  • Reconstruction planning in post-conflict zones : Bosnia and Herzegovina and the international community

    • The history of mankind has been plagued by an almost continuous chain of various armed conflicts - local, regional, national and global - that have caused horrendous damage to the social and physical fabric of cities. The tragedy of millions deprived by war still continues. This study sets out to understand the nature of reconstruction after war in the light of recent armed conflicts. It attempts to catalogue and discuss the tasks involved in the process of reconstruction planning by establishing a conceptual framework of the main issues in the reconstruction process. The case of Bosnia and Herzegovina is examined in detail and on the whole acts as the leit-motif of the whole dissertation and positions reconstruction in the broader context of sustainable development. The study is organized into two parts that constitute the doctoral aggregate dissertation – a combining of papers with an introductory monograph. In this case the introductory monograph is an extended one and there are six papers that follow. Both sections can be read on their own merits but also constitute one entity.The rebuilding of war-devastated countries and communities can be seen as a series of nonintegrated activities carried out (and often imposed) by international agencies and governments, serving political and other agendas. The result is that calamities of war are often accompanied by the calamities of reconstruction without any regard to sustainable development. The body of knowledge related to post-conflict reconstruction lacks a strong and cohesive theory. In order to better understand the process of reconstruction we present a qualitative inquiry based on the Grounded Theory Method developed originally by Barney Glaser and Anselm Strauss (1967). This approach utilizes a complex conceptualization with empirical evidence to produce theoretical structure. The results of process have evolved into the development of a conceptual model, called SCOPE (Sustainable Communities in Post-conflict Environments).This study proposes both a structure within which to examine post-conflict reconstruction and provides an implementation method. We propose to use the SCOPE model as a set of strategy, policy and program recommendations to assist the international community and all relevant decision-makers to ensure that the destruction and carnage of war does not have to be followed by a disaster of post-conflict reconstruction. We also offer to provide a new foundation and paradigm on post-conflict reconstruction, which incorporates and integrates a number of approaches into a multidisciplinary and systems thinking manner in order to better understand the complexity and dependencies of issues at hand. We believe that such a systems approach could better be able to incorporate the complexities involved and would offer much better results than the approaches currently in use.The final section of this study returns to the fact that although it is probably impossible to produce universal answers, we desperately need to find commonalities amongst different postconflict reconstruction settings in order to better deal with the reconstruction planning in a more dynamic, proactive, and sustainable manner.

    • This article presents a model for local energy planning and its application in a full-scale experiment in a Swedish municipality. The model is based on legal requirement,research findings and standards of good practice and includes a combination ofanalytical and procedural tools intended to support rational decision-making: external scenarios, a citizens’ panel, life cycle analysis and qualitative environmental assessment (EA). The application of the model indicates that the decision-support tools selected can give several new and valuable inputs to local energy planning, suchas local knowledge and values through citizen dialogue and comprehensive EAs.However, the experiment also shows that there are several challenges involved in applying the tools, for example, it is difficult to get citizens and the industry to participate and that it is complicated to combine several different tools for decision making into a single planning process. Moreover, the experiences from the application suggest that the model for local energy planning show great potential but needs to be improved before it can be used as a standard of good practice.

  • Technology Neutrality in European Regulation of GMOs

    • Objections to the current EU regulatory system on genetically modified organisms (GMOs) in terms of high cost and lack of consistency, speed and scientific underpinning have prompted proposals for a more technology-neutral system. We sketch the conceptual background of the notion of ‘technology neutrality’ and propose a refined definition of the term. The proposed definition implies that technology neutrality of a regulatory system is a gradual and multidimensional feature. We use the definition to analyze two regulatory reform proposals: One proposal from the Netherlands for improving the exemption mechanism for GMOs under Directive 2001/18/EC, and one from the Norwegian Biotechnology Advisory Board, outlining a new stratified risk assessment procedure. While both proposals offer some degree of improved technology neutrality in some dimensions compared to current EU regulation, in some extents and dimensions, they do not. We conclude that proposals for more technology-neutral regulation of GMOs need, first, to make explicit to what extent and in what dimensions the proposal improves neutrality and, second, to present arguments supporting that these specific improvements constitute desirable policy change against the background of objections to current policy.

  • Funding ecological restoration policy in practice : patterns of short-termism and regional biases

    • With continuous degradation of ecosystems combined with the recognition of human dependence on functioning ecosystems, global interest in ecological restoration (ER) has intensified. From being merely a nature conservation measure, it is today advanced as a way to improve ecosystem functions, mitigate biodiversity loss and climate change, as well as renew human–nature relationships. However, ER is a contested and diversified term used in research, policy and practice. Substantive public funding is allocated towards this end worldwide, but little is known about its concrete purpose and coverage, as well as what decides its allocation. With inspiration from environmental funding literature we analyze the case of Sweden to provide the first national overview of public ER funding. The understudied political context of ER is thus addressed but also regional variation in funding allocation. A database of all national government funding programs between 1995 and 2011 that included projects and sub-programs aiming at practical ER measures was created. Results show that ER activities counted for 11% (130 million USD) of the total government nature conservation funding. Water environments were highly prioritized, which can be explained by economic and recreational motives behind ER. The ER funding was unevenly distributed geographically, not related to either environmental need or population size, but rather to regional administrative capacity. It was also found to be small scale and short term, and hence part of a general trend of "project proliferation" of public administration which runs contrary to ecosystem based management. As ER is not yet a long-term investment in Sweden, commonly seen as an environmental lead state, we expect even less and more short-term ER funding in other countries.

  • Pathways from research to sustainable development: Insights from ten research projects in sustainability and resilience

    • Drawing on collective experience from ten collaborative research projects focused on the Global South, we identify three major challenges that impede the translation of research on sustainability and resilience into better-informed choices by individuals and policy-makers that in turn can support transformation to a sustainable future. The three challenges comprise: (i) converting knowledge produced during research projects into successful knowledge application; (ii) scaling up knowledge in time when research projects are short-term and potential impacts are long-term; and (iii) scaling up knowledge across space, from local research sites to larger-scale or even global impact. Some potential pathways for funding agencies to overcome these challenges include providing targeted prolonged funding for dissemination and outreach, and facilitating collaboration and coordination across different sites, research teams, and partner organizations. By systematically documenting these challenges, we hope to pave the way for further innovations in the research cycle.

    • This report examines policy drivers of electric vehicles (EVs), and what potential role policy can play in enhancing the innovation and market development of EVs. We start with a policy review of key targets in the Nordic countries and the EU, up to 2030, and discuss to what extent they are consistent with industry, government and expert estimates of how the EV innovation systems can grow. On the basis of this, the second part examines what policy drivers might be needed to enable a breakthrough scenario, using a technological innovation systems (TIS) perspective to describe the needed processes, drivers and developments in policy and technology.
