    • In 1936, while Sweden gave birth to one of the most peaceful solutions to class conflict (i.e., the neo-corporatist welfare state), Spain gave birth to one of the most violent outcomes of class conflict: the Spanish Civil War. Why did the political and socio-economic elites choose collaboration in Sweden and violent confrontation in Spain? This article underlines an overlooked intervening factor: the organization of the bureaucracy. In the late 19th century, semi-authoritarian Sweden created a meritocratic autonomous bureaucracy. In contrast, Spain-where executive and administrative positions were frequently accountable to parliamentary dynamics-built a patronage-based administration. The result was that the ruling Swedish Left could not offer public offices to core supporters and had to restrict its policies to satisfy the (more collaborationist) demands of its "policy-seekers," while the ruling Spanish Left, thanks to the ample margin of maneuver it enjoyed to appoint and promote state officials, could satisfy the (more confrontational) demands of its "office-seekers."

  • Institutional Quality Causes Generalized Trust: Experimental Evidence on Trusting under the Shadow of Doubt

    • Generalized trust is essential for collective action, which is at the heart of many societal problems. Institutional quality has been proposed as a driver of generalized trust, but while the correlation between the two is strong and robust, the evidence on the causal link is scant. We show that this relationship is causal. We first experimentally expose individuals to institutions of different quality, operationalized as their ability to prevent corrupt behavior. We then measure generalized trust using a trust game. The results show that institutional quality drives generalized trust and that this effect is generated by the mere doubt that corrupt behaviors might succeed, even without knowledge of occurrence or success of such behaviors. Cross-country comparisons with novel data support our results. Our contributions are the first causal experimental evidence on the link between institutional quality and trust and a novel experimental design for modeling institutional quality in laboratory settings.

    • Recent research demonstrates that the quality of public institutions is crucial for a number of important environmental, social, economic, and political outcomes, and thereby human well-being broadly conceived. The Quality of Government (QoG) approach directs attention to issues such as impartiality in the exercise of public power, professionalism in public service delivery, effective measures against corruption, and meritocracy instead of patronage and nepotism. The 38 chapters in this handbook offer a comprehensive, state of the art overview of this rapidly expanding research field and also identify viable avenues for future research. The initial chapters focus on theoretical approaches and debates, and the central question of how QoG can be measured. The remaining chapters examine the wealth of empirical research on how QoG relates to democratic accountability, ethnic diversity, human well-being, economic growth, political legitimacy, environmental sustainability, gender equality, social cohesion, and the outbreak of civil conflicts. A third set of chapters turns to the perennial issue of what contextual factors and policy approaches have proven successful (and not so successful) for increasing QoG. The QoG approach both challenges and complements important strands of inquiry in the social sciences. For research about democratization, QoG adds the importance of taking state capacity into account. For economics, the QoG approach shows that in order to produce economic prosperity, markets need to be embedded in institutions with a certain set of qualities. For development studies, QoG emphasizes that issues concerned with corruption are integral to understanding development writ large.

    • Issues about corruption and other forms of bad government' have become central in large parts of the social sciences. An unresolved question, however, is how countries can solve the issue of systemic corruption. In this article, based on Elinor Ostrom's theory of common pool resource appropriation, a new theoretical model for explaining this type of institutional change is developed. Sweden during the nineteenth century is used as an illustration of the model by showing how the country made a transition from being largely patrimonial, nepotistic and corrupt to a modern, Weberian, efficient and impartial state structure. Building upon a companion article about the importance of losing a war as a precondition for breaking systematic corruption, this article stresses the importance of three additional factors in Sweden: previous changes in courts and the legal system; recognition of the problem by the main contemporary political actors as shown in debates in the Diet; and the new liberal ideology that made an important impact on the Swedish political scene during this period.
