Political Participation of Ethnic Associations : Exploring the Importance of Organisational Level Differences in Resources, Motivation and Recruitment Networks.

- In this paper, we apply the Civic Voluntarism Model (CVM) proposed by Verba, Schlozmanand Brady on the organisational level. Simultaneously contributing to the research on thepolitical integration of ethnic minorities, we examine resources, motivation and recruitmentnetworks of ethnic associations, and probe the extent to which these mechanisms influencecollectively organised political participation. We use data based on face to face interviewswith representatives of 106 organisations of four different immigrant groups in Stockholm.Our results indicate that participation rates of ethnic associations vary with size, access toinformation technology, level of internal democracy, overall aspiration to influence society,and contacts with political elites. Noteworthy, however, our analyses suggest that members’proficiency in the Swedish language is not important in this respect. Conceptually andmethodologically the study demonstrates how the CVM can be fruitfully applied whenanalysing differences in the political activity of voluntary associations.

- This article presents and empirically evaluates an analytical experiment in which we seek to translate individual-level explanations of differences in political participation to an organizational level. Utilizing the Civic Voluntarism Model, we analyse the consequences of voluntary associations’ politically valuable ‘resources’, ‘motivation’, and ‘recruitment networks’. Using data from a survey of ethnic associations in Stockholm, Sweden, results suggest that the overall logic of how associational-level political participation is encouraged resembles corresponding mechanisms on the individual level. We conclude that both our theoretical argument and empirical findings merit further analyses of civil society actors’ political participation with the approach taken in this study.

Governing the Military : Professional Autonomy in the Chinese People's Liberation Army

- The reform process that has been underway in China the past 30 years has affected most parts of Chinese society. In regard to core branches of the civilian state administration, public administration research provides evidence of far-reaching decentralization, marketization, and a relaxation of direct political control within many policy areas. Despite the fact that the military in any Marxist-Leninist state is an indispensable part of the state administration, it is rarely included in research on the Chinese state administrations. In this dissertation, it is argued that the military is intrinsically linked to the overall political stability of the Chinese state not only because it constitutes one of the most central branches of the Chinese cadre administration, but also given its close connection to the ruling communist party. Hence it deserves greater research focus.The overarching focus of this study is political control and governance vis-à-vis the Chinese military. Contrary to previous studies that have approached the issue of control by investigating military infringement on civilian policy making, the analysis here illustrates that the structures and the underlying logic of control are better captured by a study of the professional autonomy of the Chinese military officer corps. Professional autonomy is investigated within the military education system, given that education is a central undertaking for any profession.By suggesting a new approach to the study of the relationship between the political entities of the state and the military, an approach which makes use of insights from both the political science subfield of public administration and the sociology of professions, this dissertation makes important theoretical and analytical contributions to the field of civil-military relations. Yet the usefulness of the actor-centered approach put forward here, which focuses on the autonomy of the profession within the organization, reaches beyond the immediate study of the military and can be used in any analysis of power relations between the political entities of the state and its administrations. This dissertation also contributes to increase the understanding of Chinese military education, which is one of the military’s most important peace time undertakings.

Bokens utgångspunkt är att bostadsfrågan inte bara handlar om offentlig policy och politik utan också formas av intressekamp mellan olika aktörer.Den svenska ”bostadspolitiska regimen” vilar på fem institutionella pelare vilkas framväxt och utveckling ingående behandlas i boken. Till sina huvuddrag har dessa varit anmärkningsvärt oförändrade sedan de formades efter andra världskrigets slut, vilket kan förklaras med bostadspolitikens starka stigberoende. Samtidigt har pelarna successivt urholkats framför allt sedan 1990-talet. I boken analyseras det partipolitiska spelet om bostadspolitiken,men också de stora intresseorganisationernas roll där det framträder ett tydligt växelspel mellan särskilt hyrespolitikens innehåll och organisationernas inflytande.Författarna visar att bostadspolitikens utfall har blivit allt mindre generellt inriktat under de senaste decennierna, vilket exemplifieras med allmännyttans utveckling. De diskuterar även i vilken utsträckning bostaden alltjämt kan ses som en social rättighet i Sverige. Boken avrundas med en diskussion om jämlikhet i boendet som en normativ måttstock för bostadsförsörjningen.

- The purpose of this dissertation is to describe, understand and explain the role of modernism in Swedish urban planning, and analyze if modernist urban planning ideas influenced building legislation in ways that can explain the structural changes of our cities during post-war period. Earlier epochs were characterized by intense construction of working-class housing in garden cities and large courtyard housing blocks with double-sided lighting in residences. The dissertation has been carried out within the tradition of historical institutionalism with a counterfactual approach. It covers the time from 1928 to the present with a focus on the period 1928-1975. The object of study is the formal regulations in building legislation. The central analytical instruments are formative moments and path dependence. A formative moment should be characterized by uncertainty, significance and unpredictability. Path dependence is studied with the help of theories of experience-based learning and the power of bureaucracy. The dissertation shows that modernist ideas were written into the building code of 1931 in accordance with functional partitioning and a diagram by Walter Gropius from the 1920s calling for relative distances between houses, the longer the higher houses, and direct sunlight on facades, permitting one-sided lighting in residences. Instead of prevailing praxis, cities were built in conformity with principles of buildings-in-the-park with slab blocks. These regulations were gradually tightened over time and also guided redevelopment policy. In the sixties higher slab blocks and tower blocks began to be frequently built and functional partitioning assumed a unique guiding role in traffic policy and urban planning. Starting in the middle of the 1970s, modernist ideas gradually were dismissed in government policy. Leading modernist architects where driving forces in the formative moment, supported by the Association of Property Owners. Their colleagues could, in the path dependent process, augment the modernist ideas by virtue of their profession. They led state agencies, participated in commissions on building legislation and wrote referral comments on proposals, as well as sitting on building committees together with building contractors, entrepreneurs and construction workers.

- What is the political significance of affiliation with voluntary associations for people with and without foreign backgrounds in Sweden? Does associational affiliation offer an opportunity to influence the political decision-making process for those otherwise disfavoured in terms of political resources? Or does it rather aggravate the political marginalisation of people with foreign backgrounds? This thesis is based on two large-scale surveys that have been designed explicitly to deal with questions of this sort. It is shown that there are substantial differences in associational affiliation between people with and without foreign backgrounds. Interestingly, these differences are strongly correlated with patterns of ethnification and ethnic discrimination in Swedish society. Individuals who have migrated to Sweden from Western Europe and North America participate in voluntary associations to the same extent as native Swedes. In contrast, the levels of associational affiliation are consistently lower among people who have migrated to Sweden from other parts of the world, even controlling for age, education, occupation and other potentially important factors. The study supports the widely held notion that there is a positive causal relation between associational affiliation and political participation. However, this seems to be true only with regard to certain forms of political participation and only seldom to such an extent that differences in associational affiliation can be said to strongly affect the relative levels of political engagement of people with and without foreign backgrounds. In particular, the observed differences in associational affiliation seem to have little to do with the often debated marginalisation of immigrants in the electoral arena.
