeholders.

    • Mobile learning involves use of mobile devices to participate in learning activities. Most elearning activities are available to participants through learning systems such as learning content management systems (LCMS). Due to certain challenges, LCMS are not equally accessible on all mobile devices. This study investigates actual use, perceived usefulness and user experiences of LCMS use on mobile phones at Makerere University in Uganda. The study identifies challenges pertaining to use and discusses how to improve LCMS use on mobile phones. Such solutions are a cornerstone in enabling and improving mobile learning. Data was collected by means of focus group discussions, an online survey designed based on the Technology Acceptance Model (TAM), and LCMS log files of user activities. Data was collected from two courses where Moodle was used as a learning platform. The results indicate positive attitudes towards use of LCMS on phones but also huge challenges whichare content related and technical in nature.

    • Mobile assisted language learning (MALL) is a subarea of the growing field of mobile learning (mLearning) research which increasingly attracts the attention of scholars. This study provides a systematic review of MALL research within the specific area of second language acquisition during the period 2007 - 2012 in terms of research approaches, methods, theories and models, as well as results in the form of linguistic knowledge and skills. The findings show that studies of mobile technology use in different aspects of language learning support the hypothesis that mobile technology can enhance learners’ second language acquisition. However, most of the reviewed studies are experimental and small-scale, conducted within a short period of time. There is also a lack of cumulative research; most theories and concepts are used only in one or a few papers. This raises the issue of the reliability of findings over time, changing technologies, and in terms of scalability. In terms of gained linguistic knowledge and skills, attention is primarily on learners’ vocabulary acquisition, listening and speaking skills and language acquisition in more general terms.

    • This paper describes the characteristics and scope of Information and Communication Technologies for Development  (ICT4D)  and Design Science Research (DSR), and subsequently presents findings  from a case study regard-ing how the call for future research, practical and methodological, on IS in gen-eral and ICT4D in particular can be well addressed with DSR. The paper con-tributes to the domain of design research knowledge as it critically discusses as well as exemplifies the use of DSR in an interpretive research perspective that aims at solving some socio-economic problems, which is significantly lacking in contemporary research. The major argument here is that DSR can be fruitfully used in ICT4D research as long as the goal of ICT4D research is to innovate or design something new. Furthermore, due to the stage-gate model nature of DSR, its comprehensive use in ICT4D needs an integrated research approach with well-coordinated activities throughout the development process.

    • We report ongoing research in search of characteristics of mobile work and use of mobile ICT (information and communication technologies) to support such work. Based on an empirical investigation of the work of mobile service technicians at Telia Nära, we outline five areas of social interaction where mobility changes fundamental aspects of the work.

  • Trusting and Adopting E-Government Services in Developing Countries? : Privacy Concerns and Practices in Rwanda

    • E-government is a strong focus in many developing countries. While services can technically benefit from solutions developed elsewhere, organizational development and user trust and acceptance are always local. In Least Developed Countries (LDCs) such issues become more dramatic as services are transformed quickly from traditional manual procedures to digitized ones copying models from developed countries. One of the most critical trust issues is privacy protection; e-government services must be developed in balance with citizens’ privacy views.To understand how to design trusted services in an LDC this study investigates information privacy concerns, perceptions of privacy practices, trust beliefs and behavior intentions towards using e-government services in Rwanda. The study was conducted by means of a survey (n = 540).A majority of the respondents had a considerable level of trust, and a positive view of the effectiveness of service providers’ privacy practices. Most respondents expressed positive intentions towards using e-government services. Still, a majority of the respondents expressed considerable privacy concerns. Men were more concerned than women and reported a higher reluctance to use e-government service. As this study is one of the few studies of privacy, trust and adoption of e-government in LDC, it contributes to broadening the context in which such issues have been researched.
