Policy mixes and policy feedback: Implications for green industrial growth in the Swedish biofuels industry

- In recent years, innovation systems scholars have advanced the understanding of the evolution of industries around renewable energy technologies as well as the role of policy feedback (and indeed politics) surrounding the development of domestic green industrial development policies. To take a step towards combining these literature streams, the purpose of this paper is to investigate the role of policy mixes and policy feedback in the emergence of domestic green industries. This is achieved in the empirical case of biofuels in Sweden, and the findings show that policy feedback dynamics created difficulties in aligning the national policy mix with the technology and industrial developments in the country. The resulting political uncertainty predominantly hampered the scaling up of domestic production capacity, while R&D and import of biofuels instead could grow strong. Based on this empirical case, a process model is developed to explain the role of policy feedback in the development of domestic industries, thus demonstrating how the growth of domestic industries is driven by the interplay of policy effects and various feedback processes. The findings suggest that future research into the role of policies in “green” domestic industry growth should devote more attention to the dynamics driving the co-evolution of policy, technology and industry structures.

- Digital entrepreneurship may result in institutional turbulence and new initiatives are frequently blocked by vested interest groups who posit superior financial and relational resources. In this paper, we explore the role of cities in facilitating digital entrepreneurship and overcoming institutional resistance to innovation. Drawing upon two historical case studies of digital entrepreneurship in the city of Stockholm along with an extensive material on the sharing economy in Sweden, our results suggest that cities offer an environment that is critical for digital entrepreneurship. The economic and technological diversity of a city may provide the field conditions required for institutional change to take place and to avoid regulatory capture.

- 1989 was a turning point within the socio-economic development in the former Eastern bloc, initiating a system transformation that affected the society at large. It also contributed to the crystallisation of certain cultural landscapes, hitherto largely illegible due to the inhibition of spatial processes encountered during Communism. In Poland, after a quarter-century of free market economy, the focus on social problems began to expand to the spatial realm as well. It became apparent that the progressive social polarisation that followed was most prominent in environments striated by a particular landscape type – the former State Agricultural Farm (PGR). Considering PGRs “the epitome of rurality” subject to ideas informing the direction of contemporary “rural development” prompts a different way of looking at the problem. In this paper, we investigate the concept of rurality in the discursive tenor of implemented policy and contrast it with contextualised empirical examples. Our findings suggest that efficient policy should be confronted with the expectations of residents at the local level, while introducing top-down actions usually ends in failure as in the case of post-PGR estates.

- Research on sustainability transitions has expanded rapidly in the last ten years, diversified in terms of topics and geographical applications, and deepened with respect to theories and methods. This article provides an extensive review and an updated research agenda for the field, classified into nine main themes: understanding transitions; power, agency and politics; governing transitions; civil society, culture and social movements; businesses and industries; transitions in practice and everyday life; geography of transitions; ethical aspects; and methodologies. The review shows that the scope of sustainability transitions research has broadened and connections to established disciplines have grown stronger. At the same time, we see that the grand challenges related to sustainability remain unsolved, calling for continued efforts and an acceleration of ongoing transitions. Transition studies can play a key role in this regard by creating new perspectives, approaches and understanding and helping to move society in the direction of sustainability.

- Despite three decades of political efforts and a wealth of research on the causes and catastrophic impacts of climate change, global carbon dioxide emissions have continued to rise and are 60% higher today than they were in 1990. Exploring this rise through nine thematic lenses-covering issues of climate governance, the fossil fuel industry, geopolitics, economics, mitigation modeling, energy systems, inequity, lifestyles, and social imaginaries-draws out multifaceted reasons for our collective failure to bend the global emissions curve. However, a common thread that emerges across the reviewed literature is the central role of power, manifest in many forms, from a dogmatic political-economic hegemony and influential vested interests to narrow techno-economic mindsets and ideologies of control. Synthesizing the various impediments to mitigation reveals how delivering on the commitments enshrined in the Paris Agreement now requires an urgent and unprecedented transformation away from today's carbon- and energy-intensive development paradigm.

- This paper studies early arguments in Sweden for combating climate change. We show how scientific results in relation to climate change entered the political sphere as part of the debate on energy in the 1970s, a process we propose to name energysation. We argue that the use of climate science by pro-nuclear political actors served as a way of maintaining a course set by a high-energy society while simultaneously trying to outmanoeuvre the growing environmental anti-nuclear and low-energy movement. When the pro-nuclear power side met with resistance, this led to a displacement of climate change knowledge away from the realm of the national political sphere and specific energy forms, a process we conceptualise as de-energysation. By highlighting conflicts and the political framings of climate change in the early years 1974–1983, we suggest that the history of these frames influences current delay in climate change mitigation and limits the range of actions and ways of addressing the ongoing climate emergency.

- How are historical, practice-oriented, and critical research perspectives in management affected by digitalization? In this article, we describe and discuss how two digital research approaches can be applied and how they may influence the future directions of management scholarship and education: Social Media Analytics and digital archives. Our empirical illustrations suggest that digitalization generates productivity improvements for scholars, making it possible to undertake research that was previously too laborious. It also enables researchers to pay closer attention to detail while still being able to abstract and generalize. We therefore argue that digitalization contributes to a historical turn in management, that practice-oriented research can be conducted with less effort and improved quality and that micro-level data in the form of digital archives and online contents make it easier to adopt critical perspectives.

- Ecosystems are the result of a delicate balance between centripetal forces that push economic activities toward integration, and centrifugal forces that pull economic activities out onto the market. Ecosystems evolve when these forces change. For example, technological complementarities-the main source of centripetal force-are dynamic and may be commoditized, generalized, or standardized over time. Management and coordination also change: for example, open innovation practices enable firms to move innovation activities from the in-house R&D lab out into the ecosystem. This article discusses how such dynamics in technologies and management lead to ecosystem evolution.

- This work analyzes the official training advice given to prospective elite skiers in Sweden and the Soviet Union from the late 1940s until the 1970s. How was training scientized in relation to the Cold War context? In what ways did neutral Sweden differ from the Soviet Union? What type of organizations took an interest in the rationalization of training and why? The sportification process accelerated during the Cold War period in both the Soviet Union and Sweden, despite their many differences in political system, international relations, tradition and economy. It is also clear that the scientific contribution to sport, not least skiing, was vital in both countries. As the knowledge about Soviet sport science and training development increases, this also sheds new light on the Cold War era and its impact on sport. For the developments in cross-country skiing as well as sport science, the conscious effort by the Soviet Union to be the avant-garde of scientized training directly affected other countries such as Sweden into accelerating their own efforts. The Cold War was therefore not only fought in space or by military means, but also in labs and skiing tracks. What is particularly interesting is that similar research on athletes was motivated in radically different ways. In Soviet, sports and thus also sport science was highly political. In Sweden, it was framed as neutral, relating more to rationality and scientific ideals than to sport performance.
