    • Over the last decade, policy initiatives to promote innovativeness and growth, inspired by normative models of capacity building through industrial clusters, triple helix and innovation systems, have proliferated. Theories of economic development offer several explanations of the emergence of clusters in particular environments. Most theorists would argue that specific, natural, economic, or institutional factors determine capacity building in terms of cluster development. Other theorists emphasize the role of local social networks and phases of regional knowledge-based spaces in explaining the emergence of such capacity building. Neither of these theoretical streams offers systematic explanations of differences in the emergence and success of capacity building, beyond finding that crucial resources are unevenly distributed. The theoretical linkage between triple helix and capacity building through innovation governance is unclear. We still do not have a relevant theory explaining the influence of innovation governance involving local/regional government–industry–university relationships on capacity building leading to successful innovations. Therefore, we are making a proposal to further develop theory by focusing on capacity building through different sequences of innovation governance in relation to components of local political capital - values/norms of identity, networks and local-global relations - in the era of the global knowledge economy.

  • Local Elites, Political Capital and Democratic Development: Governing Leaders in Seven European Countries

    • This book helps to understand in which ways local governing elites are important for the success or failure of national democratic development. Although we know a great deal about the general importance of civil society and social capital for the development of sustainable democracy, we still know little about what specific local governing qualities or political capital that interact with democratic development. The collected data covers time series of surveys from between 15 to 30 political and administrative leaders in over a hundred middle-sized European and Eurasian cities. The study takes us across the 1980s and 1990s, going from cities in Sweden and the Netherlands - through the Baltic cities - to the cities of Belarus and Russia. The findings show the importance of local political capital based on commitments to core democratic values, informal governance networks, and the significance of initially connecting the community to global, non-economic relationships.

    • In what ways are local governing elites important for the general success or failure of effective and sustainable democratic development? Comparative studies of democracy and democratization have increasingly involved urban political performance. In this article, we present empirical evidence of strengthening correlations across the 1990s between the city’s non-economic foreign relations, and its leaders’ local networks and democratic values across seven European countries. Although relations, networks and norms in previous research on institutional development is claimed to be mutually interdependent, our analysis indicates that the emergence of these components depends on a distinct path, starting with the impact of local-global relations in the city, followed by the creation of new horizontal networks, and emanating in a growing commitment to core democratic values. Our study not only suggests a deeper insight into the nature and power of locally rooted relations, networks and norms, it also offers a democratic theory in which people’s social capital is linked to the political capital of their locally elected or appointed leaders.   • Pathways of reorganization, leadership and long-term sickness absence due to mental diagnosis among local government public sector employees in Sweden 1998-2012

    • The aim is to study local variation in long-term sickness absence due to mental diagnosis among local government public sector employees during a fifteen year period (1998-2012) and its relation to reported larger reorganizations of local government public services in the periods of 2000-2004, 2006-2008 and 2010-2012. Longitudinal cluster analysis of ecological data is performed on the incidence of 90 days or longer sickness absence including new disability pensions each year between 1998 and 2012, generating clusters of municipalities with lower and higher incidence of sickness absence across the period studied. Aggregate data from surveys performed in 2004, 2008 and 2012 with the leading political, administrative and union representatives in all of the 290 municipal level local governments in Sweden on organizational change are used in logistic regression analysis to elucidate whether there are significant effects of different types of organizational change and leadership during the reorganization on mental sickness rates across time. The analysis is performed with control for organizational complexity of larger cities (residential cities and those with over 50.000 inhabitants), population size generally, and municipality unemployment levels. The results indicate statistically significant effects of both organizational changes reported 2004, 2008 and 2012, as well as leadership reported in 2012, on top of the impact of large scale organizational complexity. Large scale organizational complexity, as well as general organizational change pressure and mandatory management of work place meetings all tend to increase the probability for long-term sickness absence due to mental diagnosis. In contrast, organizational change guided by specific characteristics with regard to implementation within an organizational field (social care in 2008), as well as specific leadership by targeted manager-employee communication, tends to significantly reduce long-term sickness absence. These findings suggest two alternative pathways of reducing mental stress leading to long-term sickness absence for local governments during large scale reorganization: implementation within an organizational field, and managerial work-place policies based on personalized leadership communication.

  • Achieving sustainable governance of horizontal integration of care services: progress and democratic accountability of strategic coordination bodies for older people

    • Purpose The purpose is to analyse the relationship between democratic accountability and how sustainable governance is achieved by horizontally integrating care services for older people through collaboration in a coordination body of key leaders from across the health and social care system. Design/methodology/approach The data and measures come from two surveys with coordination body members in Sweden (politicians, administrators, professionals) from a sample of 73 bodies in 2015 (n = 549) and the same/corresponding 59 bodies in 2019 (n = 389). Findings The governance of integrating care scale and the accountability scales repeatedly show consistency among individual members. Systematic progress is found among large coordination bodies: the greater the average perception of governance of horizontally integrating care in 2015, the greater it was in 2019 – and regardless of the period, the stronger the internal administrative or political monitoring and reviewing of the coordination body, the greater its governance (while the relationship to the external monitoring and reviewing is weak). However, the growing importance of external accountability is indirect, shown by stronger correlations between the internal political and external monitoring and reviewing, regardless of size. Research limitations/implications The scales are based on self-reported perceptions that cannot be objectively verified, but they can be linked to changes in outcomes and user experiences in the later stages of the research. Originality/value Repeatedly verified scales of internal and external accountability for analysing and evaluating governance of integrating care services horizontally, which is useful for improving strategic coordination of integrated care.

    • Många medborgargruppers sammansatta behov har svårt att tillgodoses av vårdens och omsorgernas specialiserade verksamheter eftersom dessa tillhör olika huvudmän och regleras av olika lagstiftningar och regelverk, vilka i sin tur grundas på skilda styrnings- och ledningslogiker. Detta har bl.a. inneburit att begrepp som nätverk och governance (interaktiv samhällstyrning) kommit i fokus inom tongivande samhällsforskning, eftersom komplexa samhällsproblem inte kunnat lösas inom ramen för hierarkins eller marknadens logik, utan i stället kräver samverkansformer och där olika slags organisationer – privata, ideella och offentliga på olika nivåer medverkar. Samverkansproblem sedda från ett målgruppsperspektiv, och forskning som undersöker hur en specifik målgrupp, som sjuka äldre med komplexa vård- och omsorgsbehov, påverkas av olika slags samverkansarrangemang är ännu sällsynt, men är inte desto mindre angeläget. Syftet med föreliggande paper är att undersöka hur svenska kommuner organiserar sin samverkan med landstingens hälso- och sjukvård och aktörer från den ideella och privata sektorn. Vår utgångspunkt utgörs av teoribildning och forskning om samordning av nätverk (network governance), med vars hjälp det är möjligt att identifiera fyra olika modeller för strategiskt grundade samverkansformer. Materialet bygger på en enkätundersökning till ett stratifierat och randomiserat urval av svenska kommuner, med medverkan från ett 60-tal kommuner och stadsdelar om deras samverkansorgan. Resultaten indikerar att kommunerna antingen processar sin samverkan kring de mest sjuka äldre genom en hierarkisk modell som öppnar upp för konfliktlösning på en separat politisk nivå, eller använder sig av samverkansorgan där både politiker och tjänstemän ingår från de samverkande organisationerna. Motiven till samerkan skiljs också åt enligt två olika modeller. Många kommuner bygger sin samverkan på formella avtal som kan brytas eller förnyas i enlighet med en kalkylerande modell, med det finns också kommuner som istället främst bygger sin samverkan med sjukvården på en modell som bygger på oförändrade traditioner sedan många år tillbaks. Resultaten kommer ligga till grund för en större undersökning med omsorgens och vårdens företrädare om hur dessa olika samverkansformer uppfattas och samvarierar med omsorgens och vårdens kvalitet för äldre med sammansatta vård- och omsorgsbehov.

    • New policies for the frail elderly, integrating eldercare from local government and health care from regional government, rests on a complex transboundary multi-level governance challenge involving public and private service providers, and where authorities at all levels – local, regional, national and EU – increasingly need to coordinate governance through the nexus of local-regional coordination bodies. The purpose of this paper is to study the members of such coordination bodies’ representation, capacity and accountability in relation to horizontal management theory in the setting of the decentralized Nordic welfare state. Data rests on a survey sent to all members of 73 strategic multi-level coordination bodies for frail elderly policy-making across Sweden. The findings show that representation is multi-level, but divided into a coordination policy system of bodies staffed with either politicians or administrators from different levels of authority or mainly managers/professionals, with networks that are either local deliberative, regional strategic or public/private provider oriented. This horizontal policy coordination system determines the patterns of capacity and accountability, but perceived quality coordination rests on internal and external performance.
