For each policy idea, we describe the problem it is meant to solve, what may be leveraged to solve it, and a brief analysis of benefits and risks.

    • This paper provides a theoretical model that captures the essential features of a Swedish health care reform where private and public health care providers serve patients with certain functional impairments, but where only private providers can reject service requests from patients. Since the hourly price compensation is fixed, this type of systems is expected to result in a monetary deficit for public providers (since they can not reject proposals from “unprofitable” patients). This paper proposes a more advanced pricing system and characterizes its optimal solution. A numerical analysis demonstrates that the deficit for the public provider can be substantially reduced without affecting the total budget.

    • This paper provides a general theoretical framework that captures the essential features ofa Swedish reform where private and public health care providers serve patients with certainfunctional impairments. Because providers receive a fixed hourly compensation for theirservices (identical across patient types) and only private providers can reject service requestsfrom patients, private providers avoid the costliest patients, resulting in a monetary deficitfor public providers. To partially overcome this problem, a multiple pricing (reimbursement)scheme is proposed and its solution is characterized. The results suggest that there are somefundamental trade-offs, e.g., between the goals of containing costs and restricting choicesfor patients, but that the suggested pricing scheme may substantially reduce the deficits forpublic providers without affecting the total budget set by the central government.

    • School districts in the US and around the world are increasingly moving away from traditional neighborhood school assignment, in which pupils attend closest schools to their homes. Instead, they allow families to choose from schools within district boundaries. This creates a market with parental demand over publicly-supplied school seats. More frequently than ever, this market for school seats is cleared via market design solutions grounded in recent advances in matching and mechanism design theory. The literature on school choice is reviewed with emphasis placed on the trade-offs among policy objectives and best practices in the design of admissions processes. It is concluded with a brief discussion about how data generated by assignment algorithms can be used to answer contemporary empirical questions about school effectiveness and policy interventions.

  • Decomposing the Afternoon Effect: An Empirical Investigation of Sequential Train Ticket Auctions

    • The afternoon effect, i.e., that prices in a sequence of auctions with identical items are decreasing with the order in which the auctions are terminated, is a frequently observed phenomenon in empirical auction studies. Using an unsurpassed amount of data from sequential online train ticket auctions, we investigate two hitherto unexplored dimensions inherent in sequential auctions, namely, the timing of auction ends and the presentation order of the auctions in a sequence. We find that both these dimensions are important for price formation in sequential auctions, but even when controlling for them, a sizable afternoon effect remains.

  • A Method for Finding the Maximal Set in Excess Demand

    • We present a polynomial time method for identifying the maximal set in excess demand at a given payoff vector. This set can be used in "large" partnership formation problems to identify the minimum element in the set of individually rational payoff vectors at which there is no overdemanded set of agents. This minimum element corresponds to the minimum Walrasian equilibrium price vector in a special case of the partnership formation problem.

  • Assigning Refugees to Landlords in Sweden : Stable Maximum Matchings

    • In Sweden, asylum seekers are either deported or granted a residence permit. Refugee families with a residence permit are assigned to the different local municipalities. Since almost all accommodation options are exhausted in Sweden, households in some municipalities are asked to state their willingness to accommodate refugee families. In line with the European NGO “Refugees Welcome”, a refugee family and a landlord (household) are mutually acceptable if they have a language in common and if the number of offered beds of the household exceeds the number of beds needed by the refugee family. This paper proposes an algorithm that finds a maximum matching (filling the maximal number of beds) which in addition is stable.

  • Beyond Truth-telling: A Replication Study on School Choice

    • In a recent paper, Fack et al. (2019, American Economic Review) convincingly argue and theoretically demonstrate that there may be strong incentives for students to play non-truth-telling strategies when reporting preferences over schools, even when the celebrated deferred acceptance algorithm is employed. Their statistical test also rejects the (weak) truth-telling assumption in favour of another assumption, called stability, using a single data set on school choice in Paris. This paper uses Swedish school choice data and replicates their empirical finding in 52 of the 58 investigated data sets (P-value threshold 0.05).
