  • Controlling for Competitiveness : Strategy Formulation and Implementation through Management Control

    • Strategies are important in today's highly competitive environments. Businesses as well as public sector organisations need a unifying logic, which emerges out of dialogues among its members and guides their actions. The organisation's Control System has potential to become a key to this, and itself a source of competitiveness. "Controlling for Competitiveness" describes how management control is crucial in mobilizing, using and communicating the knowledge and skills of managers and employees. Controllers should design situation-specific control systems, assuring that actions will be based on appropriate information and incentives. Enterprise Systems facilitate coordination and information exchange, thus enabling the development of a consistent and congruent strategy throughout the organisation. The involvement of all levels of management as well as most employees in this process creates motivation and commitment to the organisation's strategy. It also prepares for executing strategy through a creative use of metrics, decision tools and clarified responsibilities. The authors underline the need to understand management control as part of the organisation's control mix (control package). They provide numerous examples of how systems and people interact in shaping a strategic focus in private as well as publicly owned organisations. In addition to the authors' experiences from research and consultancy, the book is based on recent interviews with 16 leading, complex organisations in the private and public sector. Numerous examples from these and other organisations are provided.

    • This article explores the role of labour mobility as a potential cluster advantage. We review the theoretical arguments as for how and why labour mobility could enhance the dynamism and performance of clusters of similar and related firms. A combination of quantitative and qualitative data from two information and communication technology (ICT) clusters is used to answer two research questions: (1) What is the role of mobility enhancing (or restricting) institutions in clusters? and (2) In what ways does labour mobility contribute to knowledge transfer within clusters? The two ICT clusters studied in the article generally seem to have higher levels of mobility, compared to the labour market at large. Although it is regarded as beneficial in theory, most cluster firms try to restrict mobility of workers since they fear the risk and costs of losing staff. Labour mobility is also rarely viewed as a viable way to increase the knowledge bases or contact networks of firms. However, when firms need to recruit the clustered labour markets seem to benefit them by facilitating the use of informal recruitment processes. By way of conclusion it is suggested that cluster firms might be under-investing in mobility and that innovative institutional solutions could help realize clusters mobility potential.

Artikeln är ett resultat av ett kollaborativtforskningsprojekt mellan telekomföretaget Ericsson och Linköpings Universitet. Taxonominbestår av fem dimensioner: erbjudandets omfattning, köparens rättigheter, prisformel,prisbestämningsmekanism samt informationsunderlag.

    • Are women less competitive than men? Many experimental and nonexperimental studies have documented gender differences in competitiveness. This article presents the results from a study that examines gender differences in competitiveness in the television show Come Dine with Me. It is a cooking show in which amateur chefs compete against each other for a cash prize. The show provides an unusual opportunity to study gender differences in a high-stakes game environment. The results demonstrate that there are no gender differences in competitiveness.

  • Counteracting Segregation: : Swedish Policies and Experiences

    • The issue of residential segregation has been on the Swedish political agenda since the early 1970s. This paper analyses the background for this interest, presents some basic features of socio-economic and ethnic residential segregation, and discusses some fundamental contextual properties regarding the Swedish welfare state, its institutional set-up and changes in housing and other policies that have affected the conditions for segregation processes. Three more specific anti-segregation policies are also identified and analysed: housing and social mix policy (first initiated in the 1970s); the refugee dispersal policy (initiated in the 1980s); and the area-based urban policy (initiated in the 1990s). Of these three, the last two have a clear ethnic focus while mix policies primarily aim for socio-economic and demographic mix. The analysis shows that none of the policies have managed to affect levels of segregation more than marginally, the reasons being ineffective implementation (the mix policy), failures in the design (the refugee dispersal policy) or conflicting aims inherent in the policy (area-based interventions).

    • Swedish cities are not only segregated but also segmented along ethnic lines, i.e. different ethnic groups are unevenly distributed across the different tenure segments in the housing market. Immigrants are generally overrepresented in rental housing and underrepresented in home ownership and tenant owner cooperative housing. In this paper, an attempt is made to evaluate the importance of socioeconomic resources in explaining this segmentation, using the Uppsala housing market as a case. By means of binary logistic regression an evaluation is made of the relative importance of socioeconomic resources and ethnic background, while controlling for demographic factors,  in explaining whether a person leaves rental housing for home ownership or cooperative housing or remains in the rental segment. The results show that the socioeconomic situation of the individual is indeed very important. A high income and a stable position in the labour market seem to be crucial in order to advance in the housing market. Demographic and socioeconomic factors cannot, however, fully account for the differences found between Swedes and immigrant groups such as Africans and Eastern Europeans. The results imply that ethnic discrimination cannot be ruled out as an explanation for the underrepresentation of immigrants in the cooperative and owner-occupied segments.
