- The aim of this study is to explain the evolution of foreign policy in Denmark, Finland and Sweden with regard to Western security cooperation between 1988 and 1993. The study sets out to test two theoretical perspectives on the security cooperation policies of these three small states. The external political perspective is based on the idea that foreign policy is determined by the challenges of a state’s external political environment. The domestic political perspective is based on the idea that phenomena at the domestic level of the state have an impact on how governments cope with external constraints. The primary theoretical ambition is to integrate the findings from these two analyses in order to further an understanding of the mechanisms of foreign policy change in small states.In order to study the relationship between the environment and foreign policy change, the author applies a perceptual approach, which means that his intention is to explain foreign policy action on the basis of the perceptions actors have of the environment.The author draws a number of conclusions with regard to the mechanisms of foreign policy change. First, a perceptual approach is needed in order to analyze a state’s specific responses to international political change. Second, domestic factors are not only important for foreign policy in general but also for the evolution of security cooperation policy in small states under conditions of fundamental shift in the international system. Third, it is possible to attribute some degree of relative explanatory power to external factors and to assign a range of different roles to domestic factors. Fourth, governments of Western democratic small states pay relatively equal attention to external and domestic considerations when making their foreign policies. However, depending on the situation, the relative potency of external and domestic factors can vary.

- European integration has increased to encompass security-related policies. One such policy is defense industry policy, which traditionally has been a national concern rooted in defense and security policy. Efforts have been made since the 1990s to create a European defense industry market. However, there have been different ideas of how this goal should be achieved or which model for state–industry relations the market should rest on. Using Sweden to illustrate the development, this article argues that for the Europeanization of defense industry policy, marketization has played a vital role. Building on official documents and interviews, the article analyzes the efforts to create a European defense industry market, marketization of Swedish defense industry policy, and the increased interaction between Swedish and European defense industry policy processes. The analysis also shows domestic challenges that the processes of Europeanization and marketization have brought about.

- Successful attempts by leaders of democratic political parties to hand over their position at a time and to a heir of their own choosing are quite rare. In this paper we examine how and why this might be the case. After placing the issue of managed transition in the broader literature on party leadership succession, we develop a conceptual framework for understanding succession processes and the strategic choices therein faced by both incumbent leaders and prospective successors. This is then applied to two Dutch case studies and, more briefly, a series of reference cases. This analysis suggests key factors shaping the success and failure of political succession management in parties: the anointed successor’s `rooting’ in the party and/or his perceived vote-getting potential; the maintenance of cooperation and trust between incumbent and heir apparent in an environment containing many forces driving them apart; and propitious timing of the public announcement of the succession arrangement.

- During the 2000s, Sweden has pursued an active foreign and security policy. This has meant participation in several international military operations and has left many Swedish soldiers and officers with combat experience. Thus, the Swedish parliament decided in 2010 on a political reform of the veterans area, with more extensive societal support, war decorations to express the government recognition of personal sacrifices made in the service and a new medal for courage in combat. Considered as a reward system, it functions as an immaterial and emotionally established incentive, in contrast to the financial and bonus reward systems that are otherwise common.From a governance perspective, this setting is fundamentally interesting. The complexity of military operations and the demands for efficiency in armed combat are in contrast with the democratic state's need to guarantee the rule of law, even from a distance and under difficult conditions. Traditional government is not sufficient because the situation is characterized by high contextual uncertainty and therefore requires more situational adaptive control. Organizing in a professional model implies autonomy for military officials, and this means that there is a form of gap in terms of civilian control.In the dissertation, a concept and an analytical model are formulated to understand this phenomenon, entitled soft norm governance, that also form one of the main results. The model combines four levels of analysis to describe the dynamics of the steering mix: organizational metagovernance, rule control, policy work and professional ethics. One conclusion is that professional ethics has a two-way function in the chain of implementation steering, both as a decisive factor for concrete decision-making, but also as an objective for the government’s soft norm governance. Thus, this control gap does not mean absence of control, but that other value-based norm systems govern our actions. In this way, soft norm governance also reaches beyond the scope of the law.The theoretical framework is metagovernance, the idea that the modern state is steering at a distance and with subtle methods, such as by organizational measures. It opens for the importance of soft law, social norms and ethics in governmental steering. The case study of the veterans policy and medal of courage contributes empirically to the specification of these theories. Furthermore, new institutionalism adds an explanatory value with a rationality of action for the officials, a so-called logic of appropriateness based on the professional role and on adaptation to the situation at hand and to applicable rules. Theoretically, the thesis contributes by supplementing with a logic of values, which takes into account the profession's ethical and moral rationality of action, which is particularly important in situations such as armed conflict.The methodological approach combines a structural statistical perspective with a qualitative and understanding-oriented perspective and can, with the support of the analytical model, illuminate both pattern and function. The material base is a total selection from the medal preparation of eight contingents in Afghanistan during the years 2008-2012, i.e. FS16-FS23. It consists of the archive material from the nominations as well as in-depth interviews with responsible commanders at the international units and at the national headquarters, including the Commander-in-Chief.

- This article offers a conceptual framework that broadens and enhances our understanding of the role of ‘history’ in contemporary governance and the attempts by policy-makers to ‘manage’ critical issues. Building upon the literature on historical analogies in policy-making, we distinguish three dimensions that clarify how the past may emerge in and affect the current deliberations, choices and rhetoric of policy-makers. We apply this in a comparative examination of two cases of crisis management where historical analogies played an important part: the Swedish response to (alleged) submarine intrusions in 1982, and the European Union sanctions against Austria in 1999. We induce from the case comparison new concepts and hypotheses for understanding the role of historical analogies in public policy-making and crisis management.

- This year marks the 75th anniversary of what the UN itself understands to be its first peacekeeping operation. It is therefore an appropriate time to reflect on the track record of UN peacekeeping in its efforts to try to maintain and realize peace and security. Moreover, this milestone invites us to ponder what lies ahead in the realm of peacekeeping. For this reason, this forum article brings together both academics and UN officials to assess the achievements and challenges of UN peacekeeping over the past 75 years. Through a dialogue among peacekeeping scholars and practitioners, we hope to identify current trends and developments in UN peacekeeping, as well as explore priorities for the future to improve the effectiveness of peacekeeping operations in terms of achieving their mandate objectives, such as maintaining peace, protecting civilians, promoting human rights, and facilitating reconciliation. This forum article is structured into six thematic sections, each shedding light on various aspects of UN peacekeeping: (1) foundational principles of UN peacekeeping - namely, consent, impartiality, and the (non-)use of force; (2) protection of civilians; (3) the primacy of politics; (4) early warning; (5) cooperation with regional organizations; and (6) the changing geopolitical landscape in which UN peacekeeping operates.
