    • This article outlines the structure of a Rawlsian theory of justice in the employment relationship. A focus on this theory is motivated by the role it plays in debates in business ethics. The Rawlsian theory answers three central questions about justice and the workplace. What is the relationship between social justice and justice at work? How should we conceive of the problem of justice in the economic sphere? And, what is justice in the workplace? To see fully what demands justice makes on the workplace, we should first spell out the implications that domestic justice has for working conditions. When this is done, we can develop a conception of workplace justice and investigate what content such local justice should have. John Rawls's political liberalism was constructed for the specific problem of a just basic structure; in order to apply it to another problem the key theoretical concepts must be revised. Reasons for a specific construction of a local original position are given and arguments are presented in support of a principle of local justice, which takes the form of a choice egalitarian local difference principle.

    • Several authors have argued that acceptability for road pricing is likely to increase with familiarity. The experiences in Stockholm, where a trial period with congestion charges changed the public opinion from negative to positive, support this hypothesis. Analysing acceptability and attitudes in Stockholm allows us to study a situation where the population is in fact familiar with congestion charges, and explore what the decisive factors for acceptability are in such a situation. By analysing a survey collected after the referendum and the subsequent reintroduction of the charges, we analyse the prerequisites to achieve acceptability given that the public is familiar with congestion charges.As expected, low car dependence and good transit supply are associated with high acceptability. But the two most important factors turn out to be beliefs about the charges' effectiveness, and general environmental attitudes. The importance of beliefs and perceptions of the effects of the charges underscores the importance of both careful system design and careful evaluation and results communication. The strong connection between environmental concerns and positive attitudes to congestion charges underscores the importance of considering and "marketing" the charges' environmental effects. In Stockholm, the politicians' decision to "re-label" the congestion charges to "environmental charges" and emphasising their positive effects on air quality may very well have had a positive impact on acceptability.

  • Effect assessment in work environment interventions : A methodological reflection

    • This paper addresses a number of issues for work environment intervention (WEI) researchers in light of the mixed results reported in the literature. If researchers emphasise study quality over intervention quality, reviews that exclude case studies with high quality and multifactorial interventions may be vulnerable to 'quality criteria selection bias'. Learning from 'failed' interventions is inhibited by both publication bias and reporting lengths that limit information on relevant contextual and implementation factors. The authors argue for the need to develop evaluation approaches consistent with the complexity of multifactorial WEIs that: a) are owned by and aimed at the whole organisation; and b) include intervention in early design stages where potential impact is highest. Context variety, complexity and instability in and around organisations suggest that attention might usefully shift from generalisable 'proof of effectiveness' to a more nuanced identification of intervention elements and the situations in which they are more likely to work as intended. Statement of Relevance: This paper considers ergonomics interventions from perspectives of what constitutes quality and 'proofo. It points to limitations of traditional experimental intervention designs and argues that the complexity of organisational change, and the need for multifactorial interventions that reach deep into work processes for greater impact, should be recognised.

  • On the use of "average delay" as a measure of train reliability

    • We investigate how passengers on long-distance trains value unexpected delays relative to scheduled travel time and travel cost. For scheduled services with high reliability and long headways, the value of delays is most commonly assumed to be proportional to the average delay. By exploring how the valuation of train delays depends on delay risk and delay length, using three different stated choice data sets, we find that the "average delay" approach does not hold: the disutility increases slower than linearly in the delay risk. This means that using the average delay as a performance indicator, a guide for operations planning or for investment appraisal will underestimate the value of small risks of long delays relative to large risks for short delays. It also means that estimated valuations of "average delay" will depend on the delay risk level: valuations will be higher the lower the risk levels in the study are.

    • The purpose of this paper is to explore possible effects for learning when a manufacturing plant takes a double role, as being both master plant and apprentice plant, in a globally distributed industrialization process. Industrialization is here understood as the process of preparing new products for volume manufacturing. Two research questions are addressed. The first is what characterizes the dual roles. The second concerns how the dual roles affect knowledge integration and learning processes, and whether this arrangement facilitates learning between master and apprentice. Based on a study of a global telecom equipment company, the paper provides insights into some of the challenges and effects of dynamic switching of roles. By separating the network function from the strategic role of the plant, the study identifies four options for learning. The case adds to the literature on learning in manufacturing networks and to previous research on how distributed processes affect innovation capability.

    • While the previous literature uses transaction cost economics and the resource-based view to theoretically derive the benefits of outsourcing, it has so far overlooked how these theoretical underpinnings must be used to assess trade-offs involved in make-buy decisions as well. This study investigates trade-offs in make-buy decisions for the buying firm. It takes an operations strategy perspective and links manufacturing firms competitive priorities to outsourcing motives and resulting capabilities. Survey data from a representative sample of 136 manufacturing plants in Sweden is subjected to regressions analysis. In contrast to earlier empirical research, this study shows that resulting capabilities of strategic outsourcing initiatives are distinct, and, furthermore, do not emerge cumulatively. This has important implications for the ongoing debate over trade-offs in the operations strategy literature. Findings are clearly in support of the trade-off model and extend current research into the theoretical domain of make-buy decisions.
