- City-centric planning in Sweden has led to the dominance of stereotyped visions for both urban and rural areas within policy and planning practice. To challenge such a limited understanding, this study conceptualizes the rurban void. The aim of this article is to operationalize the rurban void as an analytical framework that extends beyond the urban and rural conceptual divide and can clarify how a neoliberal and city-centric planning practice in Sweden de-politicizes the urban and rural outside. The article discusses the potentials of a perspective that challenges urban privilege and opens up opportunities for the re-politicisation of spatial transformation.

- An increased use of data has swept through many policy areas and shaped procedural and substantive policy instruments. Hence, citizens and governments, as both producers and consumers of data, become intertwined in even more complex ways. But the inherent logic of data-driven services and systems sometimes challenges the prerequisites and ideals of liberal democracy. Though a democratically sound data-practice and data-culture is crucial for ensuring a democratic usage of citizens data, discourse tends to overlook these aspects. Drawing on insights from the project Democracy Data, this chapter explores the opportunities and obstacles for establishing democratically oriented public sector data cultures.

Dealing with uncertainty : a case study of controlling insect populations in natural ecosystems

- This paper analyses the political process for handling an outbreak of an insect causing human allergic reactions. In the southern part of the Swedish island Gotland in the Baltic Sea, an outbreak of the northern pine processionary moth, Thaumetopoea pinivora, has occurred. With regard to the human nuisance and long-term effects on the tourist industry, demands have been raised for intervention to reduce and control the insect population. At the same time, there have been warnings against treating the insect population because there are knowledge gaps concerning the wider ecological consequences, including effects on biodiversity. This paper analyses the political process and its problemsolving efforts. Of particular interest is how it dealt with the issue of uncertainty. It was found that the uncertainty associated with the issue hindered the development of a shared understanding of the problem and a possible solution. There seems to be a growing need in society to develop the institutional capacity to handle complex issues that cross different sectors, regulatory frameworks and policy targets.

- In this article local governance in the Swedish context is discussed. A case study of a Swedish city is framed in its historical, national and international context. By locating the redevelopment of an old harbour within a historical context, new insights are brought into the understanding of local governance. Cities are indeed nested. Deteriorating public finances, the deregulation of the economy (nationally and globally), the changed status of the welfare state, the restructuring of industry and the neo-liberal wave all taken together form a formidable challenge. A radical questioning of the values, principles and forms of the Swedish welfare state has tangible impacts on local governance. It is concluded that Swedish municipal actors face the dual challenge of acting efficiently (being sensitive to the needs and demands of local elites), while keeping democratic legitimacy (being sensitive to the needs and demands of all citizens).

Pandemic responses at the subnational level : Exploring politics, administration, and politicization in Swedish municipalities

- The Swedish response to the pandemic at the national level has attracted considerable international attention, but little focus has been placed on the way municipalities dealt with the crisis. Using Hay's dimensions of politicization, namely the capacity for human agency, deliberation in the public domain, and social context, we analyze the politicization of the municipal response to the pandemic in Sweden. We do this based on the analysis of the decision making process to activate (or not) an extraordinary crisis management committee. We find inter alia, that (i) only a quarter of the municipalities activated the committee while a majority of them had an alternate special organization in place; (ii) support to the existing organizational structure was more salient than creating an extraordinary organization, and (iii) a robust municipal structure was deemed to be one able to withstand shocks without resorting to extraordinary governance arrangements. We find a ‘conditioned politicization’ of the response, privileging administration over politics.

From politics to ethics : Transformations in EU policies on digital technology

- Artificial intelligence (AI) and digitalisation have become an integral part of public governance. While digitaltechnology is expected to enhance neutrality and accuracy in decision-making, it raises concerns about the statusof public values and democratic principles. Guided by the theoretical concepts of input, throughput and outputdemocracy, this article analyses how democratic principles have been interpreted and defended in EU policyformulations relating to digital technology over the last decade. The emergence of AI policy has changed theconditions for democratic input and throughput legitimacy, which is an expression of a shift in power and in-fluence between public and private sectors. Democratic input values in AI production are promoted by ethicalguidelines directed towards the industry, while democratic throughput, e.g., accountability and transparency,receive less attention in EU AI policy. This indicates future political implications for the ability of citizens toinfluence technological change and pass judgement on accountable actors.
