    • Perspektiv på offentlig verksamhet i utveckling - Tolv kapitel om demokrati, styrning och effektivitet samlar texter från doktorander och forskare knutna till Forskarskolan Offentlig verksamhet i utveckling (FOVU) vid Örebro Universitet. Antologin erbjuder en mångdisciplinär och omfångsrik behandling av en rad viktiga utmaningar för dagens offentlig verksamhet. I boken behandlas ämnen som korruption, jämställdhet, trygghet, medborgardialog, sjukskrivning och högerextremism. Målsättningen med boken är att skapa en bro mellan inomvetenskapliga debatter, offentlig praktik och politik. Här erbjuds kortare texter som på ett överskådligt sätt angriper praktikrelevanta ämnen utan att göra avkall på den vetenskapliga kvaliteten. Vissa texter erbjuder forskningsöversikter och reder ut oklarheter i teoretiska debatter, medan andra presenterar resultat av empirisk forskning.

    • Ocean temperatures are rising; species are shifting poleward, and pH is falling (ocean acidification, OA). We summarise current understanding of OA in the brackish Baltic-Skagerrak System, focussing on the direct, indirect and interactive effects of OA with other anthropogenic drivers on marine biogeochemistry, organisms and ecosystems. Substantial recent advances reveal a pattern of stronger responses (positive or negative) of species than ecosystems, more positive responses at lower trophic levels and strong indirect interactions in food-webs. Common emergent themes were as follows: OA drives planktonic systems toward the microbial loop, reducing energy transfer to zooplankton and fish; and nutrient/food availability ameliorates negative impacts of OA. We identify several key areas for further research, notably the need for OA-relevant biogeochemical and ecosystem models, and understanding the ecological and evolutionary capacity of Baltic-Skagerrak ecosystems to respond to OA and other anthropogenic drivers.

    • In this article local governance in the Swedish context is discussed. A case study of a Swedish city is framed in its historical, national and international context. By locating the redevelopment of an old harbour within a historical context, new insights are brought into the understanding of local governance. Cities are indeed nested. Deteriorating public finances, the deregulation of the economy (nationally and globally), the changed status of the welfare state, the restructuring of industry and the neo-liberal wave all taken together form a formidable challenge. A radical questioning of the values, principles and forms of the Swedish welfare state has tangible impacts on local governance. It is concluded that Swedish municipal actors face the dual challenge of acting efficiently (being sensitive to the needs and demands of local elites), while keeping democratic legitimacy (being sensitive to the needs and demands of all citizens).

    • Major climate and ecological changes affect the world's oceans leading to a number of responses including increasing water temperatures, changing weather patterns, shrinking ice-sheets, temperature-driven shifts in marine species ranges, biodiversity loss and bleaching of coral reefs. In addition, ocean pH is falling, a process known as ocean acidification (OA). The root cause of OA lies in human policies and behaviours driving society's dependence on fossil fuels, resulting in elevated CO2 concentrations in the atmosphere. In this review, we detail the state of knowledge of the causes of, and potential responses to, OA with particular focus on Swedish coastal seas. We also discuss present knowledge gaps and implementation needs.

  • Monitoring the effects of knowledge communication on conservation managers' perception of genetic biodiversity : a case study from the Baltic Sea

    • Despite the attention given to genetic biodiversity in international agreements such as the Convention on Biological Diversity (CBD) Strategic Plan and the Aichi Targets, previous research points at a “conservation genetics gap,” indicating that scientific insights into genetic biodiversity are poorly integrated into practical management. Both researchers and managers call for platforms for knowledge exchange between science and practice. However, few scientific studies on the potential effects of such knowledge transfer have been conducted. The present study is a follow-up to Lundmark et al. (2017), which identified significant effects of two forms of knowledge communication on conservation managers’ concerns and beliefs in regard to Baltic Sea genetic biodiversity. This study departs from Lundmark et al. (2017) and explores (a) whether the identified alterations in knowledge and beliefs persist over time, and (b) whether potential stability differs between different types of policy beliefs as well as between two types of knowledge communication (lecture and group deliberation). The results of this follow-up study show that the positive impacts on managers’ self-assessed knowledge remained, while the effects on policy beliefs largely had vanished a few months after the knowledge communication. Thus, changes in beliefs seem perishable, suggesting that continuity is more important than the form of educational efforts.

    • Currently, we are witnessing a number of global trends that do not promise well for the future. Accelerating climate change, loss of biodiversity, chemical pollution, disappearance of natural forest and degradation of fishing grounds and agricultural lands are just a few of the serious environmental problems that threaten the functional and structural integrity of ecosystems, to an extent that also human societies risk collapse. The scale of human impact is now such that scholars suggest that we live in the Anthropocene. The trends are driven by several linked factors, which are not easily disentangled into manageable specific problems to be solved by specific policies. More than ever, interdisciplinary and transdisciplinary collaborations are needed in order to address these urgent challenges. The objective of this paper is to argue for the importance of research on socio-technical-ecological systems (STES) rather than social-ecological (SES) and sociotechnical systems (STS) separately. Hence, we address researchers in both the social-ecological and sociotechnical fields. We organize the argument around six reasons why “technology” should be integrated into SES studies. We call these reasons: (1) the interface and mediation aspect, (2) ambivalence, (3) the agency aspect, (4) the question of scale, (5) the question of governance and politics, and (6) the question of epistemology and framing. We also highlight potential conceptual conflicts and mistranslations. Our discussion is primarily a theoretical argument, exemplified with empirical examples.Among the conceptual challenges, we note that SES scholars, if they consider technology in their analyses, generally treat it as an exogenous factor or as a passive background element. Similarly, STS scholars tend to neglect ecological dynamics and refer to the ecological domain mainly in terms of inputs and outputs, e.g. natural resources, environmental and health problems caused by human activities. In light of the discussion, we conclude that the importance of collaborating across the two fields goes beyond each field adding pieces together. We argue that integration and translation across these domains will lead to qualitative change in the theoretical and methodological approaches of both fields; and that technology, society and ecology should be given symmetric analytical attention.

    • This article explores the relationship between two major explanations of the formation of positive attitudes towards environmental policy measures. Ideological orientation and personal values have, in theory, significant overlaps in the sense that they collect general and cross-situational sentiments used to understand and evaluate a wide range of political issues. However, in the empirical literature, although they independently have been shown to have rather significant effects on pro-environmental policy attitudes, they are rarely tested together in order to explore whether they capture the same basic mechanisms. In this article, two data sets from Sweden are used to demonstrate both that ideological orientation and personal values independently affect pro-environmental policy support, as well as that these effects differ across different policy types.

    • This paper presents a new approach for studying temporal sequences across ordinal variables. It involves three complementary approaches (frequency tables, transitional graphs, and dependency tables), as well as an established adaptation based on Bayesian dynamical systems, inferring a general system of change. The frequency tables count pairs of values in two variables and transitional graphs depict changes, showing which variable tends to attain high values first. The dependency tables investigate which values of one variable are prerequisites for values in another, as a more direct test of causal hypotheses. We illustrate the proposed approaches by analyzing the V-Dem dataset, and show that changes in electoral democracy are preceded by changes in freedom of expression and access to alternative information.

    • Desde 2016, la comunidad indígena Shuar de Congüime en la Amazonía ecuatoriana tiene la concesión para extraer oro en su territorio mediante su empresa comunitaria Exploken Minera. Con su misión de una minería socio-ecológicamente responsable, invirtiendo los ingresos en la comunidad y sin usar químicos o metales pesados, este modelo único se contrasta con la extracción minera transnacional e ilegal en territorios indígenas. Con inspiración teórica y metodológica de la ecología política, justicia ambiental y el post-desarrollo, así como la conceptualización de utopías reales, este estudio etnográfico trata de las experiencias de gobernanza y justicia socioambiental de la empresa comunitaria y los dilemas, disputas y desafíos que emergen en la comunidad con esta nueva situación. El resultado indica que varios desafíos estructurales siguen sin resolverse. Si bien las experiencias de responsabilidad socioecológica de Exploken constituyen una opción ante el extractivismo destructivo y considerando la mejora de las condiciones de vida de muchas familias Shuar, surgieron nuevas tensiones sociales en Congüime, incluso transformaciones de las estructuras de poder social.
