    • This paper adds to the sparse literature on the consequences of education–occupation mismatches. It examines the income penalty for field of education–occupation mismatches for men and women with higher education degrees in Sweden and reveals that the penalty for such mismatches is large for both men and women. For mismatched men the income penalty is about twice as large as that found for US men, whereas for women the penalty is of about the same size as for US women. Controlling for cognitive ability further establishes that the income penalty is not caused by a sorting by ability, at least for Swedish men. The income penalty for men decreases with work experience, which is an indication that education-specific skills and work experience are substitutes to some extent.

    • Programmets innehåll har vuxit fram i samtal mellan forskare från de fem forskningsmiljöerna och företrädare för de kommuner som har uttalat intresse för att delta i programmet. Intresset har kommit till uttryck i samtal med kommunföreträdare som har berättat om erfarenheter från besvärliga situationer, erfarenheter som behöver analyseras och ställas i relation till andra kommuners erfarenheter och på så sätt rusta organisationen för framtiden. Intresse för att utveckla kunskap har också uttryckts i form av utmaningar som behöver hanteras. Det kan handla om utmaningar i form av att kunna skapa bra förutsättningar för stora och växande industriföretag i kommunen, om utmaningar relaterade till hög ungdomsarbetslöshet och de påfrestningar detta innebär på välfärden, om utmaningar relaterade till befolkningsutveckling eller utmaningar som har att göra med infrastruktursatsningar och svårigheter att få till stånd sådana. Sammantaget innebär programmet en mångsidig, djuplodande, problematiserande och lösningsorienterad fokusering på kommuners handlande i besvärliga situationer som kan uppkomma till följd av förändrade förutsättningar . Inom ramen för programmet söks förklaringar till hur anpassning sker till förändrade villkor och varför vissa organisationer lyckas bättre än andra att framgångsrikt förändra verksamhet och organisation. Erfarenheter av besvärliga situationer kommer att beskrivas och tolkas till grund för utveckling av resonemang kring hur förändrade förutsättningar kan bemästras.

    • A number of measures have been taken by the society to ensure gender equality inhigher education. Nevertheless, women still face great difficulties when pursuingan academic career. Our aim is to increase the understanding of how the society,conceptualised as the organisational field, interacts with organisational factors andpersonal actions as women try to establish themselves within academia. Wefollowed a group of female PhD students and their struggle to graduate at aSwedish, traditionally male-dominated, university department. The paper analyseshow actors and regulations in the society interact with the department’s genderedstructures and practices. Three processes that influenced the women’s careeropportunities have been identified – a process of integration, liberation andlegitimatisation. We also show that women can get accepted and realise theirshort-term objective, based on support from the society, while not necessarilybeing included by the department in a longer-term perspective.

    • Policymakers in publicly funded health-care systems are frequently required to make intricate decisions on which health-care services to include or exclude from the basic health-care package. Although it seems likely that the concept of individual responsibility is an essential feature of such decisions, it is rarely explicitly articulated or evaluated in health policy. This paper presents a tentative conceptual framwork for exploring when health-care services contain characteristics that facilitate individual responsibility through private financing. Six attributes for exploring the suitability of private financing for specific health-care commodities are identified: (i) it should enable individuals to value the need and quality both before and after utilization; (ii) it should be targeted toward individuals with a reasonable level of individual autonomy; (iii) it should be associated with low levels of positive externalities; (iv) it should be associated with a demand sufficient to generate a private market; (v) it should be associated with payments affordable for most individuals; and finally, (vi) it should be associated with 'lifestyle enhancements' rather than 'medical necessities'. The tentative framework enables exploration of individual responsibility connected to health care as a heterogeneous group of commodities, and allows policymakers to make decisions on rationing by design rather than default.

    • The idea of personal carbon allowances (PCAs) was presented by the UK Environment Secretary, David Miliband, in 2006. Although no nation state is seriously developing proposals for them, they have been discussed within academia, NGOs and policy-making circles. PCAs can be seen as a logical extension of emissions trading schemes, which has so far only applied at the firm level, to individuals. The purpose of this article is to analyse some critical aspects of the public's support for a PCA scheme. In particular, the focus is on the relationship between people's attitudes to a PCA scheme and their trust in politicians, its perceived fairness, and its underlying ideology, respectively. The relationship between people's attitudes towards an increase in the current carbon tax rate and their attitudes towards an implementation of a PCA scheme is analysed. The study is based on a mail questionnaire sent out to a random, representative sample in Sweden.

    • Swedish welfare policy has in several ways promoted the individual rather than the family as a unit. This is not a phenomenon happening only in Sweden, but one occurring in many other Western countries where individualization is strongly emphasized. Sweden is, however, interesting as an example of a country with deep collective roots regarding issues of welfare. The welfare state has been, and to a major part still is, the main provider of social services, a fact that has affected the Swedish family in certain ways. During the last decades, the Swedish welfare society has changed toward marketization implying that individuals and families have to take on more responsibility regarding their welfare. The aim of this article is to discuss the transformation of Swedish families as consumers reflecting upon the effects of the Swedish welfare society.

  • The Globalisation of Marriage Fields : The Swedish Case

    • Marriage fields - the geographical areas where people meet to partner - traditionally tend to be relatively small and local. Increasing international travel and the use of the internet have broadened the geographical opportunity structure of potential partners.This increases the chances of meeting a partner from abroad, possibly resulting in a rise in international marriage migration. This paper uses unique longitudinal population data for the whole of Sweden to explore the globalisation of Swedish marriage fields. The results show an increase of ‘marriage migrants’ in Sweden between 1990 and 2004,although absolute numbers remain relatively low. The paper yields two new insights notpreviously recorded in the literature. First, we found a substantial proportion of allmarriage migrants in Sweden to be males, while most existing literature on marriage migration focuses almost exclusively on females. Second, the pattern of geographical origins of marriage migrants is highly gendered, with male and female marriage migrants in Sweden originating from different regions in the world. This suggests that different mechanisms underlie male and female marriage migration.

  • Performance evaluations as gender barriers in professional organizations : A study of auditing firms

    • Gendering processes often take the form of organizational subtexts, that is, seemingly gender-neutral practices that have gender implications. The purpose of this article is to study performance evaluations, which, based on management by objectives systems, may appear neutral, but tend to be based on male norms of what is regarded as good performance. We analysed the careers and performance evaluations of 391 newly licenced Swedish auditors, using an open-ended question survey. In this industry 50 per cent of new employees and 92 per cent of partners are men. Even in the early stages of their careers, there are notable differences between women and men. The women achieved less and show lower career ambitions and expectations as well as greater intentions to leave the auditing industry. Performance evaluations are also perceived differently, men focusing on what is evaluated (reflecting the perceptions of those at higher hierarchical levels) and women focusing on who does the evaluating and how.
