- The aim of this study is to explain the evolution of foreign policy in Denmark, Finland and Sweden with regard to Western security cooperation between 1988 and 1993. The study sets out to test two theoretical perspectives on the security cooperation policies of these three small states. The external political perspective is based on the idea that foreign policy is determined by the challenges of a state’s external political environment. The domestic political perspective is based on the idea that phenomena at the domestic level of the state have an impact on how governments cope with external constraints. The primary theoretical ambition is to integrate the findings from these two analyses in order to further an understanding of the mechanisms of foreign policy change in small states.In order to study the relationship between the environment and foreign policy change, the author applies a perceptual approach, which means that his intention is to explain foreign policy action on the basis of the perceptions actors have of the environment.The author draws a number of conclusions with regard to the mechanisms of foreign policy change. First, a perceptual approach is needed in order to analyze a state’s specific responses to international political change. Second, domestic factors are not only important for foreign policy in general but also for the evolution of security cooperation policy in small states under conditions of fundamental shift in the international system. Third, it is possible to attribute some degree of relative explanatory power to external factors and to assign a range of different roles to domestic factors. Fourth, governments of Western democratic small states pay relatively equal attention to external and domestic considerations when making their foreign policies. However, depending on the situation, the relative potency of external and domestic factors can vary.

- It is well recognized that contemporary crisis call for collaborative efforts across both organizational and jurisdictional boundaries. One of the key challenges for governments and public authorities responsible for organizing crisis management is to find adequate ways in which they can support decentralized and collaborative responses. This effort can be analyzed through the meta-governance approach that suggests that different instruments can be used to support decentralized collaborative efforts. This article analyzes the management of crisis communication in Sweden and the implementation of a new national Security Communications System (SCS) as a specific case of meta-governance. The main finding suggests that meta-governance may be impaired by combining different types of governance (sovereignty, markets, or network management) due to competing rationality invested in each governance style. The deadlock was, however, resolved by direct involvement and increased deliberation between the meta-governors and the end users as it generated a shared understanding of crisis management and the utility of a single SCS. Besides identifying the importance of direct involvement in terms of network management the article also suggests that meta-governors need to develop a deeper and more sensitive understanding of the self-organizing nature of networks in order to be able to support collaborative crisis management.

- This article analyzes civil–military relations and the issue of civilian control through the lens of new managerialism. It illustrates that the means and mechanisms applied by governments to govern the military actually shape its organization and affect its functions in ways not always acknowledged in the civil–military debate. We start by illustrating the gradual introduction of management reforms to the Swedish Armed Forces and the growing focus on audit and evaluation. The article thereafter analyzes the consequences of these managerialist trends for the most central installation of the armed forces–its headquarters. It further exemplifies how such trends affect the work of professionals at the military units. In conclusion, managerialist reforms have not only changed the structure of the organization and the relationship between core and support functions but have also placed limits on the influence of professional judgment.

- Feminist scholars have convincingly demonstrated how militarism and nationalism rely on the (re)production of gendered hierarchies. As a result, feminism is often assumed to be at odds with these political projects. In this article, we demonstrate that this is not always and not necessarily the case: in contrast, militarized nationalism may even constitute fertile ground for the mobilization of feminist organization and activism. We make this argument drawing on an in-depth case study of the emergence and evolution of an exiled Burmese women's movement from within armed ethno-nationalist struggles in the borderlands of Myanmar. Drawing on interviews with women activists, we examine when and how militarized nationalism can provide a space from which feminist agendas can be articulated and successfully pursued. This case demonstrates that militarized nationalism does not only have the potential to mobilize women's participation, but can provide a platform for feminist organization and activism that transcends, challenges, and eventually reshapes militarized nationalist projects in ways that advance women's rights and equality. These findings call into question generalized assumptions about the conflictual relationship between feminism, militarism and nationalism, and contributes to advance feminist debates about women's mobilization in contexts of armed conflicts and nationalist struggles.

Governing the Military : Professional Autonomy in the Chinese People's Liberation Army

- The reform process that has been underway in China the past 30 years has affected most parts of Chinese society. In regard to core branches of the civilian state administration, public administration research provides evidence of far-reaching decentralization, marketization, and a relaxation of direct political control within many policy areas. Despite the fact that the military in any Marxist-Leninist state is an indispensable part of the state administration, it is rarely included in research on the Chinese state administrations. In this dissertation, it is argued that the military is intrinsically linked to the overall political stability of the Chinese state not only because it constitutes one of the most central branches of the Chinese cadre administration, but also given its close connection to the ruling communist party. Hence it deserves greater research focus.The overarching focus of this study is political control and governance vis-à-vis the Chinese military. Contrary to previous studies that have approached the issue of control by investigating military infringement on civilian policy making, the analysis here illustrates that the structures and the underlying logic of control are better captured by a study of the professional autonomy of the Chinese military officer corps. Professional autonomy is investigated within the military education system, given that education is a central undertaking for any profession.By suggesting a new approach to the study of the relationship between the political entities of the state and the military, an approach which makes use of insights from both the political science subfield of public administration and the sociology of professions, this dissertation makes important theoretical and analytical contributions to the field of civil-military relations. Yet the usefulness of the actor-centered approach put forward here, which focuses on the autonomy of the profession within the organization, reaches beyond the immediate study of the military and can be used in any analysis of power relations between the political entities of the state and its administrations. This dissertation also contributes to increase the understanding of Chinese military education, which is one of the military’s most important peace time undertakings.

- The future risk for droughts and water shortages calls for substantial efforts by authorities to adapt at local levels. Understanding their perception of drought hazards, risk and vulnerability can help to identify drivers of and barriers to drought risk planning and management in a changing climate at the local level. This paper presents a novel interdisciplinary drought case study in Sweden that integrates soft data from a nationwide survey among more than 100 local practitioners and hard data based on hydrological measurements to provide a holistic assessment of the links between drought severity and the perceived levels of drought severity, impacts, preparedness, and management for two consecutive drought events. The paper highlights challenges for drought risk planning and management in a changing climate at the local level and elaborates on how improved understanding of local practitioners to plan for climate change adaptation can be achieved.

- There is quite some consensus that today’s international security environment has substantially changed following the end of the Cold War in 1989/90 and that this requires the transformation of modern armed forces from conventional ones to something else. This ‘something else’ may indeed be an expeditionary military. The military metamorphosis that is needed seems to be nothing less than a substantial overhaul of the armed forces in various dimensions. One obvious dimension is organizational structure. The second dimension is technology and especially armament technology where weapons and equipment need to be adapted to present-day conflict and combat challenges including a shift in focus of procurement policies. The third dimension rests with the assumption that the given, current security political landscape necessitates a change not only in the military’s organizational format and technological posture, but also in mindset. Changing the conventional military mindset towards one that is focused on expeditionary operations calls into question how such a transformation will influence the core values of the military. The fourth and final dimension is educating and training the soldiers because expeditionary operations call for additional skills and expertise compared to those required for a Cold War military mission.The contributions to this book focus on the mindset and the core values of an expeditionary military and take different avenues to approach these themes. At times, they also reach out into the other dimensions. The book is divided into two parts. The first part covers concepts and conceptual approaches, while the second part contains contributions that basically carry case-study character. The contributors belong to a wide range of academic disciplines, which allows for different avenues and perspectives on our topic, thus enriching our knowledge of the problems involved. The book is of great interest and relevance to academia, military practitioners and political decision-makers.
