  • Clash or concert in European forests? Integration and coherence of forest ecosystem service–related national policies

    • This paper compares how forest ecosystem service–related policies are integrated in different national European forest governance contexts. Efforts to achieve policy integration at the EU and national levels are often described in terms of limited success. Our analysis of forest, energy/bioeconomy, climate, and conservation policies suggests that notions of progress or failure merit careful assessment. Combining theories of policy integration (PI), environmental policy integration (EPI), and policy coherence, we argue that integration outcomes depend on the combined effects of the degree and nature of PI, EPI, and multilevel coherence in the context of the prevailing forest governance system. The nature of the interdependencies, specifically anticipated synergies, and the scope of FES-related climate objectives, are crucial. Realizing the range of FES-related objectives entails safeguarding objectives not synergistically aligned with economic aims. Failures to safeguard biodiversity and regulating and cultural ecosystem services in the process of integration may have far-reaching consequences.

  • Applying machine learning to media analysis improves our understanding of forest conflicts

    • Conflicts over the management and governance of forests seem to be increasing. Previous media studies in this area have largely focused on analysing the portrayal of specific conflicts. This study aims to review how a broad range of forest conflicts are portrayed in the Swedish media, analysing their temporal, spatial, and relational dimensions. We applied topic modelling, a machine learning approach, to analyse 53,600 articles published in the Swedish daily press between 2012 and 2022. We identified 916 topics, of which 94 were of interest for this study. Our results showed ten areas of forest conflicts: hunting and fishing (35 % of total coverage), energy (24 %), recreation and tourism (11 %), nature conservation (8 %), forest damages (6 %), international issues (5 %), forestry (5 %), reindeer husbandry (4 %), media and politics (2 %), and mining (1 %). The overall coverage of forest conflicts increased significantly over the study period, potentially reflecting an actual increase in forest conflicts. Some of the conflicts were continuously reported upon over time, while the coverage of others exhibited seasonal or event-related patterns. Four conflicts received most of their coverage in specific regions, while others were covered across the whole of Sweden. A relational analysis of the conflicts revealed three clusters of forest conflicts focused respectively on industrial, cultural, and conservation conflicts. Our results emphasise the value of using topic modelling to understand the overall patterns and trends of the media coverage of current land use conflicts, while also highlighting potential areas of emerging conflicts that may be of special interest for planners and policy-makers to monitor and manage.

  • The Swedish forestry model : more of everything?

    • "The Swedish forestry model" refers to the forest regime that evolved following the 1993 revision of the Swedish Forestry Act. It is key to Swedish forest politics and used to capture the essence of a sustainable way of managing forests. However, the ideas, institutions and practices comprising the model have not been comprehensively analyzed previously. Addressing this knowledge gap, we use frame analysis and a Pathways approach to investigate the underlying governance model, focusing on the way policy problems are addressed, goals, implementation procedures, outcomes and the resulting pathways to sustainability. We suggest that the institutionally embedded response to pressing sustainability challenges and increasing demands is expansion, inclusion and integration: more of everything. The more-of-everything pathway is influenced by ideas of ecological modernization and the optimistic view that existing resources can be increased. Our findings suggest that in effect it prioritizes the economic dimension of sustainability. While broadening out policy formulation it closes down the range of alternative outputs, a shortcoming that hampers its capacity to respond to current sustainability challenges. Consequently, there is a need for a broad public debate regarding not only the role of forests in future society, but also the operationalization of sustainable development.

  • Technology Neutrality in European Regulation of GMOs

    • Objections to the current EU regulatory system on genetically modified organisms (GMOs) in terms of high cost and lack of consistency, speed and scientific underpinning have prompted proposals for a more technology-neutral system. We sketch the conceptual background of the notion of ‘technology neutrality’ and propose a refined definition of the term. The proposed definition implies that technology neutrality of a regulatory system is a gradual and multidimensional feature. We use the definition to analyze two regulatory reform proposals: One proposal from the Netherlands for improving the exemption mechanism for GMOs under Directive 2001/18/EC, and one from the Norwegian Biotechnology Advisory Board, outlining a new stratified risk assessment procedure. While both proposals offer some degree of improved technology neutrality in some dimensions compared to current EU regulation, in some extents and dimensions, they do not. We conclude that proposals for more technology-neutral regulation of GMOs need, first, to make explicit to what extent and in what dimensions the proposal improves neutrality and, second, to present arguments supporting that these specific improvements constitute desirable policy change against the background of objections to current policy.

  • Multi-stakeholder collaboration in Russian and Swedish model forest initiatives : adaptive governance toward sustainable forest management?

    • Building the adaptive capacity of interlinked social and ecological systems is assumed to improve implementation of sustainable forest management (SFM) policies. One mechanism is collaborative learning by continuous evaluation, communication, and transdisciplinary knowledge production. The Model Forest (MF) concept, developed in Canada, is intended to encourage all dimensions of sustainable development through collaboration among stakeholders of forest resources in a geographical area. Because the MF approach encompasses both social and ecological systems, it can be seen as a process aimed at improving adaptive capacity to deal with uncertainty and change. We analyzed multi-stakeholder approaches used in four MF initiatives representing social–ecological systems with different governance legacies and economic histories in the northwest of the Russian Federation (Komi MF and Pskov MF) and in Sweden (Vilhelmina MF and the Foundation Säfsen Forests in the Bergslagen region). To describe the motivations behind development of the initiative and the governance systems, we used qualitative open-ended interviews and analyzed reports and official documents. The initial driving forces for establishing new local governance arrangements were different in all four cases. All MFs were characterized by multi-level and multi-sector collaboration. However, the distribution of power among stakeholders ranged from clearly top down in the Russian Federation to largely bottom up in Sweden. All MF initiatives shared three main challenges: (a) to develop governance arrangements that include representative actors and stakeholders, (b) to combine top-down and bottom-up approaches to governance, and (c) to coordinate different sectors’ modes of landscape governance. We conclude that, in principle, the MF concept is a promising approach to multi-stakeholder collaboration. However, to understand the local and regional dimensions of sustainability, and the level of adaptability of such multi-stakeholder collaboration initiatives, empirical studies of outcomes are needed. To assess the adaptive capacity, the states and trends of economic, ecological, social, and cultural dimensions in actual landscapes need to be linked to how the multi-stakeholder collaboration develops and performs over the long term.

  • Iron triangles and subsidies : understanding the long-term role of the government on Swedish commercial fisheries

    • Many natural resources have degraded and collapsed despite being managed under rigorous institutional frameworks set up to ensure rational exploitation. Path dependency of dysfunction institutions has been suggested as an explanation for such undesired outcomes. We explore the role of path dependency in natural resource management by studying a 100-year evolution of Swedish fisheries. We rely on three main types of original longitudinal data collected for the period 1914–2016: (A) policy documents, (B) government spending on management and subsidies, and (C) catch and fleet data. Our analysis contrasts the periods before and after the Swedish entrance into the European Union (1995) because this marks the year when fisheries policy became beyond the direct influence of the Swedish government. We uncover four pieces of evidence suggesting the existence of a path dependent dynamic in the pre-EU period: (1) despite increasing insights on the vulnerability of fish stocks to overexploitation, national policy goals in relation to fisheries continuously promoted incompatible goals of social and economic growth but without any reference to the sustainability of the biological resources; (2) the same policy instruments were used over long periods; (3) actor constellations within the fisheries policy subsystem were stable over time; (4) neither political regime nor macroeconomic variables and fisheries performance (industry production, oil price, landing values) could explain observed temporal variation in subsidies. We conclude that key policy actors in the pre-EU period formed an “iron triangle” and thereby prevented necessary policy changes. These national reinforcing feedbacks have been weakened since EU entrance, and the indicators for path dependency show broader involvement of stakeholders, a shift in spending, and policy goals that now explicitly address ecological sustainability.
