  • Developing Collaborative Contracting - Three Railway Project Cases

    • Collaborative contracting models are often associated with a set of tools and techniques to manage relationships, but the efficiency of such formalization in changing project culture has been doubted. Further, although many projects are successful, collaboration often is more limited than policies and guidelines suggest. In this paper, we view partnering practice as a learning process related to a management innovation and analyse how collaboration practice develops in three major railway projects, all using the same partnering model. We find that partnering is easy to introduce due to the flexibility and adaptability of the concept, but that practitioners prefer to keep collaboration informal and groups small. Also, tangible benefits can often be reached with basic and common-sense approaches. When ambitions and complexity increase, however, more sophisticated relationship management becomes inevitable, calling also for integration with core project processes. Yet, partnering tools and systems do not seem to provide much guidance when it comes to organizing such complex multiparty collaboration. Careful attention to organizational issues in early phases is important both to appreciate the full potential of collaboration in the individual project and to promote industry level learning.

    • Both public authorities and private companies increasingly outsource facilities management services to external suppliers. A new service industry with its own culture and contracting practices is developing. This study discusses factors that influence trust and relationship culture in the Swedish FM sector. A multilevel perspective is taken, so that processes on institutional and market levels are discussed in relation to contract principles and management as well as interpersonal relations. The study is based on a review of FM literature and interviews with leading clients, consultants and service providers. The findings are analysed using general theories on sources of trust and the relationship between trust and contract. A general background on the development of FM is included, and the empirical section outlines views on trends, market structure, contract models, procurement, contract relationships and management, differences between clients, etc. The discussion focuses more specifically on trust issues. It is concluded that while industry level efforts to develop standard contract and create trust in contracting out FM services have been successful, contracting practice is slower to harmonize because of the influx of first time clients. Although there does not seem to be a straightforward relation between contract design and relationship quality, it was found that detailed service specifications and active monitoring may support both learning and trust since they entail mutual understanding and focused discussions. Less extensive contracts may, paradoxically, result in less innovation because of lower client and supplier engagement. This risk is higher when FM services are perceived as support services compared to when they are seen as strategic service relations. Further, it is concluded that since relational trust develops between client employees and supplier employees who interact closely, services need different kinds of management depending on the interaction patterns they entail. Typically, low level interaction relations such as technical property services may need a focus on fostering trust, while soft services call for formalization and distance.

    • The last years have witnessed a growing scholarly interest in innovation ecosystems, including how keystone actors establish and orchestrate collaborative innovation. In parallel, temporary collaborative innovation efforts are becoming increasingly important to address societal problems. Temporary structures are also used to create a sense of urgency to prompt change. Thus, innovation ecosystems often incorporate temporary structures. However, while keystone actor capabilities to orchestrate an ecosystem over its lifecycle have been studied, the needs for capabilities to coordinate multiple parallel processes with different temporal logics have not been addressed. In this paper, we contribute to the literature on innovation ecosystems in industrial marketing research by examining the challenges and opportunities associated with temporary structures in an innovation ecosystem. Furthermore, we theorize on the implications for the keystone actor orchestration capabilities. The paper is based on a longitudinal case study of a construction project that was used by a keystone actor to gain momentum in its innovation work. Fourteen innovation projects, each involving external partners, were connected to the construction project. We conclude that temporary structures are powerful to enhance innovation, but that preparation is essential to enable the seizing of opportunities in a collaborative and transitory context. Specific orchestration capabilities relate to integrating a linear, time-bound logic with an iterative innovation logic, and to matching ambitions in at the temporary systems with capabilities at the level of the permanent organizations. An important aspect is to find a balance between temporary external resources and long-term internal resources.

    • Consulting services can be very complex, which makes the evaluation process difficult, especially the assessment of multiple criteria used when selecting providers. The purpose of the paper is to investigate current Swedish practice among public clients procuring architectural and engineering services, in particular how they use other criteria than price when awarding contracts. Five large public clientsas well as architects and engineering consultants have been interviewed. Documented award routines have been analysed. Major public clients are found to have developed detailed selection procedures. Award practices among clients may affect the strategies of consulting firms. The study shows that consultants perceive public sector award practices as objective, although tending to exaggerate the price factor. As public clients increasingly become aware of the importance of using selection procedures that are adaptedto the specific service to be procured, the development of more effective frameworks for evaluating consultants is an obvious need.

    • There is a call for new project management approaches that are able to deal with increased flexibility and put people aspects more in focus. In construction projects, formal models for relationship management are increasingly being used. Based on a case study of a Swedish hospital partnering project, this paper discusses how project managers approach this new challenge of integrating systems for relationship management with core project processes, and if the partnering systems are effective in supporting collaboration and knowledge integration in a multiparty partnering environment. The findings indicate that partnering processes influence project processes in a favourable way, but that project managers also rely strongly on their personal experience in managing collaborative processes. The practices they introduce are often successful, but also tend to be patchy and related to collaboration problems in traditional contracts. The formal partnering processes, on the other hand, seem to be important in providing a basic structure for collaboration and to communicate collaborative intents, but are too general and infrequent to address more specific and pressing problems of process design and organization. Bringing in professional behavioural knowledge may be needed to achieve a more consistent and adequate relationship management that makes use of both formal partnering processes and core project processes.
