    • Public sector IT procurement has received limited interest from the research community, despite the vastness and importance of the phenomena. Following contemporary developments in a “turn-to-services”, with more and more of the total IT environment being supplied through cloud-based delivery models, this paper explores the potential in using switching costs as an approach for studying public sector IT procurement. Through presenting and contrasting two theoretical models for switching cost estimation, this paper discusses the use of switching costs as a perspective in the study of public sector IT procurement of cloud-based services. As the results show, switching costs is a valuable way ahead, and the paper lists some design implications for research into the field.

    • In arts and culture organizations significant targets referrers to intangible value creation that is difficult to measure. Aiming to support further improvements in approaching non-measureable value creation in accounting and management accounting, this paper discusses the role of accounting in the context of a publicly funded theater. The research design comprises two case studies and a literature review. A theoretical framework for the analysis is synthesized from arts management and accounting literature on intangibles and intellectual capital. The findings imply that accounting in a theater organization is multi-facetted; the role of accounting may be explained as having two different general tasks, an internal and an external task, which both occur in a tangible and an abstract dimension. Drawing from arts management theory, the paper suggests that accounting in an art firm can be viewed as an 'aesthetic play' in which given accounts are actors that need to be given place to play in order for intangible performance to render visible.

  • Democracy, Redistribution, and Political Participation: Evidence from Sweden 1919-1950

    • In this paper we empirically analyze how different forms of democracy affect redistributive spending programs, the size of government and political participation. Specifically, we compare a representative democracy with direct democracy, i.e., town-meeting, using a very large data set on Swedish local government for the period 1919-1950. Due to the Swedish Local Government Act, we can implement two different design-based strategies: a regression-discontinuity design and a nonparametric instrumental variables approach. Our results indicate that going from a direct democracy to a representative system dramatically increases political participation, redistributive spending, and the size of government. The estimated effects on public spending to the poor (poverty relief, child welfare and basic public education) are on the order of 35-70 percent while the effect on political participation is between 150-200 percent. We argue that these results most likely reflect that direct democracy is more prone to capture by (rich) local elites than representative democracy. We present further evidence that supports the theoretical framework developed by Acemoglu and Robinson (2006, 2008) based on the persistence of de facto political power.

    • Interviewing in professional labor markets is a costly process for .rms. Moreover, poor screening can have a persistent negative impact on .rms.bottom lines and candidates. careers. In a simple dynamic model where .rms can pay a cost to interview applicants who have pri- vate information about their own ability, potentially large ine¢ ciencies arise from information-based unemployment, where able workers are rejected by .rms because of their lack of o¤ers in previous interviews. This e¤ect may make the market less e¢ cient than random matching. We show that e¢ ciency can be achieved using either a mechanism with transfers or one without transfers.

    • This study empirically investigates if international trade has an impact on aggregate unemployment in the presence of labour market institutions. Two hypotheses are investigated: First, trade will have a direct e¤ect on the ag- gregate unemployment rate and, second, the e¤ect of trade on unemployment will be in.uenced by the structure of labour market institutions. Using the data of 20 OECD countries for the years 1961-2008, this study .nds that an increase in trade leads to higher aggregate unemployment as it interacts with rigid labour market institutions, whereas it may reduce aggregate unemploy- ment if the labour market is characterised by .exibility.

    • Empirical work investigating commonality in liquidity and systematic liquidity risk utilizes various different estimators of systematic liquidity. This paper is the first to compare and contrast such estimators.  We distinguish two classes of systematic liquidity estimators that both have many followers in the literature: (1) weighted average estimators based on concurrent liquidity shocks and (2) principal components estimators based on both concurrent and past liquidity shocks. Our results show that the simpler weighted average estimators perform at least as well as the more complex principal components estimators. This finding is robust across different evaluation criteria and different underlying liquidity measures.
