    • The paper discusses the growing importance of urban freight research given the increasing urban population trends. The complexity of urban freight systems means that it is essential for the public and private sectors to work together - one way to achieve this has been through freight partnerships. A short review of freight partnerships highlights the way in which they have fostered mutual understanding among urban freight stakeholders. The literature on shared situational awareness (SSA) and joint knowledge production (JKP) has been adapted to position freight partnerships and to further develop and link these partnerships to the concept of a living laboratory concerned with urban freight transport. This novel application of the living lab concept is introduced. Next, the first phases of a city logistics living lab brought in practice in Rotterdam are shortly mentioned. The living lab concept fits the complexities of the urban freight system well and has been a cornerstone of a recently started major freight project in the EU (CITYLAB).

    • Sustainable freight distribution is of growing interest for many local authorities in urban areas. Numerous policy measures on urban freight transport have been taken throughout Europe during the last decade. This paper presents the results of a study on the state of urban freight transport policies and planning among Swedish local authorities. Results are compared with existing research in the European context in order to find possible links between the freight transport awareness and the successes or failures of measures addressing urban freight transport issues. A questionnaire sent to all Swedish municipalities was combined with a literature study, to map the state of policy and planning within the freight transport as well as the knowledge and awareness of the area. The importance of adequate knowledge and personnel resources in municipalities as well as communication, information dissemination and knowledge exchange is discussed. The empirical data confirm the lack of coordination, sufficient resources and effective knowledge transfer among stakeholders in urban freight transport. (C) 2014 Elsevier Ltd. All rights reserved.

    • The purpose of this article is to firstly, present a definition of sustainable urban freight transport (SUFT) based on existing theories, and secondly to develop an indicator set that describes SUFT. The definition of SUFT makes a categorisation of actions possible which enables the actors to select effective strategies towards SUFT. The indicator set consists of two levels: 1. impact indicators which describe how urban freight transport violates the principles of sustainability; and 2. performance indicators which describe different categories determining the characteristics and performance of the urban transport system. A literature study is conducted to analyse the characteristics determining the performance of the actors in the urban freight transport chain. Knowing the current state and improvement potentials of the urban freight transport system are prerequisites for defining successful strategies and implementing effective actions.

    • Freight transport in urban areas is still not well understood and there is no methodology aimed at the analysis and planning of such areas. To achieve urban sustainability, new models for the management of urban freight movements are needed, in which local authorities play a pro-active role. The aim of this paper is to contribute to lay the groundwork for designing strategies to overcome the challenges involved in sustainable urban freight transport. This paper is based on a multiple-case study analysing the current state of urban freight transport and current planning practices in cities around the Baltic Sea. While the cities differ in size, economy, and political and cultural frameworks, the transport sector plays a strong role in all cities. In-depth freight interviews with public and private stakeholders were conducted and complemented with several holistic interview sessions and document analysis. Potentials and shortcomings in urban freight transport planning are presented and the results show that freight transport is increasingly important for regional competitiveness while freight traffic is a growing threat for urban sustainability. In turn, the urban context is a barrier for efficient freight operations. However, both local authorities and transport operators neglect the problems that arise from freight in urban areas. An overall awareness is needed to understand that a deeper integration of freight transport and urban sustainability strategies can be beneficial for both the efficiency of freight transport networks and for local sustainability. City authorities need more logistics competence to facilitate the required integration between private and public actors.

    • Freight transports in urban areas are still not well understood and there is no widespread methodology specifically aimed at the analysis and planning of such areas. To achieve urban sustainability, new models for the management of freight movements within city limits are warranted, in which municipal authorities play a pro-active role. The purpose of this paper is, firstly, to analyse the current state of freight transport in urban areas, and secondly, to identify possible shortcomings of current urban freight transport planning practices. This paper contributes to laying the groundwork for designing strategies and solutions to overcome the challenges involved in securing the mobility of goods and reducing unsustainable impacts from freight transport. A holistic approach was taken and in-depth interviews with 40 local actors and stakeholders were conducted in four cities around the Baltic Sea. The interviews represented authorities and other organisations connected with urban freight transport. The cities differ in size, economy, and history as well as political and cultural frameworks. A common characteristic of the cities, though, is the strong role the ports and logistics activities play.The study shows that there is a lack of a holistic understanding of the implications of freight transport in urban areas. Interaction and cooperation of all involved actors is necessary, but lacking, i.e., actors from the public and private sector. All these actors seem to be expecting initiatives to come from elsewhere. On the one hand, city governments expect businesses to set up new logistics services suited to the emerging needs of the customers and retailers. On the other hand, logistics providers wait for municipalities to initiate (and subsidize) new services before starting a business, which may prove unprofitable and highly risky. Furthermore, taking into account freight transport’s growing contribution to the negative impacts on the urban environment, compared to passenger transport, city authorities need more capacity and competence to manage and control the freight transports.

  • Local Authority Cooperation with Urban Freight Stakeholders: A Comparison of Partnership Approaches

    • Freight transport operations in urban areas are normally performed by private companies using public infrastructure and governed by regulations implemented by public authorities. Until recently there has been little involvement of private companies in local transport planning processes and as a result urban transport regulations and plans are frequently formulated with limited understanding of the impacts on freight transport operations. In the UK, freight partnerships have been developed to bring together public and private stakeholders often in an urban context and there are other examples elsewhere in Europe. Few of these partnerships have been assessed in order to compare their activities systematically. The paper compares several freight partnerships and considers their usefulness and possible shortcomings in terms of specific outcomes and projects as well as their input to and influence on policy formulation. Six partnerships are investigated by means of desk research, interviews and questionnaires and in two cases participation by the researchers. The freight partnerships are compared using an assessment framework derived from the literature review conducted. Results show that short-term actions solving specific problems are valued but are not perceived as the sole benefit of the partnerships. Longer-term relationships and mutual understandings of each other's problems and possibilities are considered equally important especially in respect of input to policy formulation by the local authorities. The results also show that one of the most important factors to support the on-going activities of a partnership is a core set of engaged and interested participants and several ways in which this can be achieved have been identified.
