  • Contextualising the advocacy coalition framework : theorising change in Swedish forest policy

    • The Advocacy Coalition Framework (ACF) is assessed and elaborated by applying it to the Swedish forestry policy subsystem, a dynamic subsystem in which environmental interests have challenged a dominating production coalition. Forest policy has changed as new ecological values and modes of governing have been introduced through an incremental, pragmatic learning process mediated by a pre-established partnership culture. This policy change is not satisfactorily explained by conventional ACF mechanisms (shocks and brokered learning). Policy change may be better understood if the ACF is nuanced and contextualised by recognising that the learning process has evolved over a long time within the ideological-discursive context of ecological modernisation, and that the forest sector has been under constant pressure due to its strong dependence on world markets.

  • Only women bleed? : a critical reassessment of comprehensive feminist social theory

    • Is there a viable specifically feminist social theory that can serve as heuristic devise in our social research? This thesis is a critical reassessment of the ontological and normative assumptions of four social theories with specific and clear claims of being feminist. These are Catharine M MackInnon’s Radical Feminism, Anna G Jonasdottir’s Theory of Love Power, Luce Irigaray’s Feminism of Sexual Difference and Judith Butler’s Queer Feminism. The feminist social theories are examined and critically discussed according to their internal coherence and their external relevance; which includes the normative political implications that can be inferred. The thesis claims that implicit in every comprehensive feminist approach, there is also a specific view of science. Then follows a meta-inquiry of comprehensive feminisms as social science and as social theories, including a discussion of the effects of comprehensive ideology on social science research in general, and of the relationship between ideology, theory and a scientific approach in particular. The thesis concludes that it is highly problematic to do science feministly, but that we do need the critical questions feminists raise in order to reevaluate concepts, theories and research priorities. It is argued that feminist social theories are perhaps most helpful as ideological guidance for political action.

  • Who greens the northern light? : green inside activists in local environmental governing in Sweden

    • With this paper we aim to further our understanding of local environmental governing by analysing green inside activists who use expert-based authority, networks, and a professional position within public administration to green government policy and action from the inside. Using new survey data, we identify and analyse who these actors are and whether they matter for local environmental governing in Sweden. The results show that green inside activists operate within 23% of the Swedish municipalities and that these municipalities score higher on three different measurements of environmental governing performance, which supports the conclusion that green inside activists do make a difference. We also show that green inside activists differ from other public officials working with environmental issues in that they are more frequently involved in policy making, have more extensive horizontal and vertical networks, and promote societal changes to a greater degree. We end by raising key questions concerning the democratic legitimacy of these actors.

    • Purpose: The purpose of this paper is to explore and elaborate on how institutional conditions work to the advantage and disadvantage of disaster risk reduction (DRR) policies on different levels in two countries.Design/methodology/approach: A qualitative case study design is used to study empirically two countries with very different traditions when it comes to political-administrative institutions: Argentina and Sweden.Findings: As expected, the institutional foundations of DRR policy in Sweden are shown to be more consistent and stable than in Argentina. However, this difference is of less importance when considering the crucial role of local practices. National institutional foundations can function as support–but is not a necessary condition–for building disaster preparedness on the ground. The authors argue that national governments cannot do without institutionalized praxis-based preparedness, which is vital for both effective emergency management and learning.Originality/value: This paper contributes to the disaster research debate by elaborating on institutional arrangements that can facilitate or hinder DRR strategies in a multi-level context. The main argument is that institutional practices on the ground are important to compensate for insufficient national institutions, either because they are weak or too distant from practical DRR. The authors also elaborate on how institutional practices can function as a source for learning and for building legitimate practical authority from the bottom up.

  • Democratic innovations in political systems : towards a systemic approach

    • There are many indicators that the representative democratic system is currently facing serious legitimacy challenges. Two central indicators of these challenges are changing patterns of political participation and a decline in system support. Against this backdrop, a growing number of governments claim that democratic innovations (DIs) could reconnect institutions with citizens. This thesis focuses on online DIs implemented in real political contexts, and the overarching aim of the thesis is to contribute to the emergent empirical scholarship on how DIs can influence political systems. In the last two decades, most empirical studies in the field have analysed DIs at the micro level.This thesis takes a different stance by posing system-related research questions to the implementation of DIs and, by doing so, showing how DIs are interrelated with, rather than isolated from, the political system and that DIs can influence political systems. The thesis consists of one literature review and three empirical case studies, applying a multiple methodological approach. Its novelty lies in three main empirical findings that contribute to the development of the field. First, it shows that participation in DIs can influence citizens’ perceived trust towards local political institutions. In addition, the results suggest that predispositions and prior engagement mediate the direction of change in trust amongst citizens. Secondly, the results show that DIs can perform different political functions, such as facilitating spaces for citizens to provide original ideas and deliberation, while also having an agenda-setting function. Thirdly, the result suggest that long-term institutional change is complex and that the implementation of DIs can create a situation in which civil servants and politicians perceive their organisation to be in some ‘state of flux’, as they are torn between two competing institutional logics. In conclusion, this thesis should be understood as a piece in a broader movement that works towards a systemic approach to the study of DIs, and that by showing these empirical findings, the thesis contributes to deepening our understanding of what influences and functions DIs can have in political systems.

    • Continued unsustainability and surpassed planetary boundaries require not only scientific and technological advances, but deep and enduring social and cultural changes. The purpose of this article is to contribute a theoretical approach to understand conditions and constraints for societal change towards sustainable development. In order to break with unsustainable norms, habits, practices, and structures, there is a need for learning for transformation, not only adaption. Based on a critical literature review within the field of learning for sustainable development, our approach is a development of the concept of transformative learning, by integrating three additional dimensions—Institutional Structures, Social Practices, and Conflict Perspectives. This approach acknowledges conflicts on macro, meso, and micro levels, as well as structural and cultural constraints. It contends that transformative learning is processual, interactional, long-term, and cumbersome. It takes place within existing institutions and social practices, while also transcending them. The article adopts an interdisciplinary social science perspective that acknowledges the importance of transformative learning in order for communities, organizations, and individuals to be able to deal with global sustainability problems, acknowledging the societal and personal conflicts involved in such transformation.

  • Hybrid Research Policy : How to Organize Research Funding

    • Science and innovation are crucial parts of societal prosperity. Yet managing scientific activities is challenging because, even before the implementation of any give n policy starts, policy makers have to overcome the fact that there areprofoundly different views on what the role of science in society should be and hence how the state could intervene to shape or increase the research outputs. There are those who believe that the key role of science is to bring unforeseen discoveries through curiosity-driven research endeavors, while others believe that research should addresses societal challenges, like economic growth. Given these multitude of sometimes conflicting demands, and the multitude of policy actors embracing different demands, the research funding system tends to become fragmented. This phenomenon has been defined in scientific literature as institutional hybridization. However, as much as hybridization might be a pragmatic solution to addressing rising policy demands, it carries numbers of difficulties in designing the funding system and securing efficient implementation. Deeper understanding of institutional hybridity in research policy could help us avoid some of the existing problems and contribute to better informed design of research funding policy.This dissertation taps into the core of tensions that shape the way we fund science in Europe. It aims to provide a better understanding of how different expectations and requirements on research outputs are handled through the organization and implementation of public research funding. The first contribution of this dissertation is the elaboration of institutional logics shaping research funding policy: academic excellence, research utility, and funding efficiency logic. Another contribution of the thesis is better understanding of how the three logics are expressed in practice via different types of research funding efforts, as well as how they are then combined into a multi-level hybridity of research funding systems in Europe. The third contribution is the examination of the process of handling of tensions created by clash of institutional logics, providing an in-depth empirical insight into case of Swedish research policy.

    • Public organizations In the 21stcentury, are increasingly complex in terms of multiple institutional rules, norms, and practices. This complexity constitutes a difficult challenge for civil servants to find and determine appropriate identities, roles and relationships in their everyday work. For this special issue we made a call for scholars to contribute new addressing the roles of civil servants within increasingly complex public sector organizations, focusing on a couple of interrelated research questions: What is the nature of public administration taking into consideration increasing institutional complexity in terms of persistent bureaucratic traditions, new public management solutions, participatory ideals, activist sentiments among officials and so forth? What are the consequences of this institutional complexity for the possibility of preserving a coherent, rule-governed public administration and what does public mean today in public administration? What types of roles are civil servants playing in relation to different institutional rules and norms and various categories of actor (politicians, citizens, organizations) and how do they handle frictions and conflicts? What type of conceptions of civil servants’ roles are developing, including public service ethics? What alternative and contesting role-conceptions and ethics are prevalent and supported? This introduction should be understood as being both a summary of the current state of research in relation to civil service – its predicaments and challenges – as well as being a suggestion for future attention among scholars and practitioners. We have thus written this introduction not only with the purpose of summarizing the main components inherent in the six articles that are included in this special issue but with the hope of also spurring discussions concerning what civil service has been, currently seems to be and might become in the future.
