  • Photochemical smog in China: scientific challenges and implications for air-quality policies

    • In large areas of China severe air pollution events pose a significant threat to human health, ecosystems and climate. Current reduction of primary emissions will also affect secondary pollutants such as ozone (O3) and particulate matter (PM), but the magnitude of the effects is uncertain. Major scientific challenges are related to the formation of O3 and secondary particulate matter including Secondary Organic Aerosols (SOA). Large uncertainties also remain regarding the interactions of soot, SOA and O3 under the influence of different SO2, NOX and VOC concentrations. To improve the understanding of these secondary atmospheric interactions in China, scientific areas of central importance for photochemically induced air pollutants have been identified. In addition to the scientific challenges, results from research need to be synthesized across several disciplines and communicated to stakeholders affected by air pollution and to policy makers responsible for developing abatement strategies. Development of these science-policy interactions can benefit from experience gained under the UN ECE Convention on Long Range Transboundary Air Pollution (LRTAP)

    • As one of the leading near-term options for global climate change mitigation,REDD+ has been piloted in over 300 subnational initiatives across the tropics.This book describes 23 of those initiatives in six countries: Brazil, Peru, Cameroon,Tanzania, Indonesia and Vietnam. These initiatives were selected in large part because they had defined their specific intervention areas but not yet offered conditional incentives to reduce forest carbon emissions when CIFOR collected baseline data in 2010. By 2014, they had implemented a broad range of actionsboth to develop enabling conditions and to reduce forest emissions. Thus, it is now timely to report on their experiences and assess early lessons about REDD+,including finance, tenure, scale, MRV and safeguards.

    • Global urbanization and food production are in direct competition for land. This paper carries outa critical review of how displacing crop production from urban and peri-urban land to other areas– because of issues related to soil quality – will demand a substantially larger proportion of theEarth’s terrestrial land surface than the surface area lost to urban encroachment. Such relationshipsmay trigger further distancing effects and unfair social-ecological teleconnections. It risks also settingin motion amplifying effects within the Earth System. In combination, such multiple stressors set thescene for food riots in cities of the Global South. Our review identifies viable leverage points on whichto act in order to navigate urban expansion away from fertile croplands. We first elaborate on thepolitical complexities in declaring urban and peri-urban lands with fertile soils as one global commons.We find that the combination of an advisory global policy aligned with regional policies enablingrobust common properties rights for bottom-up actors and movements in urban and peri-urbanagriculture (UPA) as multi-level leverage places to intervene. To substantiate the ability of aligningglobal advisory policy with regional planning, we review both past and contemporary examples whereempowering local social-ecological UPA practices and circular economies have had a stimulatingeffect on urban resilience and helped preserve, restore, and maintain urban lands with healthy soils.

  • Peri-Urban Food Production and Its Relation to Urban Resilience

    • Food production on the urban-rural fringe is under pressure due to competing land uses. We discuss the potential to improve resilience for urban-rural regions by enhancing food production as part of multifunctional land use. Through studies of peri-urban land in the regions of Gothenburg (Sweden), Copenhagen (Denmark) and Gent (Belgium), recent developments are analysed. Arable farming has been declining since 2000 in all three areas due to urban expansion and recreational land use changes. In city plans, networks of protected areas and green spaces and their importance for human wellbeing have been acknowledged. Policies for farmland preservation in peri-urban settings exist, but strategies for local food production are not expressed in present planning documents. Among the diversity of peri-urban agricultural activities, peri-urban food production is a developing issue. However, the competing forms of land use and the continuing high dependence of urban food on global food systems and related resource flows reduces peri-urban food production and improvements in urban food security. The positive effects of local food production need to be supported by governance aiming to improve the urban-rural relationship. The paper discusses the resilience potential of connecting urban-rural regions and re-coupling agriculture to regional food production.

  • Pathways from research to sustainable development: Insights from ten research projects in sustainability and resilience

    • Drawing on collective experience from ten collaborative research projects focused on the Global South, we identify three major challenges that impede the translation of research on sustainability and resilience into better-informed choices by individuals and policy-makers that in turn can support transformation to a sustainable future. The three challenges comprise: (i) converting knowledge produced during research projects into successful knowledge application; (ii) scaling up knowledge in time when research projects are short-term and potential impacts are long-term; and (iii) scaling up knowledge across space, from local research sites to larger-scale or even global impact. Some potential pathways for funding agencies to overcome these challenges include providing targeted prolonged funding for dissemination and outreach, and facilitating collaboration and coordination across different sites, research teams, and partner organizations. By systematically documenting these challenges, we hope to pave the way for further innovations in the research cycle.

  • National Appropriateness of International Climate Policy Frameworks in India, Brazil, and South Africa

    • How does the international climate policy frameworks influence the domestic institutional responses to climate mitigation in emerging economies? And how, in turn, do domestic institutions and politics in emerging economies influence the fate of international climate policy frameworks? The thesis provides answers to these questions by studying domestic engagements with Nationally Appropriate Mitigation Actions in three emerging economies – India, Brazil, and South Africa. The thesis specifically studies how these engagements were influenced by the domestic institutional context provided by national climate policy, norms, and institutional capacity in the three countries. Drawing upon the variations in the engagements with nationally appropriate mitigation actions, made visible by use of the policy cycle as a heuristic device, the thesis informs the implementation of another nascent, yet prevalent, international climate policy framework – Nationally Determined Contributions. The thesis identifies how engagements with nationally appropriate mitigation actions varied in India, Brazil, and South Africa in agenda-setting, policy formulation, decision-making, implementation, and evaluation. In cases where international support is considered crucial for taking mitigation actions, external factors such as lack of clarity on definitional aspects and availability of international support can hamper the prospects of such frameworks at the agenda-setting and policy formulation stages. Efforts to engage with these frameworks under this uncertainty are held back by non-decisions, overriding national climate policy, as well as by uneven inter-ministerial coordination. The thesis argues that successful implementation of upcoming Nationally Determined  Contributions will be influenced by a country’s ability to align them with its national climate policy, localization of the transnational norms, and the extent to which efforts to enhance institutional capacity for  coordinating the implementation of national climate policy are made. In sum, the effective implementation of International Climate Policy Frameworks will be dependent on the willingness of the state to  provide oversight and coordination, and clarity on the availability of international support.

  • Global Learning for Sustainable Development : A Historical Review

    • Despite continued efforts by educators, UN declarations and numerous international agreements, progress is still limited in handling major global challenges such as ecosystem collapse, accelerating climate change, poverty, and inequity. The capacity to collaborate globally on addressing these issues remains weak. This historical review of research on global learning for sustainable development (GLSD) aims to clarify the diverse directions that research on GLSD has taken, to present the historical development of the research area, and highlight emerging research issues. The review summarizes key findings of 53 peer-reviewed publications, published in English in the period 1994-2020 identified with the search terms "global learning" and "sustainable development", sustainability or GLSD, respectively. The review documented a gradually growing knowledge base, mostly authored by scholars located in the global North. Conclusions point to what we might achieve if we could learn from one another in new ways, moving beyond Northern-centric paradigms. It is also time to re-evaluate core assumptions that underlie education for sustainable development more generally, such as a narrow focus on formal learning institutions. The review provides a benchmark for future reviews of research on GLSD, reveals the emerging transformative structure of this transdisciplinary field, and offers reference points for further research.

Avoiding them will require a new integrative analysis of the links between disease, armed conflict, and environmental degradation within a socioecological vulnerability and human security context. Exploring these connections was the aim of Avoiding Catastrophe: Linking Armed Conflict, Harm to Ecosystems, and Public Health, an expert workshop held in May 4–6, 2016, at Concordia University in Montreal, QC, Canada.

    • Increasing sedentary agro-pastoralist livelihoods may be explained by land degradation, population pressure, agricultural commodification, and economic development. We reviewed scientific and ‘grey’ literature for the effects of enclosures on food security. Only 8% of the 114 reviewed scientific articles addressed food production, while 69% approached environmental parameters that indirectly affect food security, most of which had positive results. Thirty-one percent focused on social and economic impacts, land tenure conflicts and elite capture with negative connotations. The ‘grey’ literature showed an opposite balance between positive environmental views and negative socio-economic impacts. Enclosures are not a panacea for dryland development, but their use need to be recognized and understood. Multidisciplinary research and cooperation on the applied management of enclosures in the context of food security is highly needed. Furthermore, agro-pastoralist land-use practices need more policy space and practical management support, such as clear tenure legislation, agroforestry methodologies, and support in fodder production systems.
