    • Transition from an existing IT system to modern Web technologies provides multiple benefits to an organization and its customers. Such a transition in a large organization involves various groups of stakeholders who may prioritize differently the requirements of the software under development. In our case study, the organization is a leading domestic company in the field of electricity power. The existing online system supports the customer service along with the technical activities and has more than 1,500 registered users, while simultaneous access can be reached by 300 users. The paper presents an empirical study where 51 employees in different roles prioritize 18 software requirements using hierarchical cumulative voting. The goal of this study is to test significant differences in prioritization between groups of stakeholders. Statistical methods involving data transformation, ANOVA and Discriminant Analysis were applied to data. The results showed significant differences between roles of the stakeholders in certain requirements.

    • Many countries are moving towards eGovernment for ensuring higher efficiency, transparency and accountability in the public administration. Accountability, the obligation to justify one’s conduct, has been widely discussed in the social, public and political spheres. However, it is not so well understood how and to what extent Government’s accountability is affected with the transformation to eGovernment. This paper focuses on this aspect by means of literature review and analyzing indexes related to eGovernment and the factors associated with accountability available during the period 2005 -2010. The findings show that the relationship between accountability and eGovernment among the countries as whole is not straightforward as it depends on the characteristics of the individual governance. However, evidence in general shows that strong accountability, which is measured here through a level of integrity, influences the government to adopt eGovernment as it helps to open up the government and its policy process to its citizens and other stakeholders.

  • Att lära om innovation i offentlig sektor : Studier i Action Innovation

    • Sammanfattning: Intresset för innovation i offentlig sektor ökar på flera fronter. Policymakare talar om innovation i ökad utsträckning. Allt fler konkreta innovationsinsatser genomförs i statliga myndigheter, regioner/landsting och kommuner. Med detta ökande intresse följer behov av både kunskapsutveckling och kompetensutveckling. I denna rapport redovisar vi resultat från ett praktikinriktat forskningsprojekt som har arbetat integrerat med både kunskapsutveckling och kompetensutveckling avseende innovation i offentlig sektor. Under ett år (höst 2013 – vår 2014) har Linköpings universitet och Governo AB tillsammans bedrivit projektet ”Action Innovation – gemensamt kunskapsbyggande för stärkt innovationskraft i offentliga verksamheter” med finansiellt stöd från VINNOVA (dnr 2013-02747). I detta projekt har 13 organisationer från offentlig sektor deltagit. Dessa organisationer har deltagit i två samlärandeprogram (under hösten respektive under våren) för att öka sina kunskaper om innovation samtidigt som bidrag till generell kunskaps-utveckling ges. Dessa samlärandeprogram har genomförts med stöd av metoden Action Innovation som utvecklats av Governo i tidigare VINNOVA-projekt. En huvudpoäng i upplägget är att medlemmar från en organisation går ut och studerar hur innovationsarbete går till i en annan organisation. Varje organisation har deltagit med 3-4 personer som då bildat ett undersökningsteam. Processen Action Innovation utgörs av tre gemensamma seminarier och mellanliggande arbete av intervjuer i besökt organisation och därpå följande analys och rapportskrivning. Kunskapsdelning sker på gemensamma seminarier genom ”spegling” och dialog. I första undersökningstillfället studeras exempel på en innovation; i det andra studerades förutsättningar för innovationsarbete.I forskningsprojektet har ingått att studera användningen av Action Innovation som metod för undersökningar och samlärande. Metoden består av olika kunskapsstöd som bl.a analysmodell, intervjuguide, undersökningsinstruktioner, rapportmall och presentations-mall. Metoden har successivt vidareutvecklats under projektet baserat på empiriska observationer och teoretisk analys. I rapporten beskrivs metoden Action Innovation. Redovisning sker av olika svårigheter och utmaningar som deltagarna haft och som föranlett vidareutveckling av metoden. Artikulering av bakomliggande lärprinciper för Action Innovation görs också. Förslag till fortsatt vidareutveckling av Action Innovation ges. Rapporten avslutas med reflektioner om innovationer i offentlig sektor. Dessa reflektioner har stimulerats av genomförda studier i Action Innovation.

  • Different roles of evaluation in information systems research

    • Evaluation of information systems (IS) has come to be an important topic for study as well as practice. IS scholars perform studies of how to evaluate IS and different IS related phenomena, like e.g. methods and strategies. Evaluation is also used as a research approach in many IS research studies. However, the use and interest of evaluation seem to be rather fragmented and diversified in the IS field. The purpose of this paper is to bring more structure to evaluation in IS research. Based on a review of literature on evaluation in IS research and on evaluation research in general a conceptualisation of evaluation in IS is presented. This consists of 1) a conceptual practice model of evaluation (including generic questions for the design of evaluation) and 2) a classification of different roles of IS evaluation research. This classification consists of three main research types: 1) research about evaluation, 2) research through evaluation and 3) research about evaluation research. The second research type has been divided into three sub-classes: 2a) research through evaluation as main strategy, 2b) research through evaluation as companion strategy and 2c) research through evaluation as re-use strategy. The different research types have been characterized and exemplified.

  • Mobile Assisted Language Learning : A Literature Review

    • Mobile assisted language learning (MALL) is a subarea of the growing field of mobile learning (mLearning) research which increasingly attracts the attention of scholars. This study provides a systematic review of MALL research within the specific area of second language acquisition during the period 2007 - 2012 in terms of research approaches, methods, theories and models, as well as results in the form of linguistic knowledge and skills. The findings show that studies of mobile technology use in different aspects of language learning support the hypothesis that mobile technology can enhance learners’ second language acquisition. However, most of the reviewed studies are experimental and small-scale, conducted within a short period of time. There is also a lack of cumulative research; most theories and concepts are used only in one or a few papers. This raises the issue of the reliability of findings over time, changing technologies, and in terms of scalability. In terms of gained linguistic knowledge and skills, attention is primarily on learners’ vocabulary acquisition, listening and speaking skills and language acquisition in more general terms.

    • This paper describes the characteristics and scope of Information and Communication Technologies for Development  (ICT4D)  and Design Science Research (DSR), and subsequently presents findings  from a case study regard-ing how the call for future research, practical and methodological, on IS in gen-eral and ICT4D in particular can be well addressed with DSR. The paper con-tributes to the domain of design research knowledge as it critically discusses as well as exemplifies the use of DSR in an interpretive research perspective that aims at solving some socio-economic problems, which is significantly lacking in contemporary research. The major argument here is that DSR can be fruitfully used in ICT4D research as long as the goal of ICT4D research is to innovate or design something new. Furthermore, due to the stage-gate model nature of DSR, its comprehensive use in ICT4D needs an integrated research approach with well-coordinated activities throughout the development process.

    • A discussion of the factors contributing to a likely increase in austerity establishes the case for a greater emphasis on frugal information systems (IS), which is defined as an information system that is developed and deployed with minimal resources to meet the pre-eminent goal of the client. The U-constructs are adopted as a foundation for a frugal IS, and two simple messaging system-based case studies illustrate their application. Design guidelines and practices for frugal IS are considered. The challenges and potential gains of frugal IS are reviewed.

    • Learning from anywhere anytime is a contemporary phenomenon in the field of education that is thought to be flexible, time and cost saving. The phenomenon is evident in the way computer technology mediates knowledge processes among learners. Computer technology is however, in some instances, faulted. There are studies that highlight drawbacks of computer technology use in learning. In this study we aimed at conducting a SWOT analysis on ubiquitous computing and computer-mediated social interaction and their affect on education. Students and teachers were interviewed on the mentioned concepts using focus group interviews. Our contribution in this study is, identifying what teachers and students perceive to be the strength, weaknesses, opportunities and threats of ubiquitous computing and computer-mediated social interaction in education. We also relate the findings with literature and present a common understanding on the SWOT of these concepts.Results show positive perceptions. Respondents revealed that ubiquitous computing and computer-mediated social interaction are important in their education due to advantages such as flexibility, efficiency in terms of cost and time, ability to acquire computer skills. Nevertheless disadvantages where also mentioned for example health effects, privacy and security issues, noise in the learning environment, to mention but a few. This paper gives suggestions on how to overcome threats mentioned.

    • This paper aims to extend our knowledge about employees’ noncompliance with Information Security Policies (ISPs), focusing on employees’ self-justification as a result of escalation of commitment that may trigger noncompliance behaviour. Escalation presents a situation when employees must decide whether to persist or withdraw from nonperforming tasks at work. Drawing on self-justification theory and prospect theory, our model presents two escalation factors in explaining employee’s willingness to engage in noncompliance behaviour with ISPs: self-justification and risk perceptions. We also propose that perceived benefits of noncompliance and perceived costs of compliance, at the intersection of cognitive and emotional driven acts influence self-justification. The model is tested based on 376 respondents from banking industry. The results show that while self-justification has a significant impact on willingness, risk perceptions do not moderate their relation. We suggest that future research should explore the roles of self-justification in noncompliance to a greater extent.
