  • Effects of public policy interventions for environmentally sustainable food consumption: a systematic map of available evidence

    • Background The global food system is inflicting substantial environmental harm, necessitating a shift towards more environmentally sustainable food consumption practices. Policy interventions, for example, information campaigns, taxes and subsidies and changes in the choice context are essential to stimulate sustainable change, but their effectiveness in achieving environmental goals remains inadequately understood. Existing literature lacks a comprehensive synthesis of evidence on the role of public policies in promoting sustainable food consumption. Our systematic map addressed this gap by collecting and categorising research evidence on public policy interventions aimed at establishing environmentally sustainable food consumption patterns, in order to answer the primary research question: What evidence exists on the effects of public policy interventions for achieving environmentally sustainable food consumption?Methods Searches for relevant records (in English) were performed in WoS, Scopus, ASSIA, ProQuest Dissertation and Theses, EconLit, Google Scholar and in bibliographies of relevant reviews. A grey literature search was also performed on 28 specialist websites (searches were made in the original language of the webpages and publications in English, Swedish, Danish and Norwegian were eligible) and Google Scholar (search in English). Screening was performed at title/abstract and full-text levels, with machine learning-aided priority screening at title/abstract level. Eligibility criteria encompassed settings, interventions (public policies on sustainable food consumption), target groups and outcomes. No critical appraisal of study validity was conducted. Data coding covered bibliographic details, study characteristics, intervention types and outcomes. Evidence was categorised into intervention types and subcategories. Visual representation utilised bar plots, diagrams, heatmaps and an evidence atlas. This produced a comprehensive overview of effects of public policy interventions on sustainable food consumption patterns.Review findings The evidence base included 227 articles (267 interventions), with 92% of studies in high-income countries and only 4% in low-income countries. Quantitative studies dominated (83%), followed by mixed methods (16%) and qualitative studies (1%). Most interventions were information-based and 50% of reviewed studies looked at labels. Information campaigns/education interventions constituted 10% of the sample, and menu design changes and restriction/editing of choice context 8% each. Market-based interventions represented 13% of total interventions, of which two-thirds were taxes. Administrative interventions were rare (< 1%). Proxies for environmental impact (85%) were more frequent outcome measures than direct impacts (15%). Animal-source food consumption was commonly used (19%) for effects of interventions on, for example, greenhouse gas emissions. Most studies used stated preferences (61%) to evaluate interventions.Conclusions The literature assessing policies for sustainable food consumption is dominated by studies on non-intrusive policy instruments; labels, information campaigns, menu design changes and editing choice contexts. There is a strong need for research on sustainable food policies to leave the lab and enter the real world, which will require support and cooperation of public and private sector stakeholders. Impact evaluations of large-scale interventions require scaling-up of available research funding and stronger multidisciplinary research, including collaborations with industry and other societal actors. Future research in this field should also go beyond the European and North American context, to obtain evidence on how to counteract increasing environmental pressures from food consumption worldwide.

  • Anatomy of a 21st-century sustainability project: The untold stories

    • What does a sustainability project look like in the 21st century? Not the glossy version, but the naked truth? Tired of manicured, over-theorised accounts of the ‘musts’ and ‘shoulds’ of sustainability transitions, we got to the bottom of things; actually, to the very bottom of the project hierarchy: the individual. Our point of departure is that projects are nothing but temporarily interconnected people. This means that if we don’t know what people do and what they think about their work, we will never be able to create a deeper understanding of the project, its rationale and future impact. Making use of the autoethnographic method, this book provides critical insights into what it’s like being part of a 21st-century project. Building on unfiltered first-hand contributions from 73 authors representing the five organs of a project’s anatomy – the brain (theoreticians), the skeleton (leaders), the limbs (strategists), the heart (local stakeholders) and the lungs (researchers) – the book covers all the important aspects of contemporary project-making: (1) projectification as a societal phenomenon; (2) sustainability as the main project buzzword; (3) transdisciplinarity as a hot working method; (4) economy as the invisible project propeller; (5) space as the contextual project qualifier; (6) gender and integration as the obstinate orphans of project-making; (7) trends as the villains of thoughtless project mimicry; (8) politics as the “necessary evil” of projects; and (9) knowledge production as the cornerstone of all project work. The book ends with an extensive critical analysis of what makes a project tick and how to avoid project failure. We infer that talking about project outcomes and impacts is just that… talking. What makes a difference is what can be done to the project in itself. Three important virtues – the ABC of project-making – emanate from this book’s 40 chapters: building good relationships (Affinity), having the guts to make a change (Bravery), and showing willingness to learn (Curiosity). These are the basis for the successful execution of future sustainability projects, where complexity, unpredictability and desperation will become a staple force to recon with. The original contribution of this book is to shed light on the silent triumphs and hidden pathologies of everyday project-making in an effort to elevate individual knowledge to a level of authority for solving the wicked – yet project-infused – problems of our time.

    • Currently, we are witnessing a number of global trends that do not promise well for the future. Accelerating climate change, loss of biodiversity, chemical pollution, disappearance of natural forest and degradation of fishing grounds and agricultural lands are just a few of the serious environmental problems that threaten the functional and structural integrity of ecosystems, to an extent that also human societies risk collapse. The scale of human impact is now such that scholars suggest that we live in the Anthropocene. The trends are driven by several linked factors, which are not easily disentangled into manageable specific problems to be solved by specific policies. More than ever, interdisciplinary and transdisciplinary collaborations are needed in order to address these urgent challenges. The objective of this paper is to argue for the importance of research on socio-technical-ecological systems (STES) rather than social-ecological (SES) and sociotechnical systems (STS) separately. Hence, we address researchers in both the social-ecological and sociotechnical fields. We organize the argument around six reasons why “technology” should be integrated into SES studies. We call these reasons: (1) the interface and mediation aspect, (2) ambivalence, (3) the agency aspect, (4) the question of scale, (5) the question of governance and politics, and (6) the question of epistemology and framing. We also highlight potential conceptual conflicts and mistranslations. Our discussion is primarily a theoretical argument, exemplified with empirical examples.Among the conceptual challenges, we note that SES scholars, if they consider technology in their analyses, generally treat it as an exogenous factor or as a passive background element. Similarly, STS scholars tend to neglect ecological dynamics and refer to the ecological domain mainly in terms of inputs and outputs, e.g. natural resources, environmental and health problems caused by human activities. In light of the discussion, we conclude that the importance of collaborating across the two fields goes beyond each field adding pieces together. We argue that integration and translation across these domains will lead to qualitative change in the theoretical and methodological approaches of both fields; and that technology, society and ecology should be given symmetric analytical attention.

    • In Sweden, according to law, adolescents with extensive psychosocial problems, substance abuse or criminal behaviour can be cared for in institutions. The two-fold aim of these institutions (to rehabilitate and incarcerate) puts special demands to their socio-spatial context. Purpose: To elucidate adolescents' lived experiences of the socio-spatial environment at special youth homes run by the Swedish National Board of Institutional Care (SiS) in Sweden. Methods: Data collected through Photovoice and analysed employing a phenomenological hermeneutical method. Fourteen adolescents (age 15-19) were asked to photograph their environment, and this was followed up by in-depth interviews. Results: Two themes emerged from the material: the dense walls of institutional life and create and capture the caring space. The socio-spatial environment can be seen as an additional "other" that distances the adolescents and the staff from one another. Negotiating with their behaviour, the adolescents strive to present themselves as worthy of increased degrees of freedom and ultimately access to the desired outside life. Conclusions: In an institutional setting dominated by a security and criminal justice logic, words appear to have less impact than the environment. The adolescents appear to understand themselves through the socio-spatial other, causing reinforced feelings of social exclusion.

  • Energy efficiency at sea : An activity theoretical perspective on operational energy efficiency in maritime transport

    • The mitigation of emission from shipping will require improvements in energy efficiency. In order to achieve this, sociotechnical changes are required, affecting all stakeholders within the shipping sector. Ship crews and their everyday work practices will play an especially important role in the transformation of the sector. It is therefore crucial to understand how new energy efficient technologies and practices are being introduced and enacted onboard ships. The case study reported in this paper investigates an attempt to improve the operational energy efficiency in a shipping company that was made by installing an energy monitoring system and introducing an energy saving policy onboard the ships in the fleet. The analytical framework in this paper is inspired by cultural-historical activity theory which is suggested as a novel and useful practice-based approach in energy studies. It is used in analyzing the contradictions and tensions in the work practices onboard the ships that preceded and followed the implementation of the energy monitoring system and energy saving policy. The empirical results revealed how the initial demand for operational energy efficiency and the subsequent introduction of the new monitoring system and policy gave rise to tensions in the existing activity systems onboard which crew members then tried, but did not always manage, to reconcile. It is concluded that a better understanding of the sociotechnical change processes, associated with organizational energy conservation and energy management, can be achieved if the situated paradoxes of practitioners’ everyday practices are examined.

    • In large areas of China severe air pollution events pose a significant threat to human health, ecosystems and climate. Current reduction of primary emissions will also affect secondary pollutants such as ozone (O3) and particulate matter (PM), but the magnitude of the effects is uncertain. Major scientific challenges are related to the formation of O3 and secondary particulate matter including Secondary Organic Aerosols (SOA). Large uncertainties also remain regarding the interactions of soot, SOA and O3 under the influence of different SO2, NOX and VOC concentrations. To improve the understanding of these secondary atmospheric interactions in China, scientific areas of central importance for photochemically induced air pollutants have been identified. In addition to the scientific challenges, results from research need to be synthesized across several disciplines and communicated to stakeholders affected by air pollution and to policy makers responsible for developing abatement strategies. Development of these science-policy interactions can benefit from experience gained under the UN ECE Convention on Long Range Transboundary Air Pollution (LRTAP)

    • Background: The global food system is causing considerable environmental harm. A transition towards more sustainable consumption is needed. Targeted public policy interventions are crucial for stimulating such transition. While there is extensive research about the promotion of more environmentally sustainable food consumption, this knowledge is scattered across different sources. This systematic map aims to collate and describe the available evidence on public policy interventions such as laws, directives, taxes and information campaigns, for achieving sustainable food consumption patterns.Methods: We will search bibliographic databases, specialist websites, Google Scholar and bibliographies of relevant reviews. Searches for academic literature will be performed in English, while searches for grey literature will be performed in English, Swedish, Danish and Norwegian. Screening, including consistency checking exercises, will be done at two levels: title and abstract, and full text. We will use machine learning algorithms to support screening at the title and abstract level. Coding and meta-data extraction will include bibliographic information, policy details and context, and measured environmental outcome(s). The evidence base will be summarised narratively using tables and graphs and presented as an online interactive searchable database and a website that will allow for visualisation, filtering and exploring systematic map findings, knowledge gaps and clusters.

    • Introduction of high-performing crop cultivars and crop/soil water management practices that increase the stomatal uptake of carbon dioxide and photosynthesis will be instrumental in realizing the United Nations Sustainable Development Goal (SDG) of achieving food security. To date, however, global assessments of how to increase crop yield have failed to consider the negative effects of tropospheric ozone, a gaseous pollutant that enters the leaf stomatal pores of plants along with carbon dioxide, and is increasing in concentration globally, particularly in rapidly developing countries. Earlier studies have simply estimated that the largest effects are in the areas with the highest ozone concentrations. Using a modelling method that accounts for the effects of soil moisture deficit and meteorological factors on the stomatal uptake of ozone, we show for the first time that ozone impacts on wheat yield are particularly large in humid rain-fed and irrigated areas of major wheat-producing countries (e.g. United States, France, India, China and Russia). Averaged over 2010-2012, we estimate that ozone reduces wheat yields by a mean 9.9% in the northern hemisphere and 6.2% in the southern hemisphere, corresponding to some 85 Tg (million tonnes) of lost grain. Total production losses in developing countries receiving Official Development Assistance are 50% higher than those in developed countries, potentially reducing the possibility of achieving UN SDG2. Crucially, our analysis shows that ozone could reduce the potential yield benefits of increasing irrigation usage in response to climate change because added irrigation increases the uptake and subsequent negative effects of the pollutant. We show that mitigation of air pollution in a changing climate could play a vital role in achieving the above-mentioned UN SDG, while also contributing to other SDGs related to human health and well-being, ecosystems and climate change.
