  • Integration barriers for purchasing organisation in a large construction company: towards requisite disintegration

    • Developing the purchasing organisation is an ongoing challenge for large contractors where internal and external perspectives need to interplay. The aim of this paper is two-fold: firstly, the development of a theoretical framework to characterise the purchasing organisation and secondly, to analyse the limited adoption of integrated purchasing through an analysis of barriers to integration. The theoretical standpoint is underpinned by purchasing organisation theory and by literature on internal and external integration as well as barriers to integration. Based on a two-year case study, the paper presents the status of the purchasing organisation and the barriers to further integration as originating from the strategic purchasers of the contractor. The perceived barriers question full integration internally and externally. The perceived barriers encompass low framework agreement status compared to orders, inconsistent ways of working in the projects and dispersed geographical location and sub-markets. The barriers to integration stem from both attitudinal and industrial matters, whilst institutional barriers are not identified. The paper therefore proposes a differentiated, requisitely disintegrated, purchasing organisation designed to manage the diverse supplier population. In contrast to those advocating a tighter internal and external integration, this paper suggests a requisite balance between integration and specialisation of the purchasing activities.

  • Organisation of Purchasing and Buyer-Supplier Relationships in Large Construction Companies

    • Large construction companies purchase 70-80 per cent of their turnover from material and service suppliers, rendering their purchasing processes and practices crucial for achieving profitability and a competitive edge. However, the organisational structure of these companies, where purchasing is conducted in both the central purchasing department and in the projects, makes purchasing a challenging issue. Despite the potential benefits and challenges, research on purchasing in construction companies remains scarce. The aim of this thesis is two-fold: (1) to explore purchasing processes and practices in large Swedish construction companies regarding organisation of purchasing and buyer-supplier relationships, and (2) to suggest ways of improving purchasing. This thesis is based on two studies. The first is a two-year case study in a large construction company where participant observations and interviews provided an understanding of purchasing mainly from the perspective of a central purchasing department. The second study is an interview study carried out in three large construction companies and among their subcontractors. The latter study provided important insights into the projects’ perspective on purchasing. This thesis shows conflicting interests between the purchasing department and the projects concerning relationships with suppliers with framework agreements. While purchasing departments have a long-term focus, projects focus on flexibility and smoothness in project delivery. These conflicting interests result in a dual interface towards suppliers. To bridge this tension, increased internal integration is proposed by forming cross-functional teams. The thesis also shows current practices for achieving cooperation in the relationships between contractor site managers and subcontractor foremen. This identified cooperation nuances the current one-sided perception of the construction industry as adversarial and short-term. Moreover, this thesis proposes a new definition of purchasing in construction, highlighting the importance of integrating strategic and operational perspectives when exploring purchasing processes and practices.

  • Contractor-Supplier Relations in a Large Contractor Organisation

    • Even though contractors purchase over 70 percent of their turnover from suppliers, both the construction industry and construction research ignore the contractor-supplier relations. In order to realise the potential related to development of contractor-supplier relations, the aim of this thesis is to explore and increase understanding of the relationship between contractor and supplier. The findings are based on a two-year case study of a large Swedish contractor, where field observations and in-depth interviews with individuals at the purchasing department, the production management and within a supplier’s organisation have been carried out and have been complemented by group discussions and review of documents.The results show that there is high uncertainty in the demand from the contractor, which leads to highly flexible solutions from the suppliers. This flexibility is costly. In order to change this situation, relationship enablers, such as total cost focus, aligned core values and willingness and capability to collaborate, need to be committed by both parties. This must be grounded in a long-term thinking. However, several perceived constraints have been identified. These relate mainly to the contractors organisation and behaviour and also to the large diversity in the supplier market in construction.To conclude, three recommendations for major contractors are presented: they need to concretise and visualise their relationships with suppliers, they need to build a united interface towards the suppliers and they need to dare to commit long-term. Contractors who take on these recommendations will gain valuable competitive advantages.

    • Purpose – Despite numerous examples of benefits when adapting supplier relationship management in the manufacturing industry, the construction industry still lags behind in such areas as long-term relationships with suppliers and continuous cost-reductions. This may be because the characteristics of the construction industry differ from those of the manufacturing industry due to their project-based structure, its inherent tendency for sub-optimization and the vast number and variety of suppliers. The purpose of this study is to identify criteria for achieving efficient contractor-supplier relations in the construction industry and for large contractors. Design/methodology/approach – The paper draws on the literature on efficiency and differentiation of efficient buyer-supplier relationships as well as a two-year case study based on participatory observations and interviews with strategic purchasers at a large Swedish contractor.Findings – As it not always is possible to increase efficiency in the interface-related value creating processes by only aiming the development and improvement efforts directly at these processes, relationship enablers as total cost focus, aligned core values as well as willingness and capability for collaboration and development must first be in place. In order to achieve this, the contractor has to adopt a long-term orientation towards the relationship with the suppliers which is a decision for the management to make.Practical implications – Drawing from the findings, this paper elucidate the connection between increased efficiency and input variables in the contractor-supplier relationship which might be difficult for contractors to see. Furthermore, contractors need to take responsibility over their own processes in order to be an attractive customer to the supplier.Originality/value – Even though research within construction has focused at relations between different actors, mostly client and contractor, this paper widen the perspective and takes a grasp of the relationship between contractor and supplier.

    • In striving for increased efficiency in service delivery the AEC-sector is currently attempting to introduce industrialisation, mainly in the form of design and production concepts such as mass configurated “systems” such as bungalows. There is thus a tendency to focus steps in direction of “new industrialisation” at design efforts for limited areas of mainstream construction. Mainstream construction seem however to move a lot slower in this direction, having to appreciate the complexity of the delivery and only using sub-systems deliveries in restricted areas. This paper therefore aims at analysing the needed transformation of supply deliveries, when attempting gradually to move in a systems delivery direction. Theoretically the paper is based on a multidisciplinary approach understanding supply relations, purchasing and management as negotiated and emergent. Based on a four country study funded by the Erabuild program, this paper presents 3 cases of long term transformation of contractor- supplier relations as general contractors outsource and commence professionalising purchasing moving it from project purchasing into strategic purchasing. It is suggested that “new industrialisation” is a long term transformation rather than a quick design fix, appreciating the vulnerabilities of delivery relations and coordination issues. Especially using defects and quality issues as “litmus” for the well functioning of the supply chain. Implications for future relationship management and supplier transformation is given.
