    • In this study, we respond to calls for further investigation on why and how scientists choose to commercialize their research. Mowery (University entrepreneurship and technology transfer: process design, and intellectual property, Elsevier, Oxford 2005), in his criticism of the US-system, emphasizes the need for multiple channels between university and industry. His argument makes the case of Sweden interesting, where the researchers own the intellectual property of their research. Sweden thus constitutes a unique case where data can be found on which choices researchers make in a setting where a variety of channels for transfer are available. Our empirical data, collected through case studies, allowed for the expansion of the typology for mechanisms for transfer of academic research as well as the development of a typology for determinants for researchers' choice to engage in transfer of research. Apart from those contributions to the theoretic discussion, the data also provided policy implications.

  • Education-occupation mismatch: Is there an income penalty?

    • This paper adds to the sparse literature on the consequences of education–occupation mismatches. It examines the income penalty for field of education–occupation mismatches for men and women with higher education degrees in Sweden and reveals that the penalty for such mismatches is large for both men and women. For mismatched men the income penalty is about twice as large as that found for US men, whereas for women the penalty is of about the same size as for US women. Controlling for cognitive ability further establishes that the income penalty is not caused by a sorting by ability, at least for Swedish men. The income penalty for men decreases with work experience, which is an indication that education-specific skills and work experience are substitutes to some extent.

  • The development of the ancient irrigation system at Engaruka, northern Tanzania : Physical and societal factors

    • Climate data from Empakaai Crater in northern Tanzania, covering the last 1200 years, are related to the establishment, development and decline of the ancient irrigation system at Engaruka. New dates for the system are linked to reconstructed climatic variations and historical data on long-distance and regional trade and migration patterns. A shift from a comparatively humid climate to drier conditions in the 1400s prompted the establishment of irrigated agriculture at Engaruka, and a flourishing long-distance trade increased its value as a water and food source for passing caravans. Once established, the land-use system at Engaruka was sufficiently resilient to survive and even intensify during much drier climate from c. 1500 to 1670 CE (Common Era) and during the decline of caravan trade between c. 1550 and 1750. The ancient land-use system probably reached its maximum extension during the humid conditions between 1670 and 1740, and was deserted in the early to mid 1800s, presumably as a result of the added effects of climate deterioration, the Maasai expansion, and change of livelihood strategies as agriculturalists became pastoralists. Towards the end of the 1800s irrigated agriculture was again established at Engaruka, in part driven by the transfer from pastoral to agricultural livelihoods caused by the Rinderpest.

  • Attitudes to personal carbon allowances: political trust, fairness and ideology

    • The idea of personal carbon allowances (PCAs) was presented by the UK Environment Secretary, David Miliband, in 2006. Although no nation state is seriously developing proposals for them, they have been discussed within academia, NGOs and policy-making circles. PCAs can be seen as a logical extension of emissions trading schemes, which has so far only applied at the firm level, to individuals. The purpose of this article is to analyse some critical aspects of the public's support for a PCA scheme. In particular, the focus is on the relationship between people's attitudes to a PCA scheme and their trust in politicians, its perceived fairness, and its underlying ideology, respectively. The relationship between people's attitudes towards an increase in the current carbon tax rate and their attitudes towards an implementation of a PCA scheme is analysed. The study is based on a mail questionnaire sent out to a random, representative sample in Sweden.

    • I denna forskningsrapport presenteras studier som berör ungdomars arbetsmarknadsetablering. Stor uppmärksamhet ägnas offentliga regelverk och insatser som görs för att underlätta för unga individer att fullborda en gymnasieutbildning respektive att ta steget från skola till arbetsliv. Den nationella problembilden speglas och fördjupas via erfarenheter från tio olika kommuner. Sammantaget visar undersökningarna rörande synen på IV och lärlingsutbildning, arbetsmarknadspolitiska ungdomsinsatser och det kommunala informations- och uppföljningsansvaret, att kommunerna har mycket olika ingångar och arbetssätt. Synsätten hos de ansvariga tjänstemännen är också mycket varierande. En huvudförklaring till detta är oklarheten i de statliga regelverken. Vad ska göras inom ramen för IV? Vilken roll kan lärlingsutbildningen spela och var ligger huvudansvaret för att förverkliga en lärlingsutbildning? Vilken roll ska kommunerna spela efter jobbgarantins införande? Hur ska informationsansvaret gällande ungdomar under 20 år som inte fullföljt gymnasieskolan tolkas? Genomgångarna visar att de olika stödinsatserna för socialt sårbara ungdomar bestäms i inte så ringa grad av i vilken kommun de råkar bo.

  • A note on the economics of Swedish Baltic Sea fisheries

    • The cod stocks in the Baltic Sea are important not only for fisheries but for the entire ecosystem utilized by numerous stakeholders around the coast. All such activities have economic values. In this note the economics of the Swedish Baltic Sea cod fishery is estimated in relation to the sector's interaction with other users of the Baltic Sea ecosystem. The results show a negative resource rent for the fishery, (sic) - 5 million without public expenses (subsidies and administrative costs), and (sic) - 13 million including public expenses. The interactions between the fisheries and tourism, seal population, carbon dioxide emissions, recreational fishing, and discards are discussed, and when monetary estimates are available these are related to the estimated resource rent.     • Programmets innehåll har vuxit fram i samtal mellan forskare från de fem forskningsmiljöerna och företrädare för de kommuner som har uttalat intresse för att delta i programmet. Intresset har kommit till uttryck i samtal med kommunföreträdare som har berättat om erfarenheter från besvärliga situationer, erfarenheter som behöver analyseras och ställas i relation till andra kommuners erfarenheter och på så sätt rusta organisationen för framtiden. Intresse för att utveckla kunskap har också uttryckts i form av utmaningar som behöver hanteras. Det kan handla om utmaningar i form av att kunna skapa bra förutsättningar för stora och växande industriföretag i kommunen, om utmaningar relaterade till hög ungdomsarbetslöshet och de påfrestningar detta innebär på välfärden, om utmaningar relaterade till befolkningsutveckling eller utmaningar som har att göra med infrastruktursatsningar och svårigheter att få till stånd sådana. Sammantaget innebär programmet en mångsidig, djuplodande, problematiserande och lösningsorienterad fokusering på kommuners handlande i besvärliga situationer som kan uppkomma till följd av förändrade förutsättningar . Inom ramen för programmet söks förklaringar till hur anpassning sker till förändrade villkor och varför vissa organisationer lyckas bättre än andra att framgångsrikt förändra verksamhet och organisation. Erfarenheter av besvärliga situationer kommer att beskrivas och tolkas till grund för utveckling av resonemang kring hur förändrade förutsättningar kan bemästras.

    • This paper investigates trust behavior in situations where decision-makers are large groups and the decision mechanism is collective. Theories from behavioral economics and psychology suggest that trust in such situations may differ from interindividual trust. The experimental results here reveal a large difference in trust but not in trustworthiness between the individual and collective setting. Furthermore, a field experiment captures the determinants of collective trust behavior among two Swedish cohorts. Beliefs about the other group and one’s own group are strongly associated with collective trustworthiness and trust behavior.

  • The moral responsibility of project selectors

    • Managers who select projects have a moral responsibility. The purpose of this paper is to present a template to assess this responsibility so that it can be put into practice. Responsibility is here defined as a combination of attributability—what choices the project manager can ultimately be praised or blamed for, and of accountability—what choices the project manager has to be prepared to answer for. The template combines these two aspects of responsibility with the project selection process divided into three phases: initialization phase, appraisal phase, and decision phase. Various moral philosophers are used to highlight the moral issues at stake for each of these two dimensions of responsibility at each stage of the project selection process. Concluding remarks underlines the need for project selectors to adapt to the specific context when they use the template.

  • Anger, depression and anxiety associated with endothelial function in childhood and adolescence

    • Objective Psychosocial adversity is a risk factor for cardiovascular disease (CVD) in adults. The authors assessed associations of reactive hyperaemia peripheral arterial tonometry (RH-PAT), a measure of endothelial function predictive of CVD, with self-assessed psychological health among school children. Methods A total of 248 healthy school children (mean (SD) age 14.0 (1.0); 136 girls and 112 boys) underwent RH-PAT testing. They completed the Beck Youth Inventories (BYI) of emotional and social impairment scales, which is used to screen for depression, anxiety, anger and disruptive behaviour. Results No sex differences were observed for the RH-PAT score. Statistically significant differences were observed for the BYI scores; girls had higher scores for depression, anger and anxiety. Among the girls, there were statistically significant associations between lower RH-PAT scores and higher scores for anger (B coefficient=-0.100, p=0.040), depression (-0.108, p=0.009) and anxiety (-0.138, p=0.039) after adjustment for age. Among the boys, disruptive behaviour was associated with higher RH-PAT scores (0.09, p=0.006). Conclusions The girls have higher levels of self-assessed anger; depression and anxiety compared with the boys, and these characteristics are associated with lower RH-PAT scores, indicating attenuated endothelial function. Among the boys, disruptive behaviour was associated with better endothelial function. Although psychological ill-health is associated with impaired endothelial function and CVD among adults, such processes may also be relevant to children. Psychosocial adversity in childhood might be a risk factor for subsequent CVD.
