    • This paper examines Earth System Science as a novel approach to global environmental change research. Drawing upon Michel Foucaults governmentality concept, the paper opens up the Earth System metaphor to political analysis and asks what it does to our understanding of nature and society as a governable domain. We trace the scientific practices that have produced the Earth System as a thinkable analytical category back to the International Geophysical Year in 1957. We also identify the Anthropocene as a central and yet ambiguous system of thought for Earth System Science that harbours different strategies for sustainability in terms of (1) the persons over whom government is to be exercised; (2) the distribution of tasks and actions between authorities; and (3) contrasting ideals or principles for how government should be directed.

    • The plastic carrier bag epitomises many of the features that have transformed plastics into a material that defines our contemporary modern culture. The versatility, durability, strength and low cost have made it into an indispensable companion for consumers. In parallel with plastic becoming an increasingly contested material, the plastic carrier bag has emerged as a controversial object in many jurisdictions. This paper explores where, how and to what extent public authorities in different cases across the globe regulate plastic carrier bags. The number of public policies on plastic carrier bags has more than tripled since 2010, and they are now found on all continents, ranging from the municipal to the intergovernmental level. They mainly come in the form of either bans or levies, with the former being predominant. There have been many examples of policies leading to reduced consumption of plastic carrier bags, however this paper also identifies key challenges, including resistance towards plastic carrier bag regulations, uncertainty in measuring the effects, and the undesired side-effects. Far from being a simple issue, public policies on plastic carrier bags highlight the complexity of governing plastics.

  • Transnational adaptation governance: An emerging fourth era of adaptation

    • Climate change adaptation, which has previously been seen as a national and local matter, is today systematically addressed by international institutions such as the UNFCCC, the FAO and the WTO. Research has focused on the overarching institutional architecture of global adaptation, particularly how it relates to development, political economy, efficiency and equity. In contrast to the transnational dimension of climate mitigation, the transnationalization of adaptation governance has received scant attention. By creating a dataset of adaptation projects, we examine transnational adaptation governance in terms of its scope, institutionalization and main functions. We find transnational adaptation governance to be firmly anchored within the UNFCCC, but a recent change towards adaptation governed by a transnational constituency can be identified. When non-state actors become integral to the project of governing adaptation, a 'fourth era' of adaption seems to be emerging. This new era is not replacing other forms of governing, but is emerging alongside and in a complementary fashion. In the 'fourth era', adaptation is increasingly governed globally and transnationally, and the attention is turned toward 'softer' forms of governance such as agenda setting, information sharing and capacity building.
