    • Perspektiv på offentlig verksamhet i utveckling - Tolv kapitel om demokrati, styrning och effektivitet samlar texter från doktorander och forskare knutna till Forskarskolan Offentlig verksamhet i utveckling (FOVU) vid Örebro Universitet. Antologin erbjuder en mångdisciplinär och omfångsrik behandling av en rad viktiga utmaningar för dagens offentlig verksamhet. I boken behandlas ämnen som korruption, jämställdhet, trygghet, medborgardialog, sjukskrivning och högerextremism. Målsättningen med boken är att skapa en bro mellan inomvetenskapliga debatter, offentlig praktik och politik. Här erbjuds kortare texter som på ett överskådligt sätt angriper praktikrelevanta ämnen utan att göra avkall på den vetenskapliga kvaliteten. Vissa texter erbjuder forskningsöversikter och reder ut oklarheter i teoretiska debatter, medan andra presenterar resultat av empirisk forskning.

  • Från el till värme : en diskursanalytisk policystudie av energiomställning på statlig, kommunal och hushållsnivå

    • The aim of this thesis is to analyse how space heating for single-family houses, and energy system conversion has been constructed and discussed at national, municipal and household levels. Political documents have been studied, and interviews have been carried out with politicians, civil servants and householders in the municipality of Falun. In order to study and analyse similarities and differences between these three political levels, the following main questions were asked: In which sense is the use of electrical heating formulated as problematic? How are the causes of these problems presented, and which solutions are suggested? What are the effects of how problems, causes and solutions are constructed?At the national level, the use of electricity produced by nuclear power was considered a problem. Initially the municipality’s policy documents present the same problem, but there is a change of focus to the problem of imported electricity produced by fossil fuel, and the resulting emissions. At household level, the problem was often an old and badly functioning space-heating system. But some households did not formulate a problem before they converted. Instead they were influenced by their neighbours and thereby convinced.At all three political levels, there is consensus on the households’ responsibility concerning energy transition. While industry tends to be considered incapable of cutting down its energy consumption, households are expected to take the responsibility seriously. Furthermore, within the household, the heating system tends to be constructed as a predominantly male concern.At all three levels, households are perceived as dependant on economical subsidies when taking the decision to convert from electrical heating. Although it is interesting that the interviewed householders only apply this view to others than themselves. They are convinced that other households need subsidies to act in an environmentally correct way.The discourse concerning the Swedish energy transition illustrates a shift away from a definition of ecological modernisation where environmental considerations influence economic development. The thesis clearly shows how economic arguments repeatedly influence environmental concerns. However, the tension between the two is played down and concealed through the lack of problematisation of the responsibility of industry, and through the focus on the need for education and future opportunities. Political dialogues concerning the use of electrical heating and the conversion of energy systems towards more renewable energies are dominated by economic arguments at the three levels. One effect of this is an assumption that energy policy instruments such as information and economic subsidies are essential for the energy transition. However, if householders rather are influenced by their neighbours should the government use economic subsidy as the main energy policy instrument?

    • Comparing eight post-communist semi-presidential systems (Bulgaria, Croatia, Lithuania, Moldova, Poland, Romania, Ukraine, and Russia), comprising a total of 65 instances of intra-executive coexistence between 1991 and 2007, this article asks to what extent and in what ways president–cabinet conflicts increase the risk of pre-term termination of governments. Previous studies of intra-executive conflicts in semi-presidential regimes have mainly been occupied with explaining why conflicts occur in the first place, and neglected the question of how such conflicts are actually related to political outcomes. The present empirical investigation demonstrates that the occurrence of intra-executive conflict in transitional semi-presidential systems is likely to produce high rates of cabinet turnover.

    • This article discusses the practice of crossdisciplinarity in the context of future-oriented sustainability studies. Much research into crossdisciplinarity has concentrated on programmatic and epistemological questions. In this study, we focus on research practice and efforts to realize transdisciplinary aims across a research programme. We use the Swedish Future Forests programme as a case study and explore its aims, forms of collaboration and level of conceptual integration. The study demonstrates that efficient integration requires organizational settings able to support the development of a common conceptual framework. To achieve this, the aims and forms of collaboration and the means of integration ought to be consistent. Far-reaching integration and short-term instrumental objectives may be difficult to combine because integration requires intellectual space, specific boundary settings and time. Short-term instrumental objectives may also hamper open and reflexive discussion of alternative pathways to sustainability and of how participating actors shape the research process. These insights may help researchers and participating actors to design research programmes that enable a realization of their transdisciplinary ambitions.

    • In recent years, issues concerning the future of “multicultural Sweden” have become a salient feature in Swedish politics. One important actor in recent years’ debates about the problems confronting “multicultural Sweden” is the Swedish Liberal Party. Since the general election of 2002, the party has gained both publicity and electoral support by focusing the question of “integration of immigrants” in terms of assimilation and intensified demands aimed at the “immigrant Others”. In this article, the party’s recent developments in the area of integration policy is analysed within the framework of two general processes in contemporary politics, the politics of racialisation and the medialisation of politics. The party’s successful interventions in the area of integration policy are built on an intimate as well as complex interplay between racialisation and medialisation. The agenda articulated by the party, further, has several similarities with the agenda of “authoritarian populist” movements throughout Europe.
