  • The relationship between quality management and employee health : exploring the underlying dimensions

    • The first purpose of this study was to verify the relationship between workplace health and quality management, particularly the values ‘leadership commitment’ and ‘participation of everybody’ whose importance previous research has pointed to. The second purpose of the study was to examine the constituents and mechanics of the relationships between health and those values. A case study was carried out in a Swedish manufacturing company using data triangulation in the form of in-depth interviews and focus-group interviews on three levels. The findings show that the perceptions of the quality management values were significantly correlated with the employees’ perception of their health. This finding substantiates earlier studies indicating a relationship between quality and health. Important dimensions of ‘leadership commitment’ and ‘participation of everybody’, regarding health, were identified and described in models. The paper provides additional understanding of the connection between quality management and health, particularly regarding the role of leadership.

  • National Parks and Protected Areas and the Role for Employment in Tourism and Forest Sectors : a Swedish Case

    • The development of national parks and other protected areas has been widely promoted because of its potential for regional development in peripheral and sparsely populated areas. The argument is that the economic and social benefits seen in national parks in the USA and UK will also occur in the Swedish context in the form of an increased tourism-related labor market. Our aim was to analyze the possibility of such a development both in light of the policy visions of positive regional and local development and from the adversary point of view that protection of land is making it more difficult for 15 sparsely populated mountain municipalities in Sweden to prosper. We used a database covering the entire population of the area for 1991 to 2001. Our results show that factors other than the protected areas are connected to the development of a tourism labor market. The most positively correlated variables for change in tourism employment are population growth and proximity to ski lifts. Positive population development is also correlated to a positive change in the number of people employed in forest sectors. Thus, one of the main outcomes is that the assumed and almost automatic positive relation between nature conservation and tourism can is questionable.

  • Impacts of the Productive Safety Net Program in Ethiopia on livestock and tree holdings of rural households

    • We evaluated the impacts of the Ethiopian Productive Safety Net Program (PSNP) on rural households' holdings of livestock and forest assets/trees. We found no indication that participation in PSNP induces households to disinvest in livestock or trees. In fact, households that participated in the program increased the number of trees planted, but there was no increase in their livestock holdings. We found no strong evidence that the PSNP protects livestock in times of shock. Shocks appear to lead households to disinvest in livestock, but not in trees. Our results suggest that there is increased forestry activity as a result of PSNP, and that improved credit access encourages households to increase their livestock holdings.

  • Value for money and the rule of law : the (new) performance audit in Sweden

    • Purpose – This paper aims to develop a classification scheme of different types of value for money(VFM) audits with different degrees of compliance audit, and to classify the performance audits carriedout by the Swedish National Audit Office (SNAO) during its first six years as an independent stateaudit organization reporting to parliament.Design/methodology/approach – The empirical data were gathered from all of the 150 auditreports published by the SNAO from its establishment in 2003 to the end of 2008. Seminars werearranged to discuss the classifications for validation.Findings – The focus on traditional VFM audits (the “Three Es”) is unusual. Most audits carried outby the SNAO combine different types of extended VFM audits with compliance audit. On the onehand, they audit how the government and/or central agencies fulfil their mandates (from good to bad).On the other, they audit how the government and/or central agencies adhere to legislation, rules andpolicies (right or wrong). In some cases, the SNAO equates compliance audit with performance audit.Practical implications – The authors have verbalised and visualised performance audit activities of interest not only to state auditors, but also to external stakeholders. One practical implication is thatthe Swedish national audit committee has conducted an evaluation of the SNAO that is partly based onthe national report of this study, and has proposed a stronger focus on the Three Es.Originality/value – The study addresses a new approach in terms of a classification scheme forperformance audits, consisting of eight types.

  • Retail waste of horticultural products in Sweden

    • Waste of food is a topic of considerable policy interest. However, few studies have been done on food waste at the retail level. The aim of this study was to examine how large retail waste is for 16 different horticultural products, selected among typical fruit and vegetables. The levels of retail waste were examined in cooperation with one of the leading Swedish retail companies. The results showed that retail waste of horticultural products amounted to between 0.4 and 6.3% of store supplies for different horticultural products. The results did not show that packaging reduced waste of horticultural products.

  • The Right of Public Access : Opportunity or Obstacle for Nature Tourism in Sweden?

    • Access to countryside areas – by means of personal ownership, designated areas or free access – is fundamental to outdoor recreation and nature tourism. This paper examines the role of the Right of Public Access for public participation in outdoor recreation and nature tourism supply in Sweden. This right can be seen both as a “free space” for recreation and a way of restricting land ownership. Our study shows that the Right of Public Access has strong support among the Swedish public in general and that designated areas for recreation are less important than public access for outdoor recreation participation. Among nature tourism entrepreneurs, the Right of Public Access is considered a success factor to a much higher extent than an obstacle. We identify a tension between the general public and nature tourism entrepreneurs with respect to traditional backcountry activities such as hiking, cross‐country skiing and nature studies. One important challenge for the future will be to balance the demand for outdoor recreation with nature tourism opportunities for local economic development, and the paper concludes with a set of topics suggested for further discussion concerning the Right of Public Access in a dynamic world

    • Il lavoro analizza la pratica emergente dell’imprenditorialità collettiva e adotta un modello reticolare di marketing management nelle piccole e medie imprese. L’uso del- la cooperazione e delle alleanze tra attori locali ha ottenuto una crescente attenzione ed è stato indicato come strategia per affrontare la competizione globale, in particolare nel business delle destinazioni turistiche. L’obiettivo dell’articolo è di elaborare modelli di marketing per le PMI turistiche. Il problema è considerato nella prospettiva imprenditoriale, di marketing e del network. L’indagine svolta si basa su un case study di un network di hotel, nel contesto di un comune svedese. L’autore ha condotto interviste in profondità con i proprietari e i dirigenti alberghieri e con le autorità locali. Dall’indagine emerge una potente rete di connessioni tra gli attori locali, evidenziando l’impatto dell’imprenditorialità collettiva al fine di ottenere uno sviluppo positivo del business.

    • The majority of today’s information and communication technology (ICT) impact studies disregard infrastructural, organizational, and environmental factors typically responsible for successful e-business adoption and use. This article proposes an empirical approach that shows how the mentioned factors determine both e-business adoption and the impact of information and communication technologies. The research framework is based on E. Rogers’ Innovation Diffusion Theory and is tested with survey data gathered in the Austrian destination management organization sector. By referring to K. Zhu and K. L. Kraemer’s (2005) e-business impact model, the proposed approach explicates how the use of e-business applications may positively affect the performance of tourism organizations. Online survey data are analyzed through a linear structural equation modeling approach.

    • Microcredit schemes have become a popular means of improving smallholders' access to credit and making long term investment possible. However, it remains to be explored whether the current microcredit schemes are more successful than earlier formal small scale lending in identifying successful borrowers. We studied shrimp farming in a rural region in Bangladesh where formal microlending is well established, but where more expensive informal microlending coexists with the formal schemes. Farmers - both those who exclusively use formal loans and those who also use informal loans - remain credit-constrained; both types overutilize labour in order to reduce the need for working capital. However, the credit constraint is actually milder for the informal borrowers: the implicit shadow price of working capital is substantially higher in the group that only takes formal loans than in the group that also uses informal loans. These results suggest that informal lenders - with their closer ties to the individual farmers - remain more successful in identifying those smallholder farmers that are most likely to use the borrowed funds successfully. Informal lenders have an information advantage that formal microlenders lack: the latter need to find routes to access this information in order for formal microcredit schemes to succeed.

    • In this paper, we study whether migration affects taxes on labor and capital income. The analysis is based on panel data for 14 European countries. The results indicate that migration does affect subsequent tax rates, and taxes on labor income increase with increased migration, especially in countries with large public sectors. However, this effect is reduced for countries with large foreign trade and/or large shares of elderly in the population.
