  • Collective action and agency in Baltic Sea marine spatial planning: Transnational policy coordination in the promotion of regional coherence

    • Despite the increasing attention given to marine spatial planning and the widely acknowledged need for transnational policy coordination, regional coherence has not yet improved a great deal in the Baltic Sea region. Therefore, the main objectives in this article are: (a) to map existing governance structures at all levels that influence how domestic marine spatial planning policy strategies are formed, (b) to identify specific challenges to improved regional cooperation and coordination, and (c) to discuss possible remedies. Based on data from in-depth case studies carried out in the BONUS BALTSPACE research project, it is shown that, despite the shared goal of sustainability and efficient resource use in relevant EU Directives, action plans and other policy instruments, domestic plans are emerging in diverse ways, mainly reflecting varying domestic administrative structures, sectoral interests, political prioritisations, and handling of potentially conflicting policy objectives. A fruitful distinction can be made between, on the one hand, regulatory institutions and structures above the state level where decision-making mechanisms are typically grounded in consensual regimes and, on the other hand, bilateral, issue-specific collaboration, typically between adjacent countries. It is argued that, to improve overall marine spatial planning governance, these two governance components need to be brought together to improve consistency between regional alignment and to enhance opportunities for countries to collaborate at lower levels. Issue-specific transnational working groups or workshops can be one way to identify and act upon such potential synergies. © 2018 The Authors

  • Process and Contextual Factors Supporting Action-Oriented Learning : A Thematic Synthesis of Empirical Literature in Natural Resource Management

    • Despite a long-term focus on learning in natural resource management (NRM), it is still debated how learning supports sustainable real-world NRM practices. We offer a qualitative in-depth synthesis of selected scientific empirical literature (N = 53), which explores factors affecting action-oriented learning. We inductively identify eight key process-based and contextual factors discussed in this literature. Three patterns emerge from our results. First, the literature discusses both facilitated participation and self-organized collaboration as dialogical spaces, which bridge interests and support constructive conflict management. Second, the literature suggests practice-based dialogs as those best able to facilitate action and puts a strong emphasis on experimentation. Finally, not emphasized in existing reviews and syntheses, we found multiple evidence about certain contextual factors affecting learning, including social-ecological crises, complexity, and power structures. Our review also points at important knowledge gaps, which can be used to advance the current research agenda about learning and NRM.

    • Complex socio-environmental risks challenge society. In response to scientific uncertainty and socio-political controversies, environmental governance, precaution, and the ecosystem approach to management are held forward as complements to governmental risk-based sector-restricted regulation. We analyze this development for hazardous substances in the Baltic Sea. Based on interviews and policy analysis, we study informal governance and, in particular, four central EU and international policies, and investigate how present governance relates to risks and objectives at hand. While showing emergence of broader governance approaches, we conclude that central objectives will not likely be met. Furthermore, we question the quest for broad environmental governance and emphasize the value of command and control regulation, if it implements precaution. These findings contribute to the theorizing on environmental (risk) governance. Finally, we provide some ideas that could help development and implementation of risk policies for hazardous chemicals in the Baltic Sea as well as other complex risks.

  • Constructions of childhood : the assessment of respite care for children with disabilities in Sweden

    • This study examines how childhoods are constructed within the assessment process concerning respite care for children with disabilities in Sweden. The social workers need to take into consideration the needs of the child with disabilities as well as those of the parents and siblings. The application for respite care compels the social worker to prioritise needs, evaluate children’s development and define what constitutes a good childhood. One of the results of such a process is a construction of childhood for children with disabilities which contains a strong focus on practising and developing, whereas their siblings are perceived as needing relaxation and quality time with their parents. It matches the childhood sociological concepts of ‘becomings’ and ‘beings’, where children with disabilities are stressed as ‘becoming’ and continually needing to develop their skills.

    • The #metoo movement can serve as a case for how networked online environments can provide settings for the mobilization of social movements, while also entail serious risks for those involved. In Sweden, over hundred thousand people were engaged in activities against sexual harassments and abuse, where social media were used to collect testimonies and to draft and discuss petitions that were later published in print news media. While HCI research on trust focus on how people trust technical systems, the authorities behind the system, or the user generated data, trust between peers in vulnerable communities is less researched. In this study, based on semi-structured interviews and a survey that involved 62 organizers of the Swedish #metoo movement, we therefore look into the question of how a secure and supportive environment was achieved among participants despite the scale of the activism. The result shows how trust was aggregated over networks of technical systems, institutions, people, shared values and practices. The organizers of the petitions used tools and channels at their disposal such as e.g. already established social media contexts that enabled the #metoo petitions to be formed easily and spread quickly. Establishing a supportive culture based on recognition and shared values was central for the movement. However, when the activism was scaled up, strategies were used to increase security by clarifying rules and roles, limiting access to information, restricting access to groups, and limiting the scope of communication.

  • Sexual and gender-based harassment against police employees in European countries : a scoping review

    • Sexual and gender-based harassment is a work environment concern, especially in hierarchical and male-dominant organisations such as the police. This scoping review aims to examine the existing literature on such harassment against police employees in Europe to identify the available knowledge and highlight the gaps for future studies. Following the Arksey and O'Malley framework, 16 relevant articles were analysed. Most of the studies were focused on sexual harassment, and gender-based harassment was mostly absent or mixed with other discriminations. The analysis resulted in six main themes: existence of sexual and gender-based harassment; perpetrators; associated factors; consequences; individual response; and impact of organisational policies. The findings demonstrate that such harassment remains prevalent among police employees, emphasising the need for continuous and rigorous supervision, evaluation, and comprehensive revision of policies by police authorities. This study recommends further research to address the identified gaps in this field.PRACTICE IMPACT STATEMENTThe findings presented in this article have the potential to significantly advance the field of police research in Europe by providing a comprehensive map of existing knowledge and identifying important gaps within this research domain. Moreover, the study facilitates the application of more accurate and comprehensive methodologies. Additionally, the outcomes of this research can directly benefit police authorities by offering insights to enhance organizational culture and the work environment for police employees.

  • Advancing environmental justice in cities through the Mosaic Governance of nature-based solutions

    • Nature-based solutions (NBS) are championed for providing co-benefits to cities and residents, yet their environmental justice impacts are increasingly debated. In this paper, we explore whether and how hybrid governance approaches, such as Mosaic Governance, may contribute to just transformations and sustainable cities through fostering long-term collaborations between local governments, local communities, and grassroots initiatives. Based on case studies in three major European cities, we propose and then exemplify six possible pathways to increase environmental justice: greening the neighborhood, diversifying values and practices, empowering people, bridging across communities, linking to institutions, and scaling of inclusive discourses and practices. Despite the diversity of environmental justice outcomes across cases, our results consistently show that Mosaic Governance particularly contributes to recognition justice through diversifying NBS practices in alignment with community values and aspirations. The results demonstrate the importance of a wider framing of justice in the development of NBS, sensitive to social, cultural, economic and political inequities as well understanding potential pathways to enhance not only environmental justice, but also social justice at large. Especially in marginalised communities, Mosaic Governance holds much potential to advance social justice by enabling empowering, bridging, and linking pathways across diverse communities and NBS practices.

    • The phenomenon of crowdfunding has been widely studied, while the sustainability of crowdfunded ventures is attracting growing interest from academia and society. In light of this interest, we conducted bibliometric analysis to study the relationship between crowdfunding and crowdfunded ventures' sustainability orientation. We analyzed the number of publications, type of publications, and most productive countries, journals, and authors. We also analyzed the most cited articles and examined their approach to sustainability and crowdfunding. The results suggested that a sustainability orientation could bring about change in the current financial and environmental system.

    • This article elaborates a conceptual framework to examine social sustainability in marinespatial planning (MSP). Based on a critical literature review of key texts on social sustainabilityin MSP and the broader sustainable development literature we show the need to elaborate acogent and comprehensive approach for the analysis and pursuit of social sustainability linkedto the sea. We then theorize social sustainability by developing a conceptual framework throughintegrating three dimensions: Recognition, Representation and Distribution. While these three socialsustainability/justice features clearly overlap and are interdependent in practice, the conceptualthinking underpinning each of them is distinctive and when taken together they contributetowards conceiving social sustainability as a pillar of sustainability. Our approach can support ananalysis/evaluation of MSP in that, first, its broad scope and adaptability makes it suitable to examinethe wide range of claims, demands, and concerns that are likely to be encountered across dierentpractical MSP settings. Second, it acknowledges the opportunities and challenges of assessing,implementing, and achieving social justice within a broader sustainability framework.
